Abstract

The purpose of this research is to determine the implementation of the district/city Worthy Development policy (KLA) in central Kalimantan province. The method used is qualitative descriptive. Data collection techniques using interviews, observations and documentation. The data analysis used is the interactive model of Miles & Huberman with data reduction, data presentation, and conclusion withdrawal. The results of this research show that the policy of district development/city worthy of children (KLA) has been implemented in central Kalimantan province, although not optimal because of the lack of effective communication done to the public. Another thing that hinders the policy of district/city development worthy of children is because of the limited budget resources so that the implementation of the policy of District/city development worthy of children in central Kalimantan province becomes hampered. The advice that can be conveyed is to the Women Empowerment Department, Child protection, population control and family planning (P3A-PPKB) with the Office of Population Control and family planning, women empowerment, protection District level children to conduct more active and sustainable communication to the public through the installation of banners, banners, and creative posters or through other advertising media to improve the Community's understanding and awareness So that the active role of the community in the process of implementing district/city worthy development policy can increase. Approach the private sector to allocate the budget of their Corporate Social Responsibility to support the implementation of the district/city proper development policy in Central Kalimantan province.

Abstract

Gender is an issue that is always interesting to cover. In its development, gender has always been related to female emancipation words, not only at the level of society at the macro level or at the inter-state level. A poor understanding of gender and sex makes this a refractive gender. The purpose of this study was to convey, explore and analyze gender stereotype in a rape culture that flourished in Indonesian society and made recommendations to the Government. In this case, through literature review, researchers used a qualitative approach to being able to express existing issues and get a deep picture of gender stereotypes issues in the growing rape culture in Community. Researchers voted to use a qualitative descriptive approach in this study. Then, the emphasis of the qualitative approach used is in terms of the phenomenological approach. Researchers have determined the informant needed in this study. In addition, researchers are trying to choose the informant who understands the problem even experiences sexual harassment and feels the impact of the stereotype of gender and rape culture that happened to him. The current phenomenon is difficult to change, but awareness of the importance of the battle of injustice must be fought. The government needs to examine legislation to suppress harassment and sexual violence that continue to increase annually. Then, the community and foundations of this existing victim mentoring need to be supported even need to expand the mentoring to the various areas in Indonesia, especially in the district/city.

Abstract

This study investigates waste management practices in small and medium enterprises (SMEs) in the food and beverage sector in Palangkaraya City. Interviews revealed low awareness and knowledge of waste regulations, as well as ineffective waste management practices. Major challenges include lack of knowledge, financial resources, and technology. The research highlights the need for intensive education, government support, and stakeholder collaboration to enhance sustainable waste management in SMEs.

Abstract

In the digital era, virtual teams have become the norm in global work environments. However, communication within these teams is often hindered by rigid organizational structures inherited from traditional office settings, especially in healthcare settings where the stakes of miscommunication are significantly higher. This narrative review explores how structural barriers and inadequate adaptation to digital communication platforms compromise interpersonal interaction and team performance. The study employs a comprehensive literature review approach, synthesizing evidence from empirical studies and theoretical models to analyze the challenges and propose strategic interventions. The results indicate that inflexible hierarchies, lack of informal communication spaces, and poor integration of collaborative technologies significantly disrupt information flow and trust-building in virtual teams. Additionally, undefined roles and insufficient digital infrastructure contribute to confusion and miscommunication. The discussion emphasizes the urgency of adopting flexible structures and policies that support real-time, inclusive, and culturally sensitive communication. The review concludes that organizations must implement adaptive work frameworks, invest in digital training, and promote leadership models that align with virtual team dynamics. Recommendations include integrating AI-enabled feedback systems, developing operational guidelines for communication platforms, and designing cross-cultural training programs. These strategies are critical to overcoming structural communication barriers and enhancing team synergy in remote and hybrid environments.

Abstract

This narrative review examines strategies, policies, and lessons learned in crisis management within public administration, focusing on institutional resilience, governance structures, communication, cyber resilience, and technology integration. The purpose of this review is to synthesize current evidence and identify the main factors influencing effective crisis responses. A systematic search of peer-reviewed literature was conducted using databases including Scopus, PubMed, and Google Scholar, employing keywords such as crisis management, public administration, emergency response, disaster management, resilience, and risk communication. Inclusion criteria emphasized studies addressing governance, policy, and institutional practices in crisis contexts, while irrelevant or non-peer-reviewed sources were excluded. Findings reveal that institutional resilience, supported by managerial capacity, emergency planning, and adaptive responses, is essential for sustaining services during crises. Governance structures that balance centralization and decentralization, coupled with strong coordination, are more effective than rigidly centralized or fragmented systems. Transparent communication fosters citizen trust, as demonstrated in Taiwan and Singapore, while communication failures, such as in Brazil, undermine compliance. Emerging evidence highlights the critical role of cyber resilience, with cyberattacks disrupting public services globally during COVID-19. The integration of advanced technologies, supported by administrative capacity, further enhances crisis responsiveness. However, disparities between developed and developing countries underscore the role of systemic inequalities in shaping outcomes. The review concludes that future policies should strengthen institutional capacity, promote participatory governance, and invest in digital resilience, while further research is needed on long-term and cross-context evaluations.
