Abstract

Election is one form of political participation . Every citizen has the right toparticipate in the General Election without exception . So also with people with disabilities .Communities with special needs is also entitled to participate in the election .. This studyaims to examine the role of political socialization PPUA Disabled in the Jakarta gubernatorialelection in 2013 for the people with disabilities . Disabled PPUA as NGOs do play a role inpolitical socialization of people with disabilities in the elections , in order to obtain equalrights and obligations in politics , so there is no gap between people with disabilities with thecommunity at large . Governor Election is one means of political participation for peoplewith disabilities who participate in it PPUA Disabled . Abstract

Procurement System in Tegal has implemented e-Procurement system. In the e-Procurement system of the whole process starting from the announcement of the auction, bidding, selection, until the announcement of the winner will be made online via the website (website). Internet access by the broader community, particularly in the construction business has made e-Procurement is flexibly applied and became a necessity for modern government. e-Procurement is believed to be an instrument for good governance and improved public services because it will increase cost efficiency, effectiveness, faster cycle times, improve government accountability. From the provider of construction services, the success in participating in the auction system soon is one of the factors determining survival.Of these problems can be answered with a descriptive qualitative research data collection techniques such as observation, interviews (interviews), and literature. Techniques of data analysis done by data reduction, organization and interpretation of data.This paper is the result of studies to recognize the characteristics of the implementation of e-Procurement program money is currently in the Department of Economic Development and Regional Secretary Tegal conclusions that can be drawn from this study regarding the implementation of an electronic auction system held in Government lingungan Tegal. Some problems were encountered, the recommendations can be delivered the lack of control of IT human resources, the availability of internet connections are limited. While the government is lack of human resources, There is improvement of the system that causes Audited interfere with the comfort of the e-Procurement system services to a standstill, most of the procurement committee still have not mastered the application of e-Procurement. And from the government's even harder training and development providers LPSE electronic goods, infrastructure improvements mainly problems of e-Procurement system is experiencing technical problems and technical center network.Keywords: e-Procurement, Manufacturers , Procurement of goods and services.

Abstract

Political parties and parliament (legislature) are the two main factors of political society, which is a mandate from civil society with a role in organizing power and gained control over the country in the interests of society. NasDem party as a relatively new party, the election agenda is part of implementation of commitments in the restoration and alteration. In 2014 elections, NasDem party have targets to win the legislative elections. One of the winning strategy is to recruit one character that has the capacity, integrity, popularity and the same ideology as NasDem party.The purpose of this study was to determine what kind of recruitment patterns that NasDem party do against its legislative candidates, and to determine the factors that influence the recruitment of candidates on NasDem party.The research method used is qualitative research to explore in depth information. This research aims to determine strategies of NasDem party in determining legislative candidates who will occupy Central Java Provincial Parliament (DPRD Provinsi Jawa Tengah). Spesification of this research is descriptive analytical.sOf the results obtained, indicate that : 1) the pattern of recruitment is done by DPD NasDem party of Central Java using the Merit System. 2) there are two factors that influence the recruitment patterns of NasDem party, namely internal and eksternal factors. Internal factors include systemic dimension, where the system and structural building NasDem party itself has a great influence in attracting the party membership and recruitment of legislative candidates. Reification demension is about the image and political assessment of NasDem party. The next external factor is a factor that comes from the prospective member of legislative candidates regarding the qualifications and personality of each prospective member of the legislature itself.Conclusions of this study is DPD Nasdem party has done with recruitment process as appropriate in accordance special prevailing party lines and other common applicable regulatory pathways.

Abstract

Management Policy Flood Canal River West / Kaligarang in Semarang isa policy made by the Government that the Government Regulation No. 38 of 2011 on the River Management Regulations as well as on River ManagementCooperation. This policy is a policy that has the objective to cope with the floodand improve the local economy through events and destinations new tourist attractions in the form of water attractions (Riverpark) in Semarang.This study is a qualitative study with the primary objective to describe thedepth of the River Management Policy Implementation West Flood Canal /Kaligarang in Semarang. Data collection techniques in this study using in-depthinterviews and documentation and analysis of documents. Analysis of the data in this study include stage data reduction, data presentation, and data verification orconclusion.From the results of this study concluded that the Policy ManagementFlood Canal River West / Kaligarang in Semarang has not run optimally, withindications that implementation is not fully maximized because they stagesocialization agencies / related local government offices in the preparation of the"Cooperation Agreement" West Flood Canal river management / Kaligarang, Security river by the individual assets or people around who use these assets tothe negative things, the problem of hygiene, lack of coordination between the City Government and the Provincial Government.It is necessary for the optimization of the Central Government to theProvincial Government and the City so that the policy can be run with the maximum, penyempurnaam phase of socialization among agencies / SKPDsconcerned and especially in the community, the follow-up compilation"Cooperation Agreement" West Flood Canal river management / Kaligarang in the city, as well as segeranya followed up by the private sector to be managed as a tourist spot of water in order to improve the economy of the community, especially people of Semarang.

Abstract

AbstractPathology of a bureaucracy that spread now were already be a hindrancewhich remarkable massive to create Indonesia bureaucracy according to the goodgovernance concept. PP no.8 year 2003 is an effort from the government for themissions trimming bureaucracy in Indonesia from year to year to make it moreefficient . Massive bureaucratic will not be worth if not accompanied by sufficientcapacity of civil servants. The capacity of a bureaucrat own can be seen from thebackground of their education and performed periodically test. BKD is agovernment agency who served as the coordinator and accommodate SKPD forcivil servants developement problems with making efforts and formulatingstrategies to face capacity building civil servants problems in the neighborhood ofgovernment of the Central Java Province.This research is using qualitative descriptive methods. Data collection techniquesthrough documentation and interview. The purpose of this research is to find outBKD’s strategy to realizing capacity building program and mechanism of capacitybuilding strategy which applied to Biro Humas and Dinas PSDA of Central JavaProvince which will be used to formulate recommendations as a form of input inthe sustainability of the implementation capacity building program.In realization of his strategy BKD of Central Java Province having six programswhich are included in the capacity building strategy of regional civil servants.Capacity building strategy formulated by BKD of Central Java Province wasfound on the planning process of human resources, procurement CPNS,Placement of civil servants, civil servants assessment centre, education andtraining program also finally the program of study task and a permit learning (formal education ). The mechanism of the capacity building strategy BKD CentralJava Province still need to more optimal effort from actors of implementingcapacity building. BKD so far is considered by civil servants in Biro Humas danDinas PSDA Central Java Province still just a socialization through circulars onlyhad not been the facilitator to the whole strategyIn an effort to run the strategy capacity building program that can berecommended to BKD among other is individual capacity building programbefore entering to capacity building in the level of institutional .Increasing thequality of training so that existing material in training and BINTEK has to bespecific and more substantial according it takes civil servants in each SKPD. Themechanism for own assessment centre shall be imposed on all of the civil servantswho are in the government of central java province especially in Biro Humas danDinas PSDA of Central Java Province. Abstract

This study was conducted to clarify how the Golkar Party Central Java Province recruiting for candidates for the legislature. Current open election system, the role of the party had no candidate winning by voting against the party or parties who determine who will enter the cadres in the government but the people who determine which candidates will advance in the parliament as representatives of the people. The emergence of new questions that with this system, the opportunity for political influence money can happen. In fact, this system is expected to function in the recruitment party should further clarified that produced a cadre of qualified cadres. In addition, the Golkar Party declared himself as a modern party which means that the party is ready to change the political climate in Indonesia with a cadre of candidates while maintaining electability. Then how is the role of Local Councils Golkar Party Central Java province in recruiting candidates in the 2014 election? Is the background of the party choose Golkar cadres and how to prepare the candidate as well as the constraints that occur when such recruitment.This study used qualitative research methods, in which researcherscollected data is written and spoken words of research subjects and informants.Field data obtained by conducting in-depth interviews and the literature.These results indicate that the Golkar Party is a modern party that is stilldoing the traditional system in recruiting legislative candidates. List ofCandidates Golkar Party in Central Java is cadres who have entered more than 5years with a minimum education requirement bachelor's. In addition, the TeamSelection still use personal ties and money to be able to enter candidates. Abstract

This research was motivated by the frequent occurrence of naturaldisasters occurring in Indonesia, especially the eruption of a volcano disasterMerapi in Klaten region which occurred in 2010. Here, we can see readiness ofLocal Government to face merapi disaster, considering the Merapi disaster occursevery few years. How government can coordinate every institution that relating todisaster management, infrastructure readiness for evacuation of disaster victimsuntil the budget allocated for disaster management. Experience from previousdisasters and local wisdom can be a lesson in facing disasters that happened. Thepurpose of this research is to determine the institutional capacity and the potentialof local wisdom in anticipation overcome of Merapi disaster in 2010 and thebarriers that faced. Through people local wisdom to face disaster and gooddisaster management application from the government could minimize the impactof Mount Merapi eruption disaster, particularly in the district of Klaten.Key word: Institutional, Local Wisdom, Disaster Management.

Abstract

The purpose of this research is to study the implementation of the Accelerating Development of Community-Based Family Welfare Regulation No. 11 of 2008. Seeing the communication, resources, disposition, action. These indicators are then analyzed qualitatively by looking at descriptive understanding was happening. Abstract

Social media is an effective and efficient media because it’s able to give informations about the candidates in the local election widely and in a faster way, so the appearance of social media as a campaign tools in local election becomes one of the modern way to increase popularity and electability of the candidates. This research is objected to describe the use of social media in election campaign for Governor and Vice Governor of Central Java in 2013 and to describe the political messages socialized by each candidates through social media. This research used descriptive qualitative research method which the data are collected from interview with the representative of the campaign team from each candidate pairs and voters who use social media and documentation of social medias that are used in the campaign period.   The results of this research indicate that the use of social media is considered as one of the important campaign instrument because it is simple yet can reach the young voters and mid to high class citizens, it is also can spread the news about the candidates faster. Each candidate pairs used 4 kind of social media, those are Websites, Twitter, Facebook and Youtube. The political messages which is communicated by each candidates are generally mean to build their image, persuade the people to vote them, and informing achievements, vision and mission or main programs. The success of this social media campaign is depend on the citizen’s characteristic, whether the citizens active in social media or not. Beside that the campign’s activeness and candidate’s popularity in social media isn’t always help the candidate to gain the highest votes, there are other factor that help the candidate to win the election, such as the party political machine.  This research recommends that each candidates should use variative campaign instruments, not only counting on the social media because it haven’t became massive yet in the local area. The campaign teams and each candidate pairs have to see the voters’ character before building the campaign strategy, so the  campaign will work properly.Keywords: campaign, candidate, social media, political message

Abstract

The implementation of the street vendors’ regulation policy in Johar Market, Semarang is a policy regulated by the government that is the Local Regulation No. 11 (2000) on regulating and fostering more street vendors carried out in depth. The understanding of the traders regarding the layout of the city is absolutely necessary. Thus, to solve the street vendors’ problems in Johar Market in Semarang is not only from the government, but also made up of the participation of the people in Semarang.This is a qualitative study with the main purpose to describe in depth the implementation of the street vendors’ regulation policy in Johar Market, Semarang. This uses deep interview, documentation and analysis of documents technique in collecting the data. The data analysis in this study includes data reduction, data presentation, and data verification stage or conclusion.It can be concluded that the implementation of the street vendors’ regulation policy in Johar Market, Semarang has run optimally in the implementation. Department of the Municipal Market Semarang and Semarang municipal police and its related agencies have been monitoring and regulating the street vendors in Johar Market, Semarang properly and according to the procedure. The socialization of the implementation of the street vendors’ regulation policy in Johar Market, Semarang has been submitted through the coordination meeting by the related government institutions to the people, especially for the street vendors in Johar market, Semarang.Nevertheless, there are still some deficiencies such as; the quantity and quality of human resources that need to be improved; lack of resources methods (the work without Standard Operating Procedures is still a lot). The characteristics of the implementing organization, policy environment like social and economic, political, public support and cultural community provides an enormous influence on the success of the implementation of the street vendors’ regulation policy in Johar Market, Semarang. Keywords: implementation; regulation; street vendor
