Abstract

The issue of the food crisis sticking out long before the Covid-19 pandemic occurred since 2008 and has become a hot topic discussed by regional and global institutions. The recommendation to maximize the private or corporate sector with the support of global scale financialization to move investment in the field of food production is one of the "goals" of the recommendation to create a large-scale food warehouse called a "food estate". This paper aims to analyze the assumptions of the Food Estate Program in Papua. Discussing the assumption that the assumptions of the offices tend to be late so that the importance level is low, there should be an effort to analyze it before there is a decision making, even if the MIFEE program from the central government. The assumption that the community feels disadvantaged by the existence of the MIFEE program, that the loss of forests due to deforestation and the loss of a foraging culture due to ethnocide has led to the disadvantaged community to give the MIFEE proposal a review. The presence of DPRD and NGOs is weak and only able to slow down the program, not until it is canceled. The government as the upper-right quadrant actor has clear strengths and important assumptions, because it is supported by economic and political plans and is oriented towards economic growth. The conclusion is that the assumption of the offices tends to be late even though the MIFEE program from the central government, the assumption of the people who feel disadvantaged by the existence of the MIFEE program, is that the presence of DPRD and NGOs is weak and it slows down the running of the program. The government as an actor in the right-hand quadrant has clear strengths and important assumptions.

Abstract

The presence of online transportation has a positive and negative impact on the cycle of socio-economic balance in Indonesian society. In the case of West Java, conventional transportation assesses the presence of online transportation as a threat to their economic income. On the other hand, local governments pay attention to the socio-economic impacts caused by reviewing the available regulatory void. This paper aims to analyze the policy of prohibiting online motorcycle taxis from operating in Central Java through the method of problem formulation and argumentation mapping commonly used in public policy studie as well as how to describe the future, offer policy alternative and policy recommendation regarding the fate of online transportation driver due to the prohibition of operating online transportation in West Java. Data obtained through literature study and documentation studies such as electronic and printed news. The results of this paper found that these problems arose as a consequence of technological developments that were not "legible" by regulations. This paper proposes policy recommendations through the formation of regulations at the regional level.

Abstract

AbstrakPenelitian ini berfokus mengkaji peran etnistas situasional terhadap identitas politik pada pemilihan kepala daerah di Kabupaten Simalungun di tahun 2020 lalu. Adapun yang menjadi latar belakang dalam penulisan ini  peran etnisitas yang mengalami penguatan dalam proses politik identitas di kancah pemilihan kepala daerah. Konstalasi Politik yang terjadi di Kabupaten Simalungun didasari oleh emosi structural. Pemilih memilih kandidat berdasarkan  suku, agama dan ras. Keadaan ini dibuktikan dengan fakta kepala daerah di Kabupaten Simalungun selalu dijabat oleh suku Simalungun yang agama dan ras nya juga dominan selama pemilihan kepala daerah sejak tahun 2005.

Abstract

Controversy over the construction of the New Yogyakarta International Airport (NYIA) has occurred since the airport development plan was declared. Because of the overcapacity of passenger and cargo flight activities at Yogyakarta's Adi Sucipto Airport, the government thinks it necessary to build an international standard airport. However, the community and Wahana Tri-Tunggal rejects it because of the NYIA development project, which was projected to take up 637 hectares of land and was feared, would "evict" around 11,000 people. The purpose of this paper is to analyze the land acquisition controversy in the NYIA development plan. The results show that, firstly, there is no consistency with the Regional Regulation of Kulon Progo Regency Number 1 of 2012 relating to Regional Spatial Plans with the NYIA Policy, where Temon District according to Article 7 paragraph 2 is an urban system service center that mainly focuses on agriculture, plantations, and agropolitan and Temon urban area. Tsunami Evacuation which means a protected land area was built by NIYA. Second, the inconsistency of the Minister of Environment Number 5 of 2012 with the NYIA Policy where the development EIA was made after the issuance of the Permit, but land acquisition had occurred before. Third, the deviation from the land productivity-based slogan "Bela Beli Kulon Progo" causes freedom for modern shops to compete with traditional markets. The conclusion is the government, which originally showed its alignment with the agricultural sector through several policies, actually violated existing policies through the NYIA development project and it caused controversy.

Abstract

Currently, Indonesia's institutional structure is overweight with 34 ministries, 28 non-ministerial government institutions, and around 69 non-structural institutions with overlapping authority, indicating the complexity of government fragmentation in Indonesia. Globalization will intervene more in the field of government institutional restructuring when Indonesia's institutional situation is too hierarchical, fragmented, and over-procedural. This paper aims to discuss the importance of ASN management and how the government steps to actualize public values in ASN reform. This research uses a qualitative approach, which describes the efforts to reform ASN management in the face of globalization. The data collection technique used in this research is a literature study by collecting materials from books, journals, by describing the data through several experts' opinions. This paper proposes a recommendation that institutional downsizing is a logical consequence of the fragmented condition of Indonesian government institutions, the president should dare to reorganize the power structure in order to save the cost of governance. The quality of ASN in the face of globalization should be strengthened by recruiting younger employees who understand the dynamics of technological development, and educating ASN personnel by conducting special trainings in responding to globalization as a challenge that must be faced.

Abstract

Currently, the government is faced with high demands to provide information disclosure to the public. In addition, the community's need for public services is also increasing. This condition is a fact for city or regency governments in Indonesia, including Bantul Regency. Through this research, researchers intend to analyze the bantulkab.go.id website media from the perspective of service effectiveness and usage. This research uses descriptive qualitative methods with data obtained from primary and secondary sources. The result of the research is that the effectiveness of services between the government and the community has not run optimally, especially due to communication. This is evidenced by the uncertainty of the District Government in responding to public complaints that enter through the website. Furthermore, from the aspect of website usage, over time the number of users has decreased. The implication of this research is that the Bantul Regency Government needs to increase responsiveness and responsibility for reports from the community. In addition, the government needs to improve the quality of the website and the features/facilities on the website.

Abstract

This article aims to find out how the Implementation and Obstacles are in Medan Mayor Regulation Number 10 of 2021 Concerning Public Peace and Order at Street Vendors using George Edward III's theory with the variables Communication, Resources, Disposition, and Bureaucratic Structure. The method used in this study is a descriptive qualitative research method using observation, interview and documentation data collection techniques. From the results of the study it can be concluded using variables in Policy Implementation according to George Edward III namely, Communication has been carried out quite well by the PD Pasar by giving warnings in the form of letters but not getting a response from the PKL and still selling on the roadside, Resources that there are still inadequate ones such as a lack of budgetary funds for policing and a lack of land for parking causing traffic jams. The disposition in this study is maximal enough to give a warning letter in the form of an SP to all who violate the regulations but traders still violate it for economic reasons, bureaucratic structure can be said to be quite good because the officers carry out their duties according to the applicable SOP. The obstacle is that there is still a lack of awareness from traders of the existence of rules that should not be violated, but traders still insist on opening stalls on the shoulder of the road and do not accept it when disciplined by officers, but traders who have been disciplined continue to violate existing regulations by never being afraid if someday there will be more control by the existing officers.

Abstract

The Self-Help Housing Stimulant Assistance Program (BSPS) is a government initiative aimed at Low-Income Communities (MBR) facing purchasing power limitations, providing support to acquire adequate housing. This research delves into the implementation of the BSPS program conducted by the Housing and Settlement Area Service (PKP Service) in Sipituhuta Village, Pollung District, Humbang Hasundutan Regency. The study aims to identify inhibiting factors in the program's implementation. Employing the Implementation Theory by Van Meter and Varn Horn, incorporating six indicators – policy standards and objectives, resources, implementing organization characteristics, inter-organizational communication, executors' attitudes, and the socio-economic and political environment. The research follows a Descriptive method with a Qualitative approach, gathering data through observation, interviews, and documentation. Findings reveal that the BSPS Program in Sipituhuta Village is well-implemented, yet two indicators are inadequately realized, namely limited financial resources and discrepancies between the provided data and field situations. These issues hinder location transfers and cause misunderstandings between the community and the village government regarding beneficiary data.

Abstract

Hutan Mangrove Langsa adalah sebuah taman nasional yang terletak di kota Kuala Langsa, yang berada di kawasan lindung. Hutan Mangrove Langsa memiliki luas sekitar 8.000 hektare dan merupakan salah satu hutan mangrove terbesar di Asia Tenggara. Secara ekonomi, ekosistem mangrove berfungsi sebagai sumber mata pencaharian, bahan bangunan, pewarna, dan makanan. Saat ini salah satu bentuk kegiatan masyarakat (Kelompok Kuala Maju) dalam memanfaatkan hutan mengrove secara berkelanjutan yakni memanfaatkan mangrove menjadi olahan makanan seperti kerupuk, Sirup, Dodol dan Selai. Namun, setelah produk makanan dengan bahan dasar buah mangrove ini dibuat, terdapat permasalahan yang dihadapi oleh kelompok tersebut khususnya produk makanan yang dibuat belum memiliki HaKI (Hak Kekayaan Intelektual), rendahnya pengetahuan Sumber Daya Manusia (SDM) dalam Design dan Packaging produk yang lebih baik, serta rendahnya pengetahuan SDM dalam memasarkan produk secara lebih luas. Tujuan dilakukan kegiatan pengabdian masyarakat ini adalah melakukan pendampingan Kelompok Kuala Maju dalam mengembangkan usaha makan dengan berbahan dasar buah mangrove agar dapat meningkatkan pendapatan masyarakat melalui peningkatan produksi dan pangsa pasar dengan tetap mempertahankan konservasi kawasan hutan mengrove. Metode pelaksanaan pengabdian ini yaitu melakukan sosialisasi dan pendampingan serta pendampingan dalam pembuatan HaKI, Desain dan Packaing, dan media pemasaran. Hasil dari pengabdian ini diharapkan bermanfaat bagi pembangunan ekonomi lokal, Peningkatkan Pendapaatan Asli Desa, bertambahnya pengetahuan SDM, dan memberi harapan baru masyarakat untuk mendiri, kreatif serta inovatif dalam memenuhi kebutuhan hidupnya.

Abstract

Narcotics abuse in Indonesia is a serious problem that threatens the younger generation and social stability. North Sumatra is one of the provinces with the highest rate of narcotics abuse, with Belawan Bahagia Village as one of the vulnerable areas. This study aims to evaluate the performance of the North Sumatra Provincial National Narcotics Agency (BNNP) in efforts to eradicate narcotics in the region. The method used was qualitative descriptive with in-depth interview techniques with five key informants, including BNNP officers, police members, community leaders, and local residents. Data analysis was conducted using six policy evaluation indicators according to William N. Dunn: effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy. The results of the study show that although BNNP has experienced institutional strengthening, challenges in resource distribution, limited program reach, and low community participation are still the main obstacles. On the other hand, there are positive efforts through the involvement of local communities and cooperation with law enforcement officials. This study recommends collaborative strategies and improved community-based approaches to increase policy effectiveness in drug-prone areas such as Belawan Bahagia.
