Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh PAD per kapita, unconditional grant (DAU dan DBH) per kapita, belanja daerah per kapita tahun sebelumnya (t-1) terhadap belanja per kapita serta mengetahui kemungkinan terjadinya fenomena flypaper effect dan alasan akan hal tersebut pada pemerintahan daerah provinsi di Indonesia tahun 2011-2016 berdasarkan Indeks Kapasitas Fiskal (IKF) yaitu IKF tinggi, sedang, dan rendah. Estimasi dilakukan dengan regresi data panel yang menggunakan program eviews 9. Hasil penelitian ini menunjukkan bahwa pengaruh PAD per kapita, unconditional grant (DAU dan DBH) per kapita, belanja daerah per kapita tahun sebelumnya (t-1) terhadap belanja per kapita pada daerah setiap kategori IKF berpengaruh signifikan dan positif terhadap belanja daerah per kapita. Fenomena flypaper effect ditemukan pada daerah IKF sedang dan rendah, sedangkan IKF tinggi tidak ditemukan fenomena tersebut.Kata kunci: Desentralisasi Fiskal, flypaper effect, Indeks Kapasitas Fiskal (IKF), Pendapatan Asli Daerah (PAD), unconditional (DAU dan DBH), belanja daerah

Abstract

The purpose of this research is to investigate the data related to teacher’s perception on the use of online assessment for assessing reading comprehension in higher education. In this study, the researcher used Qualitative Approach, which is thematic analysis is the foundation method of qualitative research. To identify the teacher perception on the use online assessment to assess reading comprehension, researcher will used interview to collect the data. The participants in this study were intensive reading lecturers of English language education program in Yogyakarta. The results of this study indicate that reading comprehension assessment using the online platform as a tool can assist teachers in assessing student work. In addition, by not giving restrictions to students in working on the task of making answers to their assignments beyond the teacher's expectations.
