Abstract

Tujuan penelitian ini untuk mengetahui Strategi Pemerintah Daerah Dalam Mempertahankan Sumber Daya Perikanan Tangkap di Sungai Rungan Kota Palangka Raya Kalimantan Tengah. Penelitian ini menggunakan pendekatan kualitatif. Data penelitian ini diperoleh dari hasil pengamatan langsung, wawancara, dan mengumpulkan dokumen-dokumen pendukung. Adapun informan dalam penelitian ini adalah Dinas Perikanan Kota Palangka Raya, Dinas Kelautan dan Lingkungan Hidup Provinsi Kalimantan Tengah, Nelayan dan Masyarakat sekitar sungai rungan. Hasil penelitian ini menunjukan bahwa strategi pemerintah daerah dalam mempertahankan sumber daya perikanan tangkap sudah cukup efektif dengan beberapa program yaitu penebaran benih ikan (restocking) disungai dan danau di kota palangka raya, pencegahan illegal fishing dengan pengaturan alat tangkap ikan, pembentukan Kelompok Masyarakat Pengawas (POKMASWAS) Ikan perairan Kota Palangka Raya, dan memberikan sanksi berupa pembinaan kepada masyarakat nelayan yang melakukan illegal fishing.danmengembangkan konservasi dan rehabilitasi kawasan perikanan di sungai dan danau di Kota Palangka Raya. Kondisi eksisting sungai saat ini sudah mengalami penurunan kualitas air yang banyak di akibatkan oleh limbah perkebunan, illegal fishing dengan racun, tuba dan alat setrum, pelaku tambang emas dan pasir illegal. Dari jumlah produksi perikanan tangkap di Kota Palangka Raya mengalami penurunan tiap tahunnya yang diakibatkan degradasi lingkungan disungai dan danau sedangkan tingkat konsumsi masyarakat terhadap ikan selalu naik tiap tahunnya

Abstract

This research aims to find out, describe and analyze the performance of Training Hall (BLK) in the city of Palangka Raya. The method used in this study is qualitative, research conducted liquid research descriptive where the Training Hall (BLK) of Palangka Raya City is chosen as the location of research. Data collection techniques used through interviews, observation, and documentation of the job seeker's Penjaringan process until the implementation of the training Hall ever. Based on the results of the research and performance discussion of Training Hall (BLK) in the city of Palangka Raya is still less maximum because of the lack of the infrastructure of coaches, equipment ever, the building is registered obsolete, the interest of people who are still lacking The vocational training Hall of Palangka Raya City, as well as the maintenance costs of the equipment ever so that the training hall is not maximal in its implementation. From the research, the advice that can be given is on the trust of local governments and the central government to provide cost assistance to the Trust Training center in the city Palangka Raya in order to be run optimally Where to give improvement of facilities and infrastructure and infrastructure of the trainer who is able to maximize the management of the training hall for the design and the results of quality human resources and produktive.

Abstract

Gender is an issue that is always interesting to cover. In its development, gender has always been related to female emancipation words, not only at the level of society at the macro level or at the inter-state level. A poor understanding of gender and sex makes this a refractive gender. The purpose of this study was to convey, explore and analyze gender stereotype in a rape culture that flourished in Indonesian society and made recommendations to the Government. In this case, through literature review, researchers used a qualitative approach to being able to express existing issues and get a deep picture of gender stereotypes issues in the growing rape culture in Community. Researchers voted to use a qualitative descriptive approach in this study. Then, the emphasis of the qualitative approach used is in terms of the phenomenological approach. Researchers have determined the informant needed in this study. In addition, researchers are trying to choose the informant who understands the problem even experiences sexual harassment and feels the impact of the stereotype of gender and rape culture that happened to him. The current phenomenon is difficult to change, but awareness of the importance of the battle of injustice must be fought. The government needs to examine legislation to suppress harassment and sexual violence that continue to increase annually. Then, the community and foundations of this existing victim mentoring need to be supported even need to expand the mentoring to the various areas in Indonesia, especially in the district/city.

Abstract

Kebergantungan Masyarakat Kelurahan Marang, Kelurahan Petuk Ketimpun dan Kelurahan  Petuk Bukit yang tinggal di sempadan Sungai Rungan yaitu terhadap ekologi sungai. Potensi yang ada di Sungai Rungan saat ini mengalami degradasi di tengah maraknya tambang illegal di tengah sungai sedangkan masyarakat kelurahan marang pencarian utamanya sebagian besar adalah nelayan. Kebergantungan dengan ekosistem sungai membuat aktivitas masyarakat kelurahan marang memiliki masalah perekonomian yang belum mandiri ditambah tingkat pembangunan yang masih rendah. Tujuan kegiatan ini adalah untuk berupaya dalam meningkatkan pendapatan ekonomi masyarakat lokal yang memanfaatkan potensi sumber daya alam yang ada di sekitarnya. Metode pelaksanaan kegiatan ini dari sosialisasi, pendampingan sampai dengan praktik. Pelaksanaan pengabdian masyarakat ini dilakukan selama 4 bulan dari Juli sampai November 2022. Peserta sosialisasi diikuti oleh Lurah, staff kelurahan, babinsa, babinkatibmas, karang taruna dan kelompok sasaran. Kelompok sasaran yaitu masyarakat kelurahan marang sebanyak 50 orang peserta dalam pendampingan yang terdiri dari masyarakat produktif yaitu kelompok nelayan dan peternak serta masyarakat belum produktif yaitu pokdarwis dan kelompok ibu rumah tangga. Sehingga total keseluruhan peserta sebanyak 67 orang. Hasil kegiatan ini adalah masyarakat Kelurahan Marang mandiri secara ekonomi tanpa hanya bergantung dengan ekosistem sungai. Kesimpulan dari kegiatan ini adalah pendampingan dalam peningkatan ekonomi masyarakat kelurahan marang sangat dibutuhkan dalam mewujudkan kemandirian ekonomi.The dependence of the people of the Marang sub-district, Petuk Ketimpun sub-district and Petuk Bukit sub-district who live on the Rungan river border are on river ecology. The potential in the Rungan river is experiencing degradation amidst the rise of illegal mining in the middle of the river. At the same time, the people of the Marang sub-district are mostly fishermen. Dependence on the river ecosystem makes the activities of the Marang sub-district community have economic problems that are not yet independent, plus a low level of development. This activity aims to try to increase the economic income of local communities that utilize the potential of natural resources around them. The method of implementing this activity is from outreach and mentoring to practice. The implementation of this community service was carried out for four months, from July to November 2022. The socialization participants were attended by the Lurah, sub-district staff, babies, babinkatibmas, youth organizations and target groups. The target group is the Marang sub-district community of 50 participants in the assistance, which consists of productive people, namely fishermen and breeder groups and not yet productive people, namely Pokdarwis and housewife groups. So the total number of participants was 67 people. This activity results in the Marang sub-district community being economically independent without only depending on the river ecosystem. The conclusion from this activity is that assistance in improving the economy of the Marang sub-district community is very much needed to realize economic independence.

Abstract

This research aims to investigate the actor relationship model in fulfilling the obligation to provide public and social facilities by developers to the Palangka Raya City government. In addition, this research designs collaboration between actors in the sustainable management of public and social facilities by the Palangka Raya City government. The focus of the problem is on the rapid development of new housing construction in Palangka Raya City which has caused residential growth in various areas. Housing construction carried out by developers must meet infrastructure, infrastructure and utilities as basic needs in a residential environment. However, many new housing developments still do not provide public and social facilities as expected. Meanwhile, it is the obligation of every developer to provide land and hand it over to the Palangka Raya City government. In overcoming this problem, this research refers to the concept of a multiple factor approach (Sudiadi, 2015; Syaifudin & Astrika, 2016). Data was collected through observation, interviews and documentation in 2 sub-districts and 16 sub-districts, and analyzed qualitatively. This study concludes that the lack of relationship between actors/stakeholders is caused by the absence of regulations or regional regulations issued by the Regional Government. It was also found that housing development exceeded needs and did not provide adequate public and social facilities.

Abstract

The city of Palangka Raya has 3 faces, namely the city face, the village face and the forest face. The rapid development of the Palangka Raya City area will certainly change every face. The basic idea of this study stems from anxiety in observing the existence of local wisdom which is starting to be eroded by developments over time. Sometimes local wisdom is considered old-fashioned and uninteresting, but this is different from the Dayak tribe, which still has a strong culture. So the urgency of this research problem is to examine the complexity of the development of urban areas which will certainly sacrifice many aspects of forests to become urban areas. Seeing that this problem is multi-faceted, researchers dissect it from the perspective of policy, planning and consistency of sustainable development based on local wisdom. This research aims to investigate the existence of local Dayak wisdom in urban policy and planning in Palangka Raya City. As well as analyzing the consistency of government responsibility for the development of Palangka Raya City. This research uses a design that adopts qualitative research methods. The research approach does not focus on government governance and its implementation, but attempts to find answers to the study through the theory used as an analytical tool, namely CIPP model policy evaluation. The research results show that the existence of local wisdom of the Dayak Tribe in urban area policy in Palangka Raya is quite significant, however, consistency in urban planning based on local wisdom of the Dayak Tribe in Palangka Raya is still going through various dynamics and maintaining it is a challenge

Abstract

The Individualized Curriculum or Individualized Education Program (IEP) is a learning approach designed to accommodate the unique needs of Children with Special Needs (CSN) within inclusive education systems. This study analyzed 24 peer-reviewed articles using the Systematic Literature Review (SLR) method with VOSviewer visualization to identify factors influencing IEP implementation in inclusive elementary schools, particularly within the Palangka Raya context. The review covered literature published between 2015 and 2024 and focused on the planning, execution, and evaluation of IEPs. Findings suggest that IEP success depends significantly on teacher competencies, supportive school policies, parental involvement, and access to adequate resources. While certain schools in Palangka Raya have initiated IEP practices, challenges remain in terms of structural, technical, and cultural barriers. VOSviewer-based visualizations highlight key focus areas in the literature such as "child," "special," and "elementary school," demonstrating an increased scholarly emphasis on inclusive practices. The study recommends enhancing teacher training, fostering cross-sector collaboration, and formulating locally tailored IEP guidelines.

Abstract

Dengue fever remains a pressing public health challenge in Indonesia, where rapid urbanization, climate variability, and limited vector control capacity exacerbate transmission risks. This study aims to evaluate the effectiveness of local government risk communication strategies through a mixed-methods comparative case study of three initiatives: Bandung’s CeWoli Jawara, Banjarmasin’s PSN 3M Plus, and Tabanan’s PMI model. Findings reveal that multichannel and participatory strategies particularly those integrating digital tools with community-based outreach strengthen message retention, build public trust, and improve behavioral compliance. Trusted messengers such as health cadres and peer educators enhance credibility, while feedback loops and message repetition sustain engagement. In contrast, top-down approaches with limited interactivity often reduce effectiveness. The novelty of this research lies in its systematic comparison of localized communication models, combining global frameworks such as WHO’s RCCE principles with Indonesia’s own communication traditions. The results highlight how culturally attuned, community-driven communication can bridge gaps in public health governance. For policymakers, the study recommends embedding participatory infrastructures, investing in trusted local communicators, and institutionalizing hybrid media ecosystems to ensure resilience against future vector-borne outbreaks.
