Abstract

Through the last decade the concept of Maritime Security has been discused in many global and regional forum such as UN and ASEAN. Common agreement on the concept of Marine Security, however, have not been reached. Among the long debate is between traditional and non-traditional approach. Recent development shows a more accommodation toward the non-traditional approach. For Indonesia, this development has increased the need to a more integrated maritime security policy. This paper argues that in order to create an integrated maritime security policy, Indonesia should differs its maritime into specific zones with specific role while at the same time promoting network among actors and stakeholders.

Abstract

This article explains why the Indonesian government did not retaliate the USA according to the DSB WTO authorization, but rather opted to retaliate in the form of signing a mutually agreed solution/MoU in the case of the Family Smoking Prevention and Tobacco Control Act (FSPTCA). FSPTCA was regarded as a discriminatory act issued by the USA against Indonesia’s clove cigarettes. Indonesia responded by disputing it into the Dispute Settlement Body World Trade Organization (DSB WTO). The USA was found guilty because it violated the WTO principle of non-discrimination and so that it was ordered to comply with the Panel and Appellate Body’s recommendation. Indonesia then requested DSB WTO authorization to carry out retaliation. However, Indonesia did not retaliate according to DSB WTO authorization, but rather opted to sign a mutually agreed solution/MoU (Moratorium of Understanding) to end the FSPTCA trade dispute. Using two-level game theory as its analytical framework, this article argued that Indonesia decision to sign a mutually agreed solution instead of retaliation against the USA was driven by the fact that agreement was considered much more significant and suitable to Indonesia interests.

Abstract

After global financial crisis 2008, the position of the US dollar began to be debated and led to the narrative of the internationalization of renminbi. This literature review discusses how the literatures has evolved regarding internationalization of renminbi. Based on the taxonomy method, this literature review finds three major themes: China’s interest, implementation process, and external reactions. Based on those three themes, this literature review argues that internationalization of renminbi occurs because the character of international relations tends to be competitive due to power relations. This condition triggered the adjustment of Chinese interests according to Chinese characteristics using offshore renminbi centers. Besides using the supply-side approach as the dominant approach, this literature review identifies an increase in discussion after 2009 and also finds approach and empirical gap that use demand-side approach of international actors. This paper contributes to the study of international political economy related to state and market logic.

Abstract

The discussion on the importance of energy security policy for Indonesia merits special attention for a number of reasons. First, there has been an opinion that the recent decision by government to increase the price of fuel energy can be attributed to its short sighted view on energy security policy. Secondly, the idea of energy security has evolved from its original concept to the effect that the main concern is currently not merely over the question of how to secure sufficient supply of energy at affordable price but also over its future sustainability. Thirdly, there have been contending paradigms in designing policy to achieve energy security namely between those who consider energy as market commodity and those who regard it as a strategic commodity. The paper primarily attempts to answer the following questions: what is energy security policy and why should energy security policy be comprehensive? For the purpose of analysis, the paper is divided into three parts. The first part attempts to define what we mean by energy with special reference to heat energy including its various dimensions and categories. The second part aims at tracing the rationale behind the emergence of energy security including its evolvement as a concept. The third part intends to show policy options available for policy makers in designing energy security policy by locating and seeing them through the lenses of contending paradigms. Since the recent hike of fuel energy has strong tendency to take side with and seems to have been inspired by market paradigm, an attempt is also made in the last part of the paper to analyze deficiencies of Indonesian current energy security policy.

Abstract

This research is a case study of cyber espionage conducted against the member of Democratic National Committee (DNC) towards the 2016 US presidential election, caused Hillary Clinton's email leaked and published by WikiLeaks. It indicates the intelligence activities have entered into cyberspace and can disrupt the national ressilience, so it is necessary to do counterintelligence as an effort to maintain the cyber security. This research uses qualitative approach, data collected from interviews and literature study. The purposes of this research are (1) to determine the threat level of cyber espionage conducted against DNC, (2) counterintelligence methods against the threat, (3) and Indonesian Government Strategy against cyber threat. This research use counterintelligence theory, threat analysis theory, and SWOT analysis. The results of this research are (1) the threats analysis of cyber espionage indicating the threat agent has high level threat, it could harms the national interest and affect the national ressilience, (2) cyber counterintelligence are conducted by two ways i.e., defensive counterintelligence to block and detect enemy's access activity, and offensive counterintelligence to collect informations, manipulate, control, and thwart enemy’s action, (3) Indonesian Government Strategies against cyber threat are strengthening legal measure, technical measure, organizational measure, capacity building, and cooperation.
