Abstract

Cindi Amelia, Dr. Shinta Hadiyantina, S.H.,M.H., Amelia Ayu Paramitha,S.H.,M.H., Fakultas Hukum Universitas Brawijaya Email: cindy.amelia2696@gmail.com   ABSTRAK Penelitian ini membahas permasalahan mengenai penegakan sanksi administrasi terhadap penempatan material bangunan di Kabupaten Tulungagung. Penelitian ini dilakukan di Satuan Polisi Pamong Praja di Kabupaten Tulungagung. Hal yang melatar belakangi penelitian ini adalah karena di Tulungagung masih banyak yang meletakkan material di pinggir jalan sehingga dapat membahayakan pengguna jalan. Penelitian ini menggunakan metode yuridis empiris, sedangkan pendekatan yang digunakan yuridis sosisologis yang kemudian dihubungkan dengan suatu penafsiran gramatikal untuk menganalisis teori Negara Hukum, kewenangan, Pemerintah Daerah, dan  peraturan perundang-undangan. Hasil Penelitian menunjukkan bahwa penegakan sanksi administrasi terhadap penempatan material bangunan di Kabupaten Tulungagung ini belum efektiv dan belum maksimal karena kurangnya kesadaran masyarakat dan sosialisasi atau yang dilakukan Satuan Polisi Pamong Praja. Seharusnya pemerintah melakukan komunikasi persuasive yang dilakukan semua pihak terkait serta tindakan koersif dalam hal ini ditujukan agar tidak terjadi lagi penempatan material secara sembarangan di pinggir jalan Kata Kunci: Penegakan, Sanksi Administrasi, Material Bangunan Pemerintah Daerah   ABSTRACT This research discusses enforcement of administrative sanction over placement of building materials in Regency of Tulungagung, conducted in Civil Service Police Unit in the Regency of Tulungagung. Building materials placed along the side of the road could also harm other road users. This research was conducted based on empirical juridical method with socio-juridical approach, related to grammatical interpretation to analyse the theory of state of law, authority, Local Government, and legislations. The research result shows that the enforcement of the administrative sanction regarding the case mentioned is not effectively implemented since society has a little awareness of the issue, and the related information introduced to the society by the Civil Service Police Unit is still minimum. It is essential that the government hold persuasive communication involving all parties and that the government take coercive measure to resolve the issue over the placement of building materials along the roadside. Abstract

The current rapid development of digital technology has changed the educational landscape significantly. In this era of globalization, the role of teachers is becoming increasingly strategic in preparing future generations. Teacher quality is the key to ensuring the effectiveness and relevance of education amidst the dynamics of an ever-developing era. In line with this, education managers must provide a positive response by continuing to improve the quality of the education programs offered. This research aims to uncover teacher competency needs in the digital era, with a focus on the strategies needed to improve the quality of teacher education. The research method used is literature analysis and case studies. Data was collected from various relevant literature sources, as well as through case studies involving teachers who actively use digital technology in the learning process. The research results show that in the current digital era, teachers need to develop various competencies, such as the ability to use technology, interpersonal communication, and innovative learning strategies. Improving the quality of teacher education needs to be encouraged through the development of training programs that strengthen these competencies. The conclusion of this research is that to face the demands of the digital era, teachers need to have strong competencies, and the development of these competencies needs to be supported through appropriate strategies in teacher education programs.
