Abstract

The purpose of this study was to describe how the process and the inhibiting factors for the implementation of the socialization and campaign for the 2020 Madina Regency Election during the Covid-19 Pandemic. This qualitative approach is directed at the background and the individual holistically or intact. The use of each research method depends on three things, namely: first, the type of research question; second, the control the researcher has over the behavioral events that he will study, and third the focus on the phenomenon of his research concerning current or historical phenomena. The results of the study stated that the socialization process carried out by the KPU and Bawaslu in Mandailing Natal Regency was a determining part of people's political behavior. The reason is that the implementation of socialization forms values that indicate how elections should take place and each member of the community in Mandailing Natal Regency participates in the political system. In general, implementing the decision to conduct elections during the Covid-19 Pandemic at the Mandailing Natal Pilkada is a challenge in organizing elections, making new and urgent demands on how elections are managed. The Covid-19 pandemic has symbolically thwarted the social rituals of voters with the power of their individual votes being able to determine who should lead them in the results of the 2020 Simultaneous Pilkada.

Abstract

The purpose of this paper is to analyze the implementation of policies in the verification of individual support requirements at the Labuhanbatu Regency KPU in the 2020 post-conflict local election and describe the factors that become obstacles in the policy implementation process in the process of verifying the support requirements of individual candidates in the 2020 post-conflict local election. This study uses qualitative research methods. The type of research is descriptive qualitative where the researcher describes the data obtained as a result of a study. By using this method, the researcher will get the data as a whole and can be described clearly so that the results of this research are really in accordance with the existing field conditions. Researchers explore all about the mechanism of the Labuhanbatu Regency KPU in the registration and verification stages of the support requirements of individual candidates in the 2020 Regional Head Election without any manipulation and will present data according to field conditions that occurred at that time.

Abstract

The purpose of this study was to identify and analyze the conditions of drug abuse and what factors influenced the implementation of Regional Regulation Number 1 of 2019 and the obstacles faced by the Provsu Kesbangpol Agency as the coordinator in implementing the facilitation policy for preventing drug abuse in North Sumatra. The approach used in this study is a qualitative approach. The results of the study found that the implementation of North Sumatra Province Regional Regulation No. 1 of 2019 concerning Facilitation of Drug Abuse Prevention by the National Unity and Political Agency of North Sumatra Province in 2020-2021 has not gone well. Utilization of resources that are not yet optimal because they are not supported by human resources and inadequate budget allocations; Lack of communication and coordination among implementing organizations; The commitment of the Provsu Kesbangpol Agency which is still not strong enough; External conditions, especially economic conditions and social conditions, do not support the implementation of Regional Regulation No. 1 of 2019 due to the Covid-19 pandemic. Constraints faced include: Not yet optimal resources both HR and Allocation; Lack of OPD support and commitment; District/city government support in North Sumatra is still low. Until now, there are still many district/city governments that do not have regional regulations; The Covid-19 pandemic that occurred in 2020 became an obstacle for the Kesbangpol Agency in implementing Regional Regulation Number 1 of 2019.

Abstract

Public service is one of the 8 (eight) areas of change in the Grand Design of Bureaucratic Reform 2010 - 2025, with the achievement target at the end of the reform period to improve the quality of public services. North Padang Lawas Regency is one of the new autonomous regions in North Sumatra Province. Some of the problems that become obstacles in meeting community satisfaction include: first, low adherence to Service Standards; second, lack of employee empathy in providing services; third, lack of information related to services; the fourth problem is the absence of a Community Satisfaction Survey. This study uses a quantitative method that is used to determine the effect between service quality variables (X) and community satisfaction (Y). The results showed that service quality had a positive and significant effect on community satisfaction.

Abstract

The purpose of this study is to find out and understand how much influence the Implementation of e-Procurement has on the Performance of the Procurement of Goods and Services, know and understand how much influence Good Governance has on the Performance of the Procurement of Goods and Services and how much influence does the Implementation of e-Procurement and Good Governance together on the Performance of Procurement of Goods and Services. The method used in this study is a simple quantitative method of regression analysis to see how much influence the independent variables and dependent variables have. The population of this study were employees at the Bureau of Procurement of Goods and Services of the Regional Secretariat of North Sumatra Province with a total of 41 respondents. The sample uses total sampling, so the number of samples used is 41 respondents. Each respondent was given 35 statements. Data analysis using quantitative with a simple regression test tool. Based on the results of data processing, it shows that the implementation of e-Procurement has a positive and significant effect on good governance by 15.6%. While Good Governance has a positive and significant effect on the performance of the procurement of goods and services by 43.0%. And the implementation of e-Procurement and Good Governance together have a positive and significant effect on the performance of the procurement of goods and services by 39.7%. This shows that the implementation of e-Procurement and Good Governance is getting better, it will improve the performance of the procurement of goods and services.

Abstract

The purpose of this study is: to analyze the position, role and obstacles faced by the Civil Service Police Unit in enforcing regional regulation no. 1 of 2021 concerning Enforcement of Discipline and Law Enforcement of Health Protocols in the Prevention and Control of Covid 19 in North Sumatra Province. The method used is descriptive with a qualitative approach. The data were obtained through primary data (results of field interviews with informants) and secondary data (literature, books and laws and regulations). The results of the study concluded that the position of the Civil Service Police Unit in Enforcing Regional Regulation No. 1 of 2021 concerning Enforcement of Discipline and Law Enforcement of Health Protocols in the Prevention and Control of Covid 19 in North Sumatra Province. This position authorizes Satpol PP to carry out outreach regarding the implementation of the health protocol and impose sanctions on violators. Its role is as an extension of the Governor of North Sumatra to carry out the instructions of the Regulations, especially in articles 11-13. Factors that become obstacles include the weak application of sanctions due to human values ​​that emerge in officers and overlapping authorities with other law enforcers and indirectly obscuring the role of Satpol PP as stated in Articles 11-13.

Abstract

The purpose of this study is to find out how the Labuhan Batu Regency KPU's strategy is in increasing voter participation in the Regional Head election. The method used in this study is a qualitative method with in-depth interviews. The subject of this research is the Commissioner of Socialization Division of Community Participation and HR. The data collection technique used in this study can be of two parts, namely primary data sources and secondary data sources, primary data, namely data from interviews, while secondary data is data obtained from documents related to this research and the analysis technique used is qualitative analysis. descriptive in nature. The results of the study show that the strategy carried out by the General Election Commission of Labuhan Batu Regency in increasing voter participation in the 2020 Regional Head election can be seen from the form of socialization, namely by using social media and electronic media. The inhibiting factor in voter participation occurs because there are still people who do not care or are indifferent to existing politics. Through the strategy of the General Election Commission for Labuhan Batu Regency, there was an increase in voter participation in the 2020 Regional Head Election of Labuhan Batu Regency, namely reaching 75% in 2020 compared to the previous participation in 2015 of 64.14%.

Abstract

In light of the Re-Voting (PSU) process during the 2020 concurrent elections, this research sought to critically evaluate the performance of the KPPS Labuhanbatu Regency. Utilizing a qualitative case study methodology, a comprehensive dataset was compiled from in-depth interviews and meticulous document analysis, offering a holistic understanding of the intricacies and experiences associated with the event. The evaluation criteria were anchored on five pivotal indicators delineated by Kasmir, encompassing Quality, Quantity, Time, Cooperation Between Employees, and Supervision. Preliminary findings paint a picture of commendable dedication by the KPPS; however, their performance fell short of optimal standards. Beyond a mere assessment, this study carves out a roadmap, shedding light on the nuances of election management in Labuhanbatu Regency and pinpointing critical areas that demand attention and refinement to fortify future electoral endeavors.

Abstract

This paper delves into the intricate strategy employed in the preparation and execution of the 2024 election in Batu Bara. The research utilizes a descriptive qualitative approach, facilitating the acquisition of comprehensive and lucid data, offering detailed and accurate insights into the reasons behind the unfolding events. The primary focus of this study rests on the Election Commission (KPU) of Batu Bara Regency as its object of analysis. The findings reveal a commendable and well-executed strategy in preparing and conducting the 2024 election in Batu Bara, in strict adherence to existing regulations and established timelines. The principles governing electoral arrangements are upheld, primarily supported by an information system designed to facilitate this process. However, this study also identifies areas where optimization remains incomplete. Notably, an obstacle encountered during the election preparation and placement strategy pertains to disparities between the geographical data presented in the information system and the real-world ground realities in Batu Bara Regency. These disparities warrant attention, as they introduce challenges to the seamless execution of electoral procedures.
