Abstract

Frugal Innovations that have been rapidly developing in India, have received widespread attention both in developing countries as well as in developed countries. It is perceived as offering possible solution for low-income people in the bottom of the pyramid in developing countries. Frugal innovation is a low-priced product or process innovation created in the middle of resource scarcity and institutional shortcomings. This paper investigates the rapidly growing literature on frugal innovation to answer the questions of what does frugal innovation actually mean? In what contects and how it most likely will develop? Who have been developing frugal innovation? What kind of capability requirements are needed in order to be able to create frugal innovation? And how the government can foster its development?Lierature investigation is carried out through Institutional Economic perspective based on critical realism paradigm. It particularly views the emergence of frugal innovation as a social phenomena within a socio-economic system. The social system is perceived as a structurized and stratified system in which frugal innovation is perceived as happening at the observed and experienced empirical level of the social system. To understand the emergence of frugal innovation one need to understand the structure and the mechanism at a deeper level than the empirical level. The investigation concludes that frugal innovations are specific innovations that require the existance of particular institutional arrangement and cultural environment. It requires three preconditions: the existance of enterpreneurs, technological capability and effective demand from the people at the bottom of the pyramid. This undertanding is very important for the government of developing countries if they are to foster frugal innovation development in their countries.

Abstract

Universities in general can be categorized into three types. The first type is the Teaching University where teaching becomes the major activity without significant research activities. The Second type is the Research University where in addition to teaching activities, it carries out significant research activities. In this type of University, research is the major concern of all civitas academica. The third type is the Entrepreneurial University where it uses its research capacity to collaborate with industries or even creates its own technology-based companies. The history of European universities has shown that it has evolved from teaching university into research university, and then from research university into entrepreneurial university. The majority of universities in Indonesia are teaching universities. Becoming a research university is a desire of most Indonesian Universities. The desire is a must if universities are tocontribute to the national economic growth. A successful collaboration with industry can only be carried out by universities that have a good research capacity. This paper describes the research results concerning the practice of research and development (R&D) management in several universities in Indonesia. Using the analytical framework of effective R&D management practice, it analyses the management practice in several departments ina number of Indonesian universities that relatively has a better scientific productivity compared to other universities. The analysis showed that Indonesian universities can suitably be classified as Teaching Universities. Its R&D management practices are still littered with serious problems.

Abstract

Since the first outbreak of SARS-CoV-2 worldwide, research on modeling and simulation has grown, particularly to estimate the peak and end time of the pandemic which has been exceeded in some cases. This study aims to model the current virus spread with discrete event simulation, using the case of Jakarta. About 2 million of Jakarta's susceptible population was used for the the model's input which ran for a year. The data was obtained from past records and were divided into three main timelines (i.e. initial stage, large scale restriction and new normal) in order to validate the model with real cases step by step. Scenario analysis was then performed by evaluating five possible interventions such as: existing scenarios, social and health intervention, mass vaccination and hybrid intervention. The results show that the model represents real cases with a variation of less than 5% during the timeline. Furthermore, scenario analysis showed that mass vaccination, hybrid and social intervention provide the least positive cases in the system. This study recommends that hybrid intervention should be used while the vaccine is being mass produced, and the implementation of social intervention should be highlighted.
