Abstract

Conflict between members of the pencak silat organization is a conflict phenomenon caused by various sources of conflict involving members of the pencak silat organization so that it creates public security disturbances in the Madiun Regency area. The conflict made the government handle it through various efforts to resolve the conflict. The purpose of this study is to find out how conflict and conflict resolution can be created and run in the Madiun area. The research method is this research using qualitative research methods, which is a type of research that emphasizes drawing conclusions based on the interpretation of a phenomenon or fact. The results showed that the silat conflict that occurred in the Madiun area was more of a horizontal conflict, namely the conflict that occurred only among the fighters in the Madiun area and the cause was due to trivial problems that occurred between the silat fighter and his silat association. Next, to deal with this problem, the local government tries to carry out conflict resolution based on a community governance approach, namely as an integrative and participatory community or community empowerment in the decision-making process. The approach taken by the local apparatus succeeded in reducing the conflict and creating peace, although the resolution of the conflict was not able to eliminate the feelings or desires of the fighters to stop the conflict between them.

Abstract

Regional finance has a pivotal role in regional autonomy because regional finance reflects the ability of regions in running the local government. One of the tools to analyze local government financial performance is ratio analysis. The purpose of this study was to determine how the regional financial performance of Sukoharjo Regency in terms of regional autonomy perspective. This research uses descriptive quantitative method. The data used in this research is secondary in the form of financial report data Sukoharjo regency in 2015-2019 were obtained using the time series technique. The analysis results show that the financial performance of Sukoharjo regency is still not optimal. This is indicated by lack of ability to extract local revenue known from the low of DDF ratio, DOF ratio, Fiscal capacity and fiscal effort. Other than that, low independence ratio indicates that the regional dependence on central financial is still high.

Abstract

Creative tourism is a form of tourism concept that is responsible for the existence of local communities. The city of Surakarta, which is a city with a process of historical growth and development, has made the city of Surakarta city formed from local wisdom, in which case the Blangkon Potrojayan village in Serengan Village, Serengan District is a form of physical heritage that can still be found, but over time the Blangkon Potrojayan village has been degraded since the last 20 years. This study aims to determine the collaboration process between stakeholders and the obstacles that occur in the collaboration process so that it can become a recommendation for the government, private sector and the community to optimize collaboration. The theory used in this study is the collaborative process theory of Anshel and Gash where there are five stages of collaboration, namely (1) face-to-face dialogue, (2) building trust (3) commitment to the process (4) mutual understanding, and (5) intermediary outcomes, while the method used in this research is descriptive qualitative. The results of this study indicate that the process of collaborative governance in the development of creative tourism based on local wisdom, in the process this collaboration has been going well, but there are still various obstacles such as the absence of communication forums, sectoral ego by each Stakeholder, limited resources, and less optimal role of the actors involved.
