Abstract

This research is motivated by the complexity of service problems at the Department of Population and Civil Registration (Dindukcapil) of Banjarnegara Regency during the 2016-2020 period. The purpose of this research is to analyze the usefulness of the application "Durenmas" as an innovation in information technology-based public services in the digitalization era and to find out the strategies used to attract users to switch to online services. The research method used is qualitative by using a descriptive-qualitative approach to describe the analysis of service innovation indicators according to Rogers (1983) public service which includes (1) relative advantage, (2) compatibility / contextuality; (3) complexity; (4) observability; and (5) can be tried (triability) through observation data collection techniques, in-depth interviews and documentation. The results showed that almost all of the five indicators of public service innovation were fulfilled. The slogan "Dindukcapil Banjarnegara Ora Leren Serve the Community" becomes a strong foundation in optimally implementing service innovations as a form of optimal service innovation implementation so that great effort is needed through regular evaluation and appropriate maintenance.Keywords : Administration; Public Service Innovation; Durenmas

Abstract

Based on the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration of the Republic of Indonesia Number 13 of 2020 concerning Priorities for the Use of Village Funds in 2021, SDG's Desa contains 18 development visions that are adapted to the customary conditions of each village. In realizing this vision, one of the obstacles to be overcome is the lack of community participation. This is also experienced by the Karangpawitan Village in Karawang Regency.   The method used in this research is descriptive analysis method using a qualitative approach. The results showed that since the end of 2019, community participation began to grow and resulted in development programs such as the Waste Bank and BSF Maggot Farm Greenday. The program is supported by the active role of the Karangpawitan sub-district government to the maximum so that it has succeeded in massively increasing community participation while producing various benefits.

Abstract

Penelitian ini dilatarbelakangi oleh permasalahan umum yang sering terjadi di berbagai desa terkaitpemanfaatan lahan kosong serta partisipasi masyarakat. Rendahnya partisipasi masyarakat dapatberdampak terhadap kemajuan suatu pembangunan yang ada di suatu daerah termasuk hierarkipemerintahan terendah yakni desa. Atas inisiasi masyarakat yang tergabung dalam kelompok sadarwisata (Pokdarwis), secara bertahap merealisasikan pembangunan desa wisata dengan nuansa tanamanobat yang memberikan beragam manfaat. Metode yang digunakan dalam penelitian ini adalah metodeanalisis deskriptif dengan menggunakan pendekatan kualitatif untuk menganalisis implementasi prinsipCommunity Owned Government melalui implementasi konsep Community Based Tourism (CBT) padaobyek wisata “Pulas Garden”. Metode pengumpulan data yang digunakan melputi observasi,wawancara dan dokumentasi. Teknik analisis data melalui reduksi, analisis dan penyimpulan. Dapatdisimpulkan bahwa implementasi yang dilakukan berdampak pada sektor ekonomi, sosial, budaya danlingkungan. Walaupun manfaat yang dirasakan bukan hanya untuk masyarakat namun juga pemerintahdan pihak terkait, setidaknya perubahan yang dirasakan setelah mengimplementasikan konsep tersebutialah terpenuhinya kebutuhan dasar, kemasyarakatan, fasilitas publik dan ekonomi. Implementasiprinsip Community Owned Government telah selaras melalui perwujudan CBT di Desa Sipedang.
