Abstract

This research was conducted to analyze the effect of perceived service quality (expected service) and perceived service quality on perceived service quality and to determine the effect of perceived service quality on the image of state universities. This research is classified as explanatory research by using a quantitative descriptive approach. Structural Equation Modeling (SEM) research design with PLS (Partial Least Square) approach. The sampling method used is the nonprobability sampling method (purposive sampling). The number of samples was determined using the Yamane formula (Riduan and Kuncoro, 2008) and obtained as many as 50 foreign students. This study uses primary data collected with an instrument in the form of a questionnaire with a Likert scale. The analysis shows that the expected service variable (X1) shows a negative influence (-0.555) and is significant (t 4.755> 1.96) on the perceived service quality variable (service quality / Y1). In addition, perceived service (X2) variable perceived service quality (service quality / Y1) showed a positive influence (0.822) and significant (t 12,592> 1.96), whereas perceived service quality (service quality / Y1) with variable state image / Y2) shows a negative influence (-0.309) and significant (t 2,080> 1.96). It can be concluded that the perceived service quality and image of a tertiary institution is strongly influenced by whether or not the quality of service expected (expected service), as well as the service, received (perceived service) by foreign students.

Abstract

This research aims to analyze the Policy Implementation of Conflict Mitigation in Poso Regency which adopted the Regulation of Central Sulawesi Province Governor No 2/2013 on the Implementation of Disaster This research used descriptive research type with qualitative approach. To analyze, the writer used Implementation Model of Van Metter and Van Horn (1975). The research finding was in order that Poso City became a safe, peaceful and tranquil city with Sintuwu Maroso as a slogan. Besides, the government also formed Sub District Integrated Team in order to mitigate the conflict such as the formation of Interreligious Harmony Forum (FKUB), National Reform Forum (FPK) and Society Early Alertness Forum (FKDM). However, the formation of sub district forum was not maximal yet because there were forums in sub districts which were not formed yet. The next problem was the recovery fund which was not on target yet. The government was not open yet either in giving any deep information related to the conflict mitigation. Nevertheless, the entire elements related to the conflict mitigation continued to make any effort as maximal as possible to reduce the available conflict intensity in Poso Regency. The conclusion of the research was that the policy implementation of conflict mitigation had not run maximally yet and the Regional Government did not own the permanent Regional Regulation related to the conflict mitigation.

Abstract

National Program for Community Empowerment (PNPM Mandiri MP) is a government program in accelerating the poverty reduction through community empowerment approach. According to Presidential Regulation No. 15/2010, the National policy strategy of poverty reduction is an attempt conducted by government to tackle poverty. The implementation of community empowerment through PNPM-Urban Mandiri programs involved all stakeholders and policy makers among government, community and others. This study aimed to describe and analyze the process of communication, resources, commitment and bureaucratic structure as well as supporting and hindering factors of PNPM-Urban Mandiri implementation. The research method used in this study was qualitative and it was taken in PNPM-Urban Mandiri Kota Malang , East Java Province. The data analysis used was interactive data analyzing models. The result of the study shows that the implementation of PNPM-Urban that the policy of poverty reduction conducted based on the Presidential Regulation No. 15/2010 has still not effectively implemented as well as found some obstacles and problems that caused the objectives has not achieved. They were influenced by communication, resources, commitment, and bureaucratic structures.

Abstract

Penerapan pendidikan berbasis keunggulan lokal dalam pendidikan formal, salah satunya adalah melalui pembukaan bidang keahlian pada jalur sekolah menengah kejuruan (SMK). Sekolah Menegah Kejuruan (SMK) berbasis keunggulan lokal merupakan salah satu cara untuk mengembangkan potensi daerah.Penelitian ini bertujuan untuk mengetahui efektifitas SMK berbasis keunggulan dengan menggunakan konsep Balanced Scorecard dan mengetahui faktor-faktor yang mempengaruhi pengembangan SMK berbasis keunggulan lokal. Selain itu, juga untuk merumuskan strategi dalam pengembangan SMK berbasis keunggulan lokal. Metode penelitian yang digunakan adalah penelitian campuran dengan prioritasnya adalah penelitian kualitatif. Hasil penelitian menunjukkan, dilihat dari konsep Balanced Scorecard, keberadaan kompetensi keahlian agribisnis dan agroteknologi di SMKN 1 Pujon belum sepenuhnya efektif. Selain itu, banyak faktor yang mempengaruhi pengembangan SMK berbasis keunggulan lokal, baik dari sisi internal maupun eksternal. Untuk itu, strategi yang dapat dikembangkan, yaitu memfasilitasi pembentukan unit produksi di setiap sekolah, membangun jaringan informasi sekolah yang bisa diakses oleh masyarakat dan penambahan kompetensi keahlian baru yang sesuai dengan potensi wilayah, nilai-nilai budaya dan kebijakan pembangunan di sektor tersebut.
