Abstract

The growth of industries that absorb numerous employees from outside Surabaya Metropolitan Area has led to a housing provision problem, particularly for migrant workers. The Ministry of Public Works and Public Housing and the local government have initiated construction of both rental and ownership of low-cost apartments One of some regulations regarding the low-cost apartments is focused on the building standard to ensure the occupants’ health and safety. This paper provides an assessment on the structural living conditions of selected low-cost apartment in Surabaya and the associated health and safety conditions of the inhabitants. The secondary data of housing backlog were provided from East-Java Provincial Body of Planning and Development, while the regulation and technical standard variables as the comparison parameters were obtained from literature review studies. The comparison parameters to investigate the low-cost apartment implementation were then validated by 6 purposive sampling respondents from management team and 30 random sampling respondents from occupants. These unconfirmed variables were then identified and analyzed using descriptive statistic. During the inspection, all fire extinguisher are non-operational, the access way is used for parking lot, the behaviour of the occupants is unsafe and lack of law enforcement for the indiscipline occupants. The results of this survey revealed that the infrastructure condition and the unsafe behaviour are risky to fire disaster.

Abstract

Perkembangan kota Surabaya yang meningkat memberi dampak pada sektor pembangunan dan mengakibatkan permintaan tempat tinggal yang semakin tinggi. Hadirnya apartemen atau hunian vertikal ini menjadi solusi untuk memenuhi kebutuhan tempat tinggal di tengah keterbatasan lahan, khususnya di area perkotaan seperti Surabaya. Apartemen Grand Shamaya adalah salah satu properti yang dibangun di Surabaya untuk mengakomodasi kebutuhan masyarakat akan tempat hunian yang nyaman, aman dan berlokasi strategis di Jl. Embong Sawo No.1, Surabaya 60271, Jawa Timur. Studi ini dilakukan untuk menganalisa kelayakan finansial apartemen Grand Shamaya Tower Aubrey. Analisa tersebut menggunakan 2 indikator kelayakan finansial, yaitu PP (Payback Period) NPV (Net Present V alue) dan IRR (International rate of Return) dengan asumsi masa investasi selama 20 tahun. Setelah dilakukan perhitungan analisa finansial, pembangunan Apartemen Grand Shamaya Tower Aubrey dikatakan layak dengan hasil Net Present Value (NPV) Rp 345.865.456.667, IRR sebesar 41,27% dan PP selama 3,05 tahun. Variabel paling sensitif pada analisa sensitivitas adalah penurunan harga unit.

Abstract

Risiko dapat didefinisikan sebagai suatu kemungkinan dari suatu kejadian yang dapat mempengaruhi suatu tujuan. Proyek konstruksi The Grandstand merupakan bagunan tingkat tinggi yang berpotensi menimbulkan kecelakaan kerja sehingga perlu dilakukan analisa risiko untuk mengantisipasi kemungkinan kecelakaan kerja. Penelitian ini menggunakan standar Risk Management Standard AS/NZ 4360:1999. Penelitian ini dilakukan identifikasi risiko dengan menyebarkan kuisioner survey pendahuluan dan survey utama. Setelah itu dilakukan penilaian risiko berdasarkan hasil penyebaran kuisioner pada survey utama, dengan perhitungan likehood dan severity yang kemudian didapatkan matriks analisis risiko sehingga dapat diketahui risiko kecelakaan kerja yang paling dominan. Kemudian risiko tersebut di analisis penyebab, dampak, dan kontrolnya menggunakan analisis metode bowtie. Hasil dari penelitian ini adalah mengetahui risiko kecelakaan kerja yang paling dominan yaitu alat berat excavator terjatuh pada hazard kondisi tanah becek/licin dan pekerja jatuh dari ketinggian pada hazard pengerjaan bekisting kolom. Setelah itu dilakukan analisis menggunakan metode bowtie sehingga diperoleh hasil bahwa penyebab dari risiko tersebut yaitu pekerja ceroboh atau tidak fokus, dampak dari risiko tersebut adalah alat berat(excavator) terperosok ke lubang dan pekerja terjatuh dari ketinggian yang bisa dimitigasi dengan dilakukannya pemakaian APD dan fall arrest system yang benar dan melakukan¬ kampanye pemakaian APD oleh pihak K3 untuk mencegah risiko kecelakaan kerja.

Abstract

The low-cost apartment implementation program is one of the reliable solutions to reduce housing needs in East Java Province. Eventhough there were many problems facing the low cost apartmen program implementation, private sector is still highly expected to contribute in this program. The objective of this research is to identify public private partnership benefits from stakeholder perception. The benefit variables to better understand the low-cost apartment implementation which obtained from literature review studies were then validated by 32 purposive sampling respondents from both government and private sectors. These variables were then identified and analyzed using statistical analysis. The results show that the benefit factors from both government and private sector perception are better risk allocation and accelarate infrastructure development

Abstract

The low-cost apartment development program is one of the reliable solutions to reduce housing backlog in East Java Province  due to land scarcity and high price of land. There are some supporting regulations concerning low-cost apartment management and implementation. But in some aspects, the regulation is not applicable.  The objectives of this research are to compare the low-cost apartment regulation and real implementation in Sidoarjo and to generate improvement strategies. The regulation and technical standard variables were obtained from literature review studies. The comparison parameters to better understand the low-cost apartment implementation were then observed to purposive sampling respondents from management team and 60 random sampling respondents from inhabitants. These unconformity variables were then identified and analyzed using descriptive statistic.  The result shows that some problems between regulation and real implementation are associated with rental price, inhabitant segmentation, maintenance program. Some strategies for the better implementation according to the inhabitant’s need and regulation are determine segmentation and limitation in rental period,  scheduling the operation and maintenance periodically and list it in the planned cash flow, consider to create spesific institution to operate the low-cost apartment in order to overcome the finance system constraint and adjust more proper rental price.

Abstract

The low-cost apartment development program is one of the reliable solutions to reduce housing backlog in Indonesia, especially in some major cities, due to land scarcity and high price of land. In order to accelarate the low-cost apartment, either ownership or rental apartment, it needs the private sector’s involvement. However, it requires suitable partnership scheme to attract the private sector and to deal with the land provision problem. The objective of this study is to propose partnership scheme alternative for low-cost apartment. Interview to nine government officers (ministry and local) and three person from private sector companies have been conducted to explore the possibilities of the proposed scheme.  The result shows that there two major groups of scheme alternatives, which are classified based on the land owner. The first group is the scheme, which government owns the land, while the second group is the scheme, which the land is owned by the private sector. The first group has three alternative schemes, while the second one has two alternative schemes.

Abstract

Proyek preservasi jalan dan jembatan Gempol–Pasuruan–Probolinggo merupakan salah satu proyek preservasi yang mengalami perlambatan pekerjaan dikarenakan adanya kegiatan mudik lebaran. Arus mudik lebaran menyebabkan bebe-rapa pekerjaan tidak dapat dilaksanakan sehingga menyebabkan pekerjaan preservasi jalan dan jembatan mengalami keterlam-batan. Selain itu, permasalahan dalam perizinan juga menyebab-kan proyek ini mengalami keterlambatan. Padahal, proyek ini terbatasi pada segi waktu penyelesaiannya karena jalan dan jembatan pada ruas tersebut berpengaruh terhadap kelancaran sektor perhubungan, baik pada mobilitas manusia maupun distri-busi barang. Oleh karena itu, perlu dilakukan percepatan penger-jaan proyek agar proyek dapat selesai tepat waktu. Penelitian ini bertujuan untuk mengoptimalisasi durasi dan biaya Proyek Preservasi Jalan dan Jembatan Gempol–Pasuruan–Probolinggo. Salah satu solusi yang dapat dilakukan untuk mempercepat pengerjaan proyek serta memeroleh penambahan biaya yang paling optimal adalah dengan optimalisasi jadwal baik dengan menggunakan metode Time Cost Trade Off (TCTO) maupun fast tracking. Metode TCTO dilakukan dengan melakukan crashing durasi proyek. Pada metode crashing, dilakukan analisis Crash Duration, Crash Cost, dan Cost Slope pada aktivitas sisa pekerjaan yang berada pada lintasan kritis, kemudian dilakukan percepatan hingga jenuh seluruhnya. Setelah itu, dilakukan rekapitulasi hasil percepatan metode crashing (optimum dan maksimum) dan fast tracking. Penelitian ini menghasilkan durasi percepatan paling optimal dengan durasi akhir 99 hari dan biaya Rp30.525.265.504,56. Crashing optimum belum dapat mengejar target percepatan akibat keterlambatan proyek, namun dengan percepatan maksimum dapat mengerjar target percepatan.

Abstract

 Megaprojects have very high complexity because they are interconnected with several functions and organizations currently, many megaprojects have poor performance in terms of quality management which results in productivity and quality of work. Waste in the construction sector in Indonesia is quite large, namely 57% when compared to the manufacturing industry which is only 26%, one of the concepts that can be adapted from the manufacturing industry is the lean concept. This study aims to identify the inhibiting factors in the implementation of the lean construction concept in megaprojects in Indonesia. Factor identification is carried out by collecting factors from previous research and distributing questionnaires to practitioners and respondents who are directly involved in project construction, which is then classified or benchmarked to find the fundamental factors in implementing the concept of lean construction in megaprojects in Indonesia. The method for classifying factors in this study is Matrices Impacts Cruise's Multiplication Appliquee a UN Classement (MICMAC) where benchmarking is carried out based on driving power and dependent power, which in this study obtained 2 clusters namely driving power and linkage for barrier factors.
