Abstract

Reformasi lembaga kepolisian merupakan agenda yang penting untuk membangun masyarakat yang aman, tertib, dan damai. Paper ini bersifat preskriptif dalam pendekatannya dan menganalisis beberapa hal yang dapat mempengaruhi keberhasilan pembentukan lembaga kepolisian baru atau mereformasi lembaga yang sudah ada sebelumnya. Kami berupaya mengintroduksi IP4T-P di Kabupaten Madiun sebagai pilot program/project bagi penyelesaian kasus dan/atau sengketa tanah di Indonesia.   Kata Kunci: democratic policing, manajemen kolaborasi, sengketa tanah   Abstact Reform of police institutions is an important agenda for building a safe, orderly and peaceful society. This paper is prescriptive in its approach and analyzes several things that can influence the success of the formation of a new police institution or reform of existing institutions. We are trying to introduce IP4T-P in Madiun district as pilot program/project to resolve land cases and/or disputes in Indonesia. Abstract

This research aims to analyze the Policy Implementation of Conflict Mitigation in Poso Regency which adopted the Regulation of Central Sulawesi Province Governor No 2/2013 on the Implementation of Disaster This research used descriptive research type with qualitative approach. To analyze, the writer used Implementation Model of Van Metter and Van Horn (1975). The research finding was in order that Poso City became a safe, peaceful and tranquil city with Sintuwu Maroso as a slogan. Besides, the government also formed Sub District Integrated Team in order to mitigate the conflict such as the formation of Interreligious Harmony Forum (FKUB), National Reform Forum (FPK) and Society Early Alertness Forum (FKDM). However, the formation of sub district forum was not maximal yet because there were forums in sub districts which were not formed yet. The next problem was the recovery fund which was not on target yet. The government was not open yet either in giving any deep information related to the conflict mitigation. Nevertheless, the entire elements related to the conflict mitigation continued to make any effort as maximal as possible to reduce the available conflict intensity in Poso Regency. The conclusion of the research was that the policy implementation of conflict mitigation had not run maximally yet and the Regional Government did not own the permanent Regional Regulation related to the conflict mitigation.

Abstract

The society economic empowerment program in Kupang City aims to improve the economic structure and the giving of productive economic business capital which is in a small scale in accordance with the potential in the regency level, the target of which is the society who has the individual business in a small scale which has run. This research would like to describe and analyze the policy implementation on society economic empowerment fund utilization in the Kupang City Regional Development Planning Agency and the Society Empowerment Institution.The research method used in this research was descriptive research method with qualitative approach and spiral data analysis proposed by Creswell. The research result showed that the society economic empowerment program had not been able to empower the entire potentials which were available in society.

Abstract

After years of implementing a housing savings program called Taperum there is an inconclusive opinion that this program is deficient. This program, which was launched by the Central Government in 1993 and of which all civil servants were members, was compulsory. They paid a monthly fee that was automatically deducted from their salary. However, the fact showed that vast majority of them did not exploit this program. This study expects to empirically evaluate the factors behind the disappointment of this program to attract members for utilizing it until it was dissolved on March 24, 2018. Later, this program was repackaged into a new scheme under new management. Thus, this study additionally attempts to identify feasible recommendations for improving the viability of the new scheme. Such a program is unmistakably not the first to exist. There are even countries that have effectively managed it, like Singapore. Accordingly, to determine the possible approaches that Indonesia could adopt, comparative method is utilized. Moreover, this study analyzed the achievement factors of Singapore, and their chance of being embraced by Indonesia. Subsequently, it is hoped that this new scheme can be more utilized and valuable to its members.
