Abstract

The development of Indonesia state administration law is indicated when the government manage the people by using the law order with determine the decision about prohibition or by the issuance of permit system. Quanun based on the Law of Aceh Government is “Regulations in local regulations that rule the government administration and the society living of local area in Aceh. Generally, the type and several of sanctions is recorded and determine clearly in the administration rule. There are any sanction in administration law, i.e. government coercion, withdraw the advantage decision (subsidy permit, payment), coercion fee by government, and administration fine. The policy on concept of administration sanction in Quanun according to the description of Act No. 11 of 2006 concerning to Aceh Government indicates that Quanun is a rule that override the other rules by follow the principles of Lex Specialis derogaat Lex Generalis. Asrticle 18 of Constitution of 1945 is a law base for the implementation of local autonomy by provides the local head with wide authority, real and accountable.

Abstract

ABSTRACT   Legal substances establishment of houses of worship in the city of Medan is divided in three components namely the structural components of the law in this cases in the conceptual framework of the applicable rule and regulations regarding the licensing houses of worship, namely construction of 1945; Law No. 28 of 2002 on building regulations, along religious affairs minister and minister of interior number 9 and 8 of 2006 on the establishment houses of worship; towns and local regulations number 5 2012 concerning the levy of building permits. Component substance of the law, namely the legal entities related of governance of licensing house of worship in the city of Medan that the city administration of Medan, the ministry of religion and forum religious harmony city of Medan, department of spatial and urban planning, as well as the official licensing of integrated city of Medan, further substance component of the legal culture in this case is the implementations of such rules in a society that must be adapted to the system of values, norm and habits in urban terrain to run properly and effectively. Abstract

AbstrakLSM adalah suatu badan yang didirikan seseorang atau sekelompok orang guna membantu masyarakat agar mandiri dan lepas dari cengkeraman kebodohan dan kemiskinan. Dalam usaha memerangi kebodohan dan kemiskinan tersebut LSM mempunyai 4 strategi yaitu amal dan derma, pengembangan masyarakat, memperjuangkan adanya perubahan kebijakan serta mendorong timbulnya gerakan kemasyarakatan. Untuk menjalankan 4 strategi tersebut dalam konteks Indonesia mengalami pasang surut. kuantitas dan kualitasnya selalu berubah-ubah tergantung dari situasi dan kondisi negara dan bagaimana proses pemerintahan di dalam rangka bernegara dan berbudaya dijalankan oleh aparatur negara. Untuk jangka panjang dikhawatirkan pimpinan dan staf LSM akan kehilangan landasan moral karena “kebanjiran due dari negara lembaga donor.Kata Kunci : Kepemimpinan, Swadaya, Pembangunan, Pembaruan.
