Abstract

The objective of the research is to know how the monitoring and factors affecting government oversight in mining material excavation category C in Bategulung village district Bontonompo, Gowa Regency. The type of the research is descriptive qualitative wich has seven informants. Data collection techniques are collected by using the form of observations, interviews with informers. The result of research showed that the monitoring conducted by the government has not run optimally and therefore cannot minimize the occurrence miners who did not get permission. The factors affecting of supervision was human resources and community participations.  Keywords : Monitoring, Mining, Category C  ABSTRAK Adapun tujuan penelitian ini ialah untuk mengetahui bagaimana Pengawasan dan faktor yang mempengaruhi pengawasan pemerintah pada Usaha Penambangan Bahan Galian Golongan C di Desa Bategulung Kecamatan Bontonompo Kabupaten Gowa. Jenis penelitian yang digunakan bersifat deskriptif kualitatif dengan informan terdapat tujuh orang. Teknik pengumpulan data yang dikumpulkan dengan menggunakan berupa observasi, wawancara terhadap informan. Hasil penelitian ini menunjukkan bahwa pengawasan yang dilakukan pemerintah belum berjalan secara maksimal sehingga tidak dapat meminimalisir terjadinya penambang yang tidak mendapat izin. Faktor yang mempengaruhi pengawasan yaitu sumber daya manusia dan partisipasi masyarakat. Kata kunci :Pengawasan, Usaha Pertambangan, Golongan C.

Abstract

Penelitian ini bertujuan, untuk mengetahui Efektivitas Penerbitan Surat Pemberitahuan Pajak Terhutang (SPPT) Pajak Bumi dan Bangunan (PBB) Di Kecamatan Bontonompo Kabupaten Gowa. Penelitian ini menggunakan metode pendekatan kualitatif dengan tipe penelitian deskriptif, sumber data yang digunakan adalah sumber data primer dan data sekunder. Pengumpulan data menggunakan Teknik Observasi, wawancara secara mendalam, serta dukumentasi. Hasil penelitian menujukkan bahwa Penerbitan Surat Pemberitahuan Pajak Terhutang (SPPT) Pajak Bumi dan Bangunan (PBB) Di kecamatan Bontonompo Kabupaten Gowa cukup efektif, Namun masih mengalami kendala seperti kurang singkronisasi data pada administrasi perpajakan ditingkat pusat dan daerah masih kurang, peningkatan kapasitas sumber daya manusia, keterbatasan fasilitas, dan optimalisasi teknologi. Meskipun demikian pemerintah kecamatan Bontonompo selalu berupaya setiap tahun untuk mengoptimalkan penerbitan surat pemberitahuan pajak terhutang (SPPT) pajak bumi dan bangunan (PBB).

Abstract

Digital transformation in public services has become a necessity in improving efficiency, transparency, and accessibility for the community. This study aims to analyze the implementation of the Dukcapil Go Digital program in enhancing the quality of population administration services in Makassar City, focusing on target group behavior and interactions among policy actors. This research employs a qualitative approach with a descriptive method, where data are collected through observation, interviews, and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The results indicate that the implementation of Dukcapil Go Digital has positively contributed to improving service quality, as reflected in the high level of public satisfaction index. However, there are dynamic patterns in target group behavior influenced by digital literacy and access to technology, resulting in unequal ability among citizens to optimally utilize digital services. Furthermore, interactions among policy actors are still dominated by one-way communication, leading to limited public understanding and minimal feedback as a basis for policy evaluation. The decline in the number of website service users in recent years also suggests challenges in maintaining the sustainability of digital service utilization. This study concludes that the success of digital policy implementation is not solely determined by technological aspects, but also by the government's ability to adopt inclusive, participatory, and adaptive approaches to community characteristics. Therefore, strengthening digital literacy, optimizing two-way communication, and fostering cross-sector collaboration are essential to ensure the effectiveness and sustainability of digital-based public services. Abstract

This study examines digital governance in addressing the misuse of Digital Population Identity (IKD) services at the Population and Civil Registration Office (Disdukcapil) of Makassar City. The rapid digitalization of public services, including IKD, has improved administrative efficiency but also introduced new risks, particularly misuse and digital fraud. This research aims to analyze how digital governance is implemented in mitigating such risks. The study employs a descriptive qualitative approach using the information ecology framework proposed by Bekkers and Homburg (2005), which includes four dimensions: institutional arrangements, information relations, technical infrastructure, and monitoring and control. Data were collected through in-depth interviews with Disdukcapil officials and citizens affected by IKD misuse, as well as observation and documentation. The findings reveal that digital governance practices are primarily administrative, focusing on formal procedures, controlled service access, complaint recording, and basic public education. However, limitations persist in terms of centralized authority, uneven information dissemination, limited digital literacy, and reactive monitoring mechanisms. These conditions reduce the effectiveness of efforts to prevent misuse, especially those driven by social engineering practices. This study concludes that strengthening digital governance requires improved cross-sector coordination, more adaptive and participatory communication strategies, enhanced digital literacy, and the development of risk-based monitoring systems to effectively mitigate misuse in digital public services.
