Abstract

Haryono No. 169 Malang email : thalitazhafira@gmail.com   Abstrak Adanya OJK timbul pro dan kontra yang ada di kalangan masyarakat perbankan maupun pelaku dunia usaha dan pakar hukum pada utamanya yang mempertanyakan konstitusionalitas Otoritas Jasa Keuangan (OJK) karena dalam pembentukannya OJK mempunyai landasan pembentuk Undang-Undang tersebut dalam konsideran mengingatnya hanya mengacu pada Undang-Undang tentang Bank Indonesia saja akan tetapi peralihan hak dan kewenangan yang dimilikinya tidak hanya mengatur dalam sektor perbankan akan tetapi juga mengatur dalam sektor perasuransian, sektor pasar modal, dana pensiun, lembaga pembiayaan dan lembaga jasa keuangan lalinya berdasarkan pasal 6 Undang-Undang Otoritas Jasa Keuangan. Sehingga ada yang berpendapat bahwa batasan wewenang macroprudential BI dan microprudential OJK dirasa belum begitu jelas, sehingga potensi terjadinya tumpang- tindih (overlapping) dan tarik menarik kewenangan antara keduanya sangat tinggi, sebagai contoh, di bidang sistem pembayaran, sesuai dengan UU Bank Indonesia, pengaturan, pengawasan, dan perizinan sepenuhnya menjadi kewenangan Bank Indonesia dalam pelaksanaannya. Berdasarkan penelitian, perlu adanya undang-undang khusus yang mengatur tentang batasan kewenangan BI dan OJK agar menunjang efektivitas pelaksanaan tugas dan wewenang kedua Lembaga tersebut. Kata kunci : pengawasan, perizinan, batasan kewenangan, efektivitas   AbstractPros and cons of Financial Services Authority (hereinafter OJK) are growing among banking people, business actors, and legal experts questioning the constitutionality of OJK since the establishment of OJK is based on the basis whose consideration only refers to Law concerning Bank Indonesia. Right transfer and authority involved do not only cover banking sector, but they also involve sectors like insurance, capital market, pension fund, lending companies, and other financial services agencies according to Article 6 of Law concerning Financial Service Authority. Due to this issue, some believe that the scope of authority of macroprudential of Bank Indonesia and microprudential of OJK is murky, and overlapping and dispute over gaining the authority caused are too high between the two. For example, in terms of payment system, according to Law of Bank Indonesia, management, control, and permit issuance all come to the authority of Bank Indonesia in terms of implementation. There should be a new special law made to regulate the scope of authority held by Bank Indonesia and OJK to support the effectiveness of task and authority enforcement of the two bodies.Keywords: control, permit, scope of authority, effectiveness

Abstract

The mosque is the center of religious and social activities of the community. Its construction requires careful technical planning. This will ensure that the building is safe, efficient, and in accordance with Standar Nasional Indonesia (SNI). The purpose of this community service activity is to provide technical assistance during the process of preparing the Detail Engineering Design (DED) of the Assafi Qolbu Mosque building located in Mranggen District, Demak Regency. Using an expert-driven design approach, the assistance was carried out by a team of Civil Engineering lecturers at Semarang University. Site surveys, needs analysis, technical working drawings, and selection of structural materials according to standards were all work carried out. The activity resulted in a one-story building structure technical document (DED) that included the planning of strip and footplate foundations, sloofs, columns, beams, floor slabs, and light reinforced roof structures. A well-designed DED ensures that the durability of the building is guaranteed to meet the aspects of structural safety and material efficiency. This activity not only creates design documents, but also increases partners' understanding of the importance of involving experts in the construction of mosques, especially their structures. It is expected that this assistance will serve as an implementative model for the construction of worship facilities based on Indonesian National Standards.
