Abstract

Volunteer group is one of the associations of community's political articulation in the electoral moment. By campaigning independence, non-partisan in nature, and moving in a collective way are proven able to make the volunteer group as an alternative actor and significant political force in mobilizing support and voice. Volunteer group Teman Ahok (Friends of Ahok) is a movement that openly declared itself as the political volunteer with political aims as an additional element in the winning of candidate pair Basuki Tjahaya Purnama (BTP) and Djarot Saiful Hidayat in the 2017 Jakarta gubernatorial election.  The appearance of Teman Ahok in the political arena of the 2017 Jakarta gubernatorial election is related to the BTP's populism figure. Quick changes in political escalation force Teman Ahok to change its position and political role. That fluctuation brings an important dynamic to the Teman Ahok journey. It is interesting to observe Teman Ahok activity in compile community participant and then aggregate it since it causes a public perception that is diametrically opposed at a time; supporting & not supporting. This writing will analyze the expression of Teman Ahok political voluntarism and will assess the significant benefit resulted in during the process of electoral democracy.

Abstract

Water resources management is a socio-political issue where various interests influence the policy on the protection and utilization of water resources. This research wants to know the government's policies and efforts in protecting water resources amid the rapid industrialization of tourism, along with conflicts due to the use of water resources from a political ecology perspective. This study uses descriptive qualitative research, data collection methods through depth interviews, observation, and documentation. This study shows that the efforts of the Batu City Government in realizing the protection of water resources are not proportional to the acceleration of the conversion of forest and agricultural land functions to support the sustainability of water resources due to the rapid growth of the tourism industry. It can be seen from the inconsistency of policy products, the imbalance in the amount of the budget between the commercialization of land (tourism), and the lack of efforts to conserve springs. As a result, there was resistance from the community in the struggle for access to water resources. Therefore, it is necessary to affirm the boundaries of the utilization of water resources supporting areas, transparency of the sustainability of water resources, and disclosure of information to the public regarding the process of tourism development plans undertaken by investors to facilitate supervision by the public.

Abstract

Artikel ilmiah ini membahas tentang Peran DPRD Kota Manado Dalam Menjalankan Tugas dan Fungsinya ditengah Pandemi. Tujuan dari penelitian ini adalah untuk mengetahui apakah DPRD Kota Manado menerapkan tugas dan wewenang dalam pelaksanaan fungsi legislasi, fungsi anggaran, dan fungsi pengawasan dalam membahas dan menyetujui perubahan RAPBD kota manado 2021 secara efektif dan efisien. Metode yang digunakan dalam artikel ini adalah metode deskriptif yang penulis dapatkan melalui kegiatan magang selama 2 bulan. Keberadaan DPRD Kota Manado sebagai lembaga pemerintah yang memiliki kewajiban untuk mewujudkan kesejahteraan daerah. DPRD Kota Manado sebagai garda terdepan dalam menyuarakan aspirasi masyarakat tentunya harus membawa nilai-nilai tersebut dalam menjalankan tugas dan fungsinya, mengingat bahwa kondisi sosial masyarakat yang terdampak covid -19 serta banyaknya pengaduan masyarakat tentang ketidakberesan dalam penanganan covid-19 di kota manado. Hal itu disebabkan tugas dan fungsi DPRD yang tidak sesuai yang diharapkan. Oleh karena itu DPRD sebagai pemegang kekusaan Legislatif tertinggi di daerah-daerah seharusmya menjalankan tugas dan fungsinya dengan sebai-baiknya sesuai dengan Undang-Undang yang diatur dalam Pasal No. 32 Tahun 2004.

Abstract

This study aims to determine the empowerment process in the KRPL program conducted by the Malang Agriculture Service-KP Office at Cemara Hijau KWT Karangbesuki Village. This program is the government's effort to maintain the existence of agriculture and food security from decreasing urban agricultural land through the empowerment of domestic women's groups. This type of research is descriptive qualitative, using Wilson's empowerment process which includes the process of awakening, understanding, harnessing, and using. Data collection techniques are observation, interviews, and documentation. The results of the empowerment research on the vegetable cultivation activity KRPL program, KWT CHF can produce food contributions with a harvest weight of 25-40 kg. Within one month KWT CHF earns an income of around Rp. 1,000,000 to Rp. 2,500,000 from the sale of harvested vegetables. The income is used to pay salaries of Rp. 5,000 per day to active CHF KWT members. Active members earn income around Rp. 250,000 to Rp. 350,000 per month. The research concludes that KWT CHF has been empowered and can be said to be successful. This success was seen from the additional income obtained by KWT CHF from the KRPL program activities in Karangbesuki Village.Keywords: Empowering Women Farmers Group, revenue additions, KRPL Program

Abstract

This article highlights the importance of a dialogic relationship between government and society in the effort to build more participatory service system innovations. The idea of dialogic innovation itself arises as a logical consequence of the open government system, which replaces outdated service practices. This new idea emphasizes accountability, transparency and participation from the community as the spirit of the public service system. Thus, public service innovation is produced by absorbing bottom-up innovation. This research uses a qualitative approach with a case study model. Data collected through observation, depth interviews and documentation. The results of this study indicate that the Malang Online Service System (SINGO) implemented in the village of Sawojajar, Malang is evidence of the success of dialogic innovation between the community and the government. The android application-based public service system was conceived and created by the Sawojajar community itself, supported by the local government. SINGO’s innovations have succeeded in becoming champions and pioneers for other villages. This shows that dialogical and participatory public services have succeeded in changing the old pathological bureaucratic paradigm into emancipation. Artikel ini menyoroti pentingnya relasi dialogis antara pemerintah dengan masyarakat dalam upaya membangun inovasi sistem layanan yang lebih partisipatif. Gagasan inovasi dialogis sendiri muncul sebagai konsekuensi logis dari sistem open government, yang menggantikan praktik pelayanan yang telah usang. Ide baru ini menitikberatkan pada akuntabilitas, transparansi serta partisipasi dari masyarakat sebagai ruh dari sistem pelayanan publik. Sehingga, inovasi pelayanan publik dihasilkan dengan cara menyerap aspirasi dari bawah (bottom-up innovation). Penelitian ini menggunakan pendekatan kualitatif dengan model studi kasus. Data dikumpulkan melalui observasi, depth interview dan dokumentasi. Hasil penelitian ini menunjukan bahwa Sistem Pelayanan Malang Online (SINGO) yang diterapkan di kelurahan Sawojajar, Malang merupakan bukti dari keberhasilan inovasi dialogis antara masyarakat dengan pemerintah. Sistem pelayanan publik berbasis aplikasi android digagas dan diciptakan oleh masyarakat Sawojajar sendiri, didukung oleh pemerintah setempat. Inovasi SINGO sendiri berhasil menjadi juara sekaligus pionir bagi kelurahan lainnya. Hal ini menunjukkan bahwa pelayanan publik yang dialogis dan partisipatif berhasil mengubah paradigma birokrasi lama yang patologis menjadi emansipatif.

Abstract

Recently, Batik Tulis Lasem had several problems with a product, starting from input until the market process. Also, there is the problem of capital and technological capabilities from Batik Tulis Lasem industry, poverty, and social inequality of the craftsman. This article aims to examine the role of local government in improving creative industries, especially Batik Tulis Lasem. Further, this article was conducted by qualitative descriptive approach, particularly using the case study. In addition, the researchers collected data from semi-structured interviews with official local government and Batik Tulis Lasem entrepreneurs in the period covered 2018-2019. The results showed that local government has an important role in improving creative industries, firstly as a regulator, secondly as a facilitator, and thirdly to ensure the existence of Batik Tulis Lasem through empowerment. The problems in Batik Tulis Lasem are the regeneration of entrepreneurs, including batik craftsman, the lack of empowerment by local government, and the lack of information technology knowledge among the majority of Batik entrepreneurs. As an implication, the government should increase empowerment for the Batik Tulis Lasem industry through the regeneration program of batik craftsman and increase capacity for digital marketing.

Abstract

The implementation of the Joint Business Group (KUBE) program in the Batu City Batu District began in 2015 and is still ongoing today. Until now, there are around 21 active KUBE groups in this sub-district and 21 inactive KUBE groups (the most in Kota Batu). This research then aims to evaluate the KUBE program in the sub-district of Batu, Batu City. This research uses a qualitative model with a descriptive type. Data collection techniques through observation, interviews, and documentation. The subjects were interviewed by the Batu City Social Service, KUBE assistants, and KUBE administrators in Batu District. The results of this study indicate that the KUBE program has not been running according to what is targeted by the Batu City Social Service. The effectiveness criteria are still not fulfilled because KUBE members are not actively producing. Likewise, with the efficiency criteria, KUBE members are still confused in managing funds, and the products that are sold sometimes do not run out. The criteria for the adequacy of the results obtained are not sufficient for daily needs. The criteria for equitable distribution of benefits have been felt, but not for the results. The responsiveness criterion is still lack of mentoring and monitoring and evaluation from the mentor. The criteria for the accuracy of the aid distribution process are good and precise, but not many KUBE has carried out independent graduations.Keywords: batu city, joint business group (KUBE), policy evaluation, welfare

Abstract

Tulisan ini secara spesifik melihat implikasi serius dari rendahnya Party-ID terhadap masivnya praktek politik uang di Indonesia. Prosesi demokrasi elektoral di Indonesia bekerja dengan logika padat modal sehingga kekuatan finansial menjadi salah satu faktor determinan dalam kemenangan kandidat politik. Hal ini beririsan secara bersamaan dengan terjadinya proses deideologisasi yang berlangsung secara masif ditubuh partai politik dan pemilih sehingga tingkatan Party-ID menjadi lemah. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi literatur. Data utama yang digunakan berasal dari jurnal, buku, maupun internet. Penelitian ini menunjukan bahwa gagalnya fungsi representasi politik (artikulasi dan agregasi kepentingan) yang ditampilkan partai politik membuat ikatan kedekatan ideologis (Party-ID) dengan masyarakat menjadi begitu rapuh. Hilangnya kohesi ideologis tersebut turut andil menguatkan tipologi floating mass yang seringkali harus diikat kembali melalui pendekatan politik uang ketika momen elektoral hadir (Pemilu dan Pilkada). Memperkuat fungsi intermediasi Partai Politik melalui reformasi kelembagaan dan kerja-kerja politik ideologis adalah salah satu solusi strategis memutus mata rantai politik uang di Indonesia.
