Abstract

Abstract Pedestrian facility is a part of supporting attribute for creating green city development (P2KH). A number of pedestrian facilities can be contributed toward green transportation in conjunction with providing public transport and reducing traffic congestion. This paper describes the role of pedestrian facility for establishing P2KH. It starts with existing conditions Indonesia’s cities related sustainability of transportation sector. A number of current city development models are also be presented that focusing sustainability concept including P2KH including various model to support pedestrian facilities toward P2KH or sustainable city. Furthermore, Based on relevance literature and survey studies, potency for implementing in Indonesia cities is delivered both demand and supply sides. This paper concludes that pedestrian facilities have role to support green city through development environmental friendly transportation and integration between facilities and green open spaces functions.Pedestrian facilities also need to be improved to create effective usage and attraction by communities. Pedestrian facilities development is also in line with establishing green open space in the city as the objective of P2KH.. Keywords: pedestrian facilities, green city development, sustainable cities, urban green open space  Abstrak Fasilitas pejalan kaki menjadi bagian atribut pendukung dalam pewujudan Program Pengembangan Kota Hijau (P2KH). Dari sejumlah atribut program, fasilitas pejalan kaki dapat berkontribusi dalam atribut transportation hijau  bersama dengan penyediaan angkutan umum dan pengurangan kemacetan. Makalah ini menguraikan peran fasilitas pejalan kaki dalam pewujudkan P2KH tersebut. Makalah diawali dengan penyajian kondisi kota Indonesia terkait aspek keberlanjutan dalam sektor transportasi. Makalah turut menyajikan mengenai sejumlah model pembangunan perkotaan yang tengah berkembang saat ini yang menekankan pada konsep keberlanjutan, termasuk P2KH. Uraian atas berbagai model mendukung untuk mengembangkan gagasan mengenai peran fasilitas pejalan kaki dalam mendukung perwujudan P2KH atau kota berkelanjutan. Potensi penerapan di kota-kota di Indonesia disampaikan, baik dari sisi karakteristik permintaan maupun sisi karakteristik sediaan berdasarkan hasil survei dan studi berbagai literatur yang relevan. Berdasarkan studi ini disampaikan bahwa fasilitas pejalan kaki memiliki peran dalam mendukung pewujudan kota hijau melalui pengembangan moda transportasi ramah lingkungan dan integrasi fungsi antara fasilitas dan Ruang Terbuka Hijau (RTH) di perkotaan. berbagai hasil penelitian menunjukkan bahwa fasilitas pejalan kaki masih memerlukan sejumlah perbaikan guna menciptakan pemanfaatan yang efektif serta menarik masyarakat untuk menggunakannya. Pengembangan fasilitas pejalan kaki yang sejalan dengan pewujudan RTH di perkotaan dapat mewujudkan tujuan P2KH. Kata-kata kunci: fasilitas pejalan kaki, P2KH, kota berkelajutan, transportasi hijau, RTH

Abstract

Abstract Pedestrian crossings, both at segments and at intersections, are facilities needed by pedestrians to support their mobility. However, often the pedestrian crossing facilities that have been provided are not utilized properly by road users. Therefore, in its provision, planning needs to be done based on the needs of road users. On the Raden Patah Road section, South Jakarta, there are no pedestrian crossing facilities. In this study a crossing facility is planned on the road, which meets the needs of road users and meets the existing guideline requirements. Interviews were conducted to determine pedestrian perceptions and preferences about the desired crossing facilities. The results of this study indicate that the pelican type pedestrian facility is needed. However, from a more in-depth analysis, it was found that the staggered crossing as the crossing facility is more recommended. Keywords: crossing facilities; pedestrian; road users; zebra crossing.  Abstrak Penyeberangan pejalan kaki, baik di ruas maupun di persimpangan jalan, adalah fasilitas yang sangat diperlukan oleh pejalan kaki untuk mendukung mobilitasnya. Walaupun demikian, seringkali fasilitas penyeberangan pejalan kaki yang telah disediakan tidak dimanfaatkan dengan baik oleh pengguna jalan. Karena itu, dalam penyediaannya, perlu dilakukan perencanaan berdasarkan kebutuhan pengguna jalan. Di ruas Jalan Raden Patah, Jakarta Selatan, belum terdapat fasilitas penyeberangan bagi pejalan kaki. Pada kajian ini direncanakan fasilitas penyeberangan di jalan tersebut, yang memenuhi kebutuhan pengguna jalan dan memenuhi ketentuan yang ada. Wawancara dilakukan untuk mengetahui persepsi dan preferensi pejalan kaki tentang fasilitas penye-berangan yang diinginkan. Hasil kajian ini menunjukkan bahwa para pejalan kaki cenderung membutuhkan fasilitas pejalan kaki jenis pelican. Namun, dari analisis yang lebih mendalam diperoleh bahwa fasilitas penye-berangan jenis zebra cross dengan lapak tunggu lebih direkomendasikan. Kata-kata kunci: fasilitas penyeberangan; pejalan kaki; pengguna jalan; zebra cross.

Abstract

Road as a part of national transportation system has an important role in the economic growth of a region. Therefore, road transportation must arranged to manifest service reliability and integrity with other transportation mode. To produce transportation network taht can give efficiently geography scale of transportation service from global to local, conversely. In this paper, conducted economy evaluation of road status upgrading. The links that be evaluated: the road of kabupaten/kota in Province Aceh, which is in general the condition of the roads are intermediate and poor. Most of the surface are gravel and soil. With the condition, much area potencies not developed yet. From the analysis, obtaned that in Province Aceh must conducted roads status upgrading. The road that will be upgraded become National road are : 3 link which is located in Kota Banda Aceh and Kabupaten Aceh Besar, and the road that will be upgraded become Province road are 66 links that spread in other Kota/Kabupaten unless Simeulue and Sabang. To analyze the economic benefit of the road status upgrading, be used "with and without Project" approach. With existence of this uprading, expected will give benefit for region development and society economy, both direct and inderect benefit. The result of economy evaluation show that upgrading of road status in Province Aceh give value : Nett Present Values = Rp. 797.063.226.209,-, Benefit Cost Ratio = 1,11 ; and Economic Internal Rate of Return = 13,71 % Keyword : region development, road network, road status, economic evaluation, road upgrading

Abstract

Intersection is the potential point of traffic conflict because of the growth and the mixing of traffic. The existence of conflict data collection will help to identify the cause of the accident at intersection. One of the effort that has been done in order to improve the road safety is: Full scale implementation of road safety feature at Gatot Subroto – Gedung Empat Intersection, Kota Cimahi. The implementation done based on conflict data on the location. The activities are: the making of traffic island, angkot lane, priority sign, stop sign, the improvement of shoulder and facilities for pedestrians. To analyze the effectivess of handling, before-after method was used. In this pape, 5 (five) types of coflicts on 8 points (T1, T2, T3, T4, T5, T6, T7, andT8) were identified.The result showed that after handling, there were significant conflict reductions at points T1, T2, T6, T7, and T8. But there were no conflict reductions after handling at points T3, T4, and T5. After handling, generally there were reduction of total traffic conflict at Gatot Subroto – Gedung Empat Intersection by142,2 conflicts/1000 vehicles to 82,07 conflicts/1000 vehicles. Abstract

Indonesia cities always face transportation problem. The movement in the urban road network needs transportation means, services and infrastructures. Therefore, trip assignment pattrn of urban road network needs to be researched. There are several Trip Assignment Methods which can be used to calculate the traffic volume on each modeled roads. In this paper, two methods of traffic assignments are used, i.e.. All or Nothing and Equilibrium. To find the best method, the predicted traffic flow produced by each model was compared to the real traffic flow collected by traffic counting survey. Traffic flow from 11 links were taken for comparison. These cover the movements on arterial, collector, and local roads. The result showed that equilibrium method gave the best result for the rural network at Kota Cimahi (such as Jl.Ciwaruga-Jl Cibabat, Jl Kol. Masturi-Lembang, Jl. Soreang-Nanjung).
