Abstract

The potency for developing cyber extension should be utilized by agricultural extension worker in order to enrich extension material. However. It seems that the development of cyber extension was experiencing various obstacles. Based on that condition, this study aims to analyze the factors influencing the performance of cyber extension in utilizing cyber extension. The types of data used in this study were primary and secondary data. Primary data was obtained by conducting interviews with respondents. 87 respondents were determined purposively. Secondary data was obtained from documents on extension activites in Malang Raya Region. Path analysis was used in this study to answer the research objectives. Most respondents are still classified young, have a relative high education level and have a work period of less than 12 years. The result showed cyber extension socialization, personal interaction and perception of agricultural extension worker factors significantly influenced agricultural extension worker behavior.  Meanwhile, factors of cyber extension socialization, perception the of agricultural extension worker and the behavior of agricultural extension worker  significantly influenced the performance of agricultural extension worker in utilizing cyber extension. Only socialization and the perception of agricultural extension worker had both direct and indirect influences, where the socialization factor was the only factor with the greatest total influence value on the performance of agricultural extension worker in utilizing cyber extension. The performance of agricultural extension worker in utilizing cyber extension needed to be improved, one of which was through socialization. Socialization effort was carried out in order to increase understanding of cyber extension usefulness to agricultural extension worker. In addition, to stimulate the use of cyber extension, it was necessary to provide incentives to agricultural extension workers who utilize cyber extension.

Abstract

Cyber extension is a system of agricultural extension information through the internet media to support the provision of extension materials and agricultural information for extension workers. The existence of cyber extension is expected to support the performance of agricultural extension workers. This study aims to describe the implementation of cyber extension, describe the extension worker in the utilization of cyber extension and formulate the improvement efforts of extension worker in cyber extension in Malang Raya area. The research method used a combination of quantitative and qualitative (concurrent mixed method). This study revealed that three regions did not have administrator or manager of cyber extension. In addition, the results of descriptive analysis showed that the performance of agricultural extension-based cyber extension in Malang Raya region is still very low. Several efforts that can be taken by the government are to facilitate the technical implementation unit of extension with cyber extension equipment, the provision of financing budget and the socialization of cyber extension utilization to the extension worker.JEL Classification: D80, Q16, Q18

Abstract

Cyber extension merupakan system informasi penyuluhan pertanian melalui media internet untuk mendukung penyediaan materi penyuluhan dan informasi pertanian bagi penyuluh. Dengan adanya cyber extension diharapkan dapat mendukung kinerja para penyuluh pertanian. Penelitian ini ertujuan untuk: Mendeskripsikan pelaksanaan Cyber extension di wilayah Malang Raya dan Mendeskripsikan kinerja penyuluh dalam pemanfaatan cyber extension di wilayah Malang Raya. Metode penelitian menggunakan perpaduan kuantitatif dan kualitatif (Concurrent Mixed Method). Berdasarkan penelusuran ditemukan bahwa dari tiga Kabupaten/ Kota tersebut ditemukan bahwa sebagian besar tidak memiliki administrator atau pengelola cyber extension. Hasil analisis deskrifitif juga menunjukkan bahwa kinerja Penyuluh Pertanian berbasis Cyber extension di wilayah Malang Raya masih tergolong sangat rendah. Beberapa upaya yang dapat ditempuh oleh pemerintah antara lain memfasilitasi unit pelaksana teknis balai penyuluhan dengan perangkat cyber extension, penyediaan anggaran pembiayaan dan sosialisasi pemnfaatan cyber extension kepada penyuluh. Kata Kunci: cyber extension, kinerja, penyuluh pertanian

Abstract

This study aimed to formulate a strategy for implementing agricultural extension based on cyber extension in Malang Raya region. This research was conducted in Malang raya region using purposive sampling technique. The analysis used to determine strategy priority for implementing agricultural extension used SWOT analysis. Based on internal analysis (IFAS) and external analysis (EFAS) implied that the position of cyber extension utilization by agricultural extension workers in the Malang Raya Region was in the area of strategy I, namely Aggressive Strategy. This depicted that the strength possessed can take advantage of opportunities and improve weaknesses optimally, so the determination of the strategy for optimizing the use of cyber extensions was more directed at aggressive strategies. Based on this study showed that the measures should be implemented such as the implementation of legislation has the greatest contribution, optimization of the utilization of information technology devices, optimization of utilization of the agricultural extension centre in each sub-district, and increasing competency and the professionalism of administrators in accordance with their respective duties and authorities.
