Abstract

This study aims to analyze how ICT can change the mechanism of public service innovation and see the success indicators, with an empirical study on the Among Warga application in Batu City. Basically, ICT is a technology that can help reduce government performance, thus making a demand for the dynamics of public service delivery at the regional level. The method used in this research is a qualitative paragraph with a descriptive model in which the researcher looks for key informants or data sources based on facts in the field, and is supported by literature studies.. Referring to the results of the data that have been processed, the researchers found research results that show that the Among Warga application is an online-based complaint service facility which is shown for the people of Batu City in submitting public complaints such as infrastructure damage, fallen trees and natural disasters. However, the Among Warga application's journey has stopped for only one year since it was created in 2017. Meanwhile, the Batu City government is not ready to take advantage of ICT, this is due to the absence of innovative organizational capacity and transformational leadership. Therefore, in this study the authors would like to provide advice to government organizations in building ICT-based innovation concepts, the government is not a single actor, but requires cooperation with the private sector and participation from the community as an indicator..

Abstract

Penelitian ini memiliki tujuan untuk dapat menganalisis dan memahami yang berkaitan dengan perencanaan pembangunan secara umum dan spesifiknya mengenai perencanaan pembangunan infrastruktur yang berkelanjutan dengan memakai metode Literature Review yaitu membaca dan menganilisis kembali pokok-pokok pikiran yang penting dan relevan dengan fokus penelitian untuk dapat menambah gagasan serta pandangan dan pendapat para peneliti terdahulu tentang topik yang dijadika fokus penelitian. Selain itu, penulis dapat membandingkan di setiap penelitian sehingga terlihat apa saja kekurangan dan kelebihan yang terdapat di berbagai penelitian terdahulu lalu bisa diperbaiki di penelitian selanjutnya. Dalam melakukan review artikel harus dapat memperhatikan beberapa poin penting seperti mencari jurnal yang memiliki relevansi dengan topik utama yang akan di angkat, membaca secara keseluruhan jurnal tersebut dan mengambil pokok pikiran maupun gagasan utama yang ada, lalu menuliskan kembali menggunakan bahasa sendiri ide-ide pokok relevan yang didapat dari setiap jurnal tersebut. Dengan begitu bisa dipahami bahwa review jurnal memiliki arti untuk mengumpulkan ide-ide maupun gagasan mengenai topik utama yang diangkat dan menuliskannya kembali secara terstruktur dengan menggunakan bahasa sendiri. Dalam penelitian ini diketahui bahwa dalam melakukan perencanaan pembangunan infrastruktur yang berkelanjutan baik di bidang transportasi maupun pengembangan sumber daya alam harus dapat memiliki dampak positif bagi lingkungan dan juga masyarakat itu sendiri, karena tentu jika mentargetkan ke arah yang berkelanjutan maka harus dapat mempertimbangkan jangka pendek, menengah, maupun panjang dari perencanaan pembangunan tersebut.

Abstract

The rice import plan to be carried out by the Indonesian government is a very interesting issue to discuss considering that Indonesia is known as an agricultural country. Based on data shown by BPS in 2017, around 29.76% of Indonesia's population works as farmers. This means that when rice import activities are carried out, the welfare of 31.68 million people (farmers) will experience a decline. This study aims to analyze the Indonesian government's plan to import 1 million tonnes of rice, from the perspective of the community that is broadcast on the data and analysis on social media. Meanwhile, data and social media analysis can be seen on (Twitter) obtained through Drone Emprit in the period 13-19 March 2021. The results found based on the data displayed by Drone Emprit show that the issue or plan to import 1 million tons of rice is an inviting policy. many pros and cons in society. The policy for rice imports is strongly rejected by the majority of Twitter people because farmers will enter the main harvest, which is when rice imports continue, what happens is a decrease in the selling price of rice from farmers. And as a result, the farmers will experience a lot of losses.
