Abstract

Permasalahan sampah di Kota Bukittinggi semakin kompleks seiring pertumbuhan penduduk, aktivitas pariwisata, dan meningkatnya pola konsumsi masyarakat. Penelitian ini bertujuan untuk menganalisis peranan Dinas Lingkungan Hidup (DLH) Kota Bukittinggi dalam pengelolaan sampah organik, anorganik, dan Bahan Berbahaya dan Beracun (B3) berbasis masyarakat, serta mengidentifikasi kendala dan tingkat partisipasi masyarakat. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui observasi lapangan, dokumentasi, dan pemaparan materi oleh narasumber DLH dalam kegiatan Kuliah Kerja Lapangan (KKL). Hasil penelitian menunjukkan bahwa DLH Kota Bukittinggi telah melaksanakan berbagai program pengelolaan sampah, seperti bank sampah, komposting, budidaya maggot, dan edukasi lingkungan. Namun, implementasi program tersebut masih menghadapi kendala berupa keterbatasan sarana dan prasarana, ketergantungan pada Tempat Pemrosesan Akhir (TPA) regional, serta rendahnya kesadaran masyarakat dalam melakukan pemilahan sampah. Oleh karena itu, diperlukan penguatan kolaborasi antara pemerintah dan masyarakat melalui peningkatan partisipasi aktif, edukasi berkelanjutan, serta penegakan kebijakan yang lebih tegas untuk mewujudkan pengelolaan sampah yang berkelanjutan.

Abstract

The implementation of graphic design training at BPVP Padang still faces several problems, including a manual attendance system, institutional responsibility that has not yet extended to job placement, obstructed alumni monitoring, low labor absorption of alumni, and the suboptimal achievement of trainees’ employment targets. This study aimed to analyze the effectiveness of graphic design training implementation at BPVP Padang and to identify the supporting and inhibiting factors that influence it. This study used a descriptive qualitative approach. Data were collected through interviews and documentation by using primary and secondary data sources, and were then analyzed through the stages of data collection, data reduction, data presentation, and conclusion drawing. The results showed that the implementation of graphic design training at BPVP Padang had been fairly effective in terms of goal achievement, integration, and adaptation. In the aspect of goal achievement, the training had contributed to improving participants’ competence, although alumni data collection remained an obstacle in evaluating the program’s contribution to reducing unemployment. In the aspect of integration, the institution’s internal and external cooperation had been fairly effective, but the quality of communication between instructors and participants still needed to be improved. In the aspect of adaptation, the institution had been able to adjust to training needs through the availability of adequate facilities, infrastructure, and instructors, although the attendance system was still carried out manually. The supporting factors for training effectiveness included a curriculum aligned with SKKNI as well as high participant participation and focus, while the inhibiting factors included manual attendance, obstructed alumni monitoring, miscommunication, and budget limitations. The conclusion of this study emphasizes that the effectiveness of graphic design training at BPVP Padang needs to be strengthened through the digitalization of the attendance system, improvement of training communication, optimization of alumni monitoring, and strengthening of budget support so that the training program can contribute more effectively to improving participants’ competence and employability.

Abstract

Program Keluarga Harapan (PKH) is one of the government’s social assistance programs aimed at reducing poverty and improving the welfare of poor and vulnerable communities through assistance in education, health, and social welfare. However, the implementation of this program still faces problems related to the effectiveness of data collection and the accuracy of beneficiary targeting. This study aimed to analyze the implementation of PKH in Lubuk Begalung Subdistrict, Gurun Laweh Nan XX Urban Village, with a focus on the effectiveness of data collection and the accuracy of beneficiary targeting. This study used a qualitative method with a descriptive approach. Data were collected through interviews, observation, and documentation involving informants from the Social Affairs Office, PKH facilitators, urban village officials, and beneficiary communities. Data were analyzed through the stages of data reduction, data display, and conclusion drawing. The results showed that the implementation of PKH had administratively proceeded according to procedures, but substantively it was not yet optimal. The main problem lay in the weak validation and updating of beneficiary data, resulting in targeting inaccuracies, both in the form of inclusion error and exclusion error. In addition, the lack of field verification, data inconsistency among institutions, and limited public access to complaint mechanisms also hindered the effectiveness of the program. This condition resulted in some poor families still not receiving assistance, while some beneficiaries no longer met the criteria. This study emphasizes the importance of strengthening an accurate and sustainable data collection system, improving interinstitutional coordination, and optimizing the role of facilitators and community participation in data verification. The implications of this study indicate that the effectiveness of PKH implementation depends heavily on the quality of data governance and verification mechanisms so that the program is more accurately targeted and has a tangible impact on improving the welfare of poor communities.
