Abstract

In July 2004, the Seoul Metropolitan Government introduced a wide range of reforms to its public transport system: The most significant change Seoul considered while restructuring the bus system in 2004 was the implementation of a joint public management system. The partnership that formed between the Seoul government and private bus companies resulted in many benefits for everyone involved. The implementation of transportation reform helped Seoul establish a human-oriented transportation system as shown in the modal split of its public transport reaching 64.3% (2010), stepping up the city’s transportation and global competitiveness. Inspired by the success story of the bus reform policy in Seoul, Jakarta Capital Government initiated the bus reform in 2017. The implementation of the policy is challenging, the progress is very slow and the actors are blaming each other in causing the slowness. However, an early evaluation of the current progress of the bus reform policy in Jakarta is satisfying both users and operators. This paper will describe the public transport reforms in Seoul using a qualitative case study method, assess their impacts on Public Transport services based on the guidebook in evaluating the public transportation by Litman (2010), indicate the key success of the reform by deepening observations and to what extent Jakarta can adopt it. The research will also examine the bus reform policy in Jakarta using the stages of the policymaking process. The writer expected a result of finding significant steps of Seoul experience in public transport reform, describe the current policy in Jakarta’s bus reform and construct a package policy recommendation for DKI Jakarta’s government in public transport reform to optimize the impact of the policy.

Abstract

Policy making in a democratic country must be inclusive—involving the participation of various segments of society, youth is no exception to be left behind. The attempt made by the public to influence this process is called policy advocacy. There are various problems in this country that require policy advocacy, one of which is the climate crisis. Since the problem is quite complex and has many sub-facets, the climate crisis needs a serious policy instrument from the government. One of the issues that is closely related to the climate crisis is the use of single-use plastic bags. This study aims to look at youth participation in policy advocacy related to the ban on the single-use plastic bags in DKI Jakarta and Bali Provinces. Using a qualitative approach, this study compares youth organizations that carry out policy advocacy in each province—namely Gerakan Indonesia Diet Kantong Plastik (GIDKP) in DKI Jakarta and Bye Bye Plastics Bag (BBPB) in Bali. Based on Hart’s ladder of youth participation, it appears that youth participation in GIDKP’s campaign activities is at level 6 (adult-inisiated shared decisions with youth) while BBPB’s is already at level 8 (youth-initiated shared decisions with adults)—but only reaches level 3 (tokenism) for direct government lobbying. Thus, based on Gen and Wright’s framework of policy advocacy strategies , it can be concluded that GIDKP carries out direct reform strategy whilst BBPB tends to use popular power strategy. There needs to be a collaboration between both organization’s specific strategies and competencies to achieve their mutual policy advocacy goal.

Abstract

Increasing cases of gamers in Indonesia reaching 34 million and addicted users to games have an impact on physical and psychological conditions. These phenomena need suitable intervention and government concern. Many alternatives can be an option. This study aims to identify the influence of E-sport Curriculum Policy toward Game Addiction among adolescents. This research uses a mixed-method in which the quantitative analysis uses regression data analyses in 4-scale of Likert and qualitative uses interview. The key question is based on Leman’s measurement criteria in gaming addiction, Custer and Russel’s E-sport Curriculum through feasibility test in the form of reliability test and validity test. The sample of this study are adolescents including junior and senior high school students with purposive random sampling. The hypothesis result shows the value of R-Square is 0.509 meaning that the proportion of variants of the game addiction behavior described by all independent variables is 50.9%, while 49.1% is influenced by other variables not examined. The combination of cognitive and behavioral aspects of the e-sports curriculum is believed to be a solution. The knowledge provided is in line with the treatment of game addiction players, and what is done will cause a reflection effect in line with the experts’ point of view.

Abstract

A future forecast for 2030-2040 predicts that Indonesia will face a demographic bonus, in which the productive aging population is greater than the unproductive age population. Graduates are expected to compete for a job on the national and international levels. It is a challenge where the Indonesian government began to enforce revitalization towards industries to collaborate with schools, and industries are expected to contribute to the implementation of the teaching factory, as both can contribute a mutual advantage in the long run. This research aims to illustrate the Indonesian government's progress, starting from 2016-2019, on revitalizing the vocational education system. This research highlights a qualitative research approach with a micro-level case study, using the teaching factory implementation parameter in VHS Suryacipta to find industries' readiness based on their perspectives, expectations, and challenges. The findings indicate the government effort has successfully improved the revitalization program. However, it still lacks field implementation. VHS Suryacipta still lacks collaboration follow-up with the industries, and the social mores of Karawang traditional society be the main factor behind the high unemployment rate. Other factors are the industries' capacity for employment, confidentiality aspect, misperception between industries and local government. Industries find difficulties matching with government agenda, which revealed that industries are not ready for collaboration.
