Abstract

The objectives of this research are to find out the service quality and to investigate the supporting and the inhibiting factors of passport handling at the first class Immigration Office of Makassar. There are 13 informants involved in this research. The type of this research is qualitative research with phenomenological type which is emphasized to the subjectivity of human life experiences. The data were collected by using observation and interview. The results of this research reveal that the service is still less qualified. It can be identified from some aspects such as Empathy in which some officers still act unfairly in the service process. Other aspects such as Tangible, Reliability, Responsiveness, and Assurance have been conducted optimally. The supporting factors are the adequate facilities and infrastructures while the lack of public awareness becomes the inhibiting factor of the service.Key word: Service quality, passport handling.ABSTRAKTujuan penelitian adalah untuk mengetahui kualitas pelayanan dan mengetahui faktor pendukung dan penghambat dalam pengurusan paspor di Kantor Imigrasi Kelas I Makassar. Jumlah informan dalam penelitian ini adalah 13 orang. Jenis penelitian ini menggunakan kualitatif dengan tipe penelitian menggunakan tipe fenomenologi yaitu menekankan pada subyektivitas pengalaman hidup manusia. Teknik pengumpulan data menggunakan metode observasi dan wawancara. Hasil penelitian menunjukkan bahwa belum tercapai secara maksimal hal ini  dilihat dari aspek Empathy (perhatian) dimana masih ada oknum petugas yang bertindak secara tidak adil dalam proses pelayanan, dilihat dari aspek lain seperti Tangible (bukti langsung), Reliability (kehandalan), Responsiveness (daya tanggap) dan Assurance (jaminan) sudah tercapai secara maksimal. Faktor pendukung adalah fasilitas sarana prasarana dan faktor penghambat adalah kurangnya kesadaran masyarakat. Kata Kunci : Kualitas Pelayanan, Pengurusan Paspor

Abstract

The objective of the research is to know how the monitoring and factors affecting government oversight in mining material excavation category C in Bategulung village district Bontonompo, Gowa Regency. The type of the research is descriptive qualitative wich has seven informants. Data collection techniques are collected by using the form of observations, interviews with informers. The result of research showed that the monitoring conducted by the government has not run optimally and therefore cannot minimize the occurrence miners who did not get permission. The factors affecting of supervision was human resources and community participations.  Keywords : Monitoring, Mining, Category C  ABSTRAK Adapun tujuan penelitian ini ialah untuk mengetahui bagaimana Pengawasan dan faktor yang mempengaruhi pengawasan pemerintah pada Usaha Penambangan Bahan Galian Golongan C di Desa Bategulung Kecamatan Bontonompo Kabupaten Gowa. Jenis penelitian yang digunakan bersifat deskriptif kualitatif dengan informan terdapat tujuh orang. Teknik pengumpulan data yang dikumpulkan dengan menggunakan berupa observasi, wawancara terhadap informan. Hasil penelitian ini menunjukkan bahwa pengawasan yang dilakukan pemerintah belum berjalan secara maksimal sehingga tidak dapat meminimalisir terjadinya penambang yang tidak mendapat izin. Faktor yang mempengaruhi pengawasan yaitu sumber daya manusia dan partisipasi masyarakat. Kata kunci :Pengawasan, Usaha Pertambangan, Golongan C.

Abstract

The purpose of this study was to analyze the effectiveness of the implementation of inspectorate functions in the supervision of the Regional Government in Makassar. The type of research was qualitative directly to the object of research in this study collected with primary data and secondary data. The study used phenomological type. Technique of collecting data used instrument in the form of observation, interview and documentation. The results of the research indicated that: (1) Government policy assessed and checked the extent of policy deviation in Implementation of activities undertaken by Inspectorate of Makassar city. (2) With the supervision of the government can tested directly the problems that occur. (3) Implementation of investigation required cooperation with the government so that information received in conducting the examination can be the object of supervision.                                     ABSTRAK Tujuan penelitian ini adalah untuk mengeanalisis efektivitas pelaksanaan fungsi inspektorat dalam pengawasan Pemerintahan Daerah di Kota Makassar. Jenis penelitian adalah kualitatif langsung ke objek penelitian dalam penelitian ini dikumpul dengan data primer dan data sekunder.Penelitian menggunakan tipe fenomologis. Teknik pengumpulan data menggunakan instrumen berupa observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa : (1) Kebijakan Pemerintah menilai dan periksa sejauh mana kebijakan Penyimpangan dalam Pelaksanaan aktivitas yang dilakukan oleh Inspektorat kota Makassar. (2) Dengan di lakukan pengawasan pemerintah dapat menguji secara langsung permasalahan yang terjadi. (3) Pelaksanaan penyelidikan dibutuhkan kerjasama dengan pemerintah sehingga informasi yang diterima dalam melakukan pemeriksaan dapat dijadikan obyek pengawasan.  Kata Kunci : Pelaksanaan , Fungsi Inspektorat , dan Pengawasan.

Abstract

The objectives of this research are to find out the application of electronic service (E-Service) in job fair and to discover the supporting and inhibiting factors which is found in Labor and Transmigration Department of Gowa Regency. The amount of the informant in this research is 8 people. This research applies the qualitative method in phenomenology type which emphasized in the subjectivity of human life experience. Technique of data collection used observation method, interview, and documentation. The result of the research showed that E-service in job market has not been reached maximally which could be seen from the aspectof service provider hereby the officers who ran the dutieshave not fully succeeded in bringing satisfactory service to the community even though it has corresponded with procedural work. From others aspects such as service users and line service have not been achieved also. Supporting factor was the attitude of leadership and the interest of the use and utilization of information technology while the insisting factor was infrastructure and human resources.
