Abstract

The ICT industry is developing greatly because human dependency of information technology increases rapidly. In order to drive ICT industry competitiveness, well planned development should be carried out based on its vision. One of ICT industry cluster in Indonesia is in Cimahi City. The research objectives were to identify general characteristics of the ICT industry and its core competence, and also to acquire internal and external factors of competitiveness; and also to identify key factors that could be developed to drive regional competitiveness of ICT industry in Cimahi City. Primary data survey conducted to obtain information regarding (1) ICT industry characteristics, (2) core competence of ICT industry and (3) internal factor of competitiveness. Meanwhile, secondary data survey was conducted to obtain information regarding external factors of competitiveness. A prospective analysis was conducted to build a scenario in developing ICT industry cluster in Cimahi City. Research result showed that the core competence of ICT industry was animation, film and information system. Key factors to drive regional competitiveness of ICT industry cluster were (1) telecommunication service quality; (2) skilled labor availability; (3) responsiveness on change and innovation; (4) business ethics and (5) ICT industry regulation.

Abstract

The quality of the lecturing process is an important part for higher education to obtain output in the form of quality graduates in accordance with the vision, mission, and goals of the higher education institution. One way this is done is by checking the suitability of the teaching process that has been carried out with a predetermined curriculum. Teaching suitability checks are usually carried out by matching the lecturing material that has been delivered by the teacher in a lecture, whether it is in accordance with the lecture syllabus. This can be biased when the teacher (as the entity that is assessed) has to enter the suitability of the lecturing data. Therefore, it is necessary for other parties who are also directly involved in the lecturing process to verify the lecturing process that has been entered by the teacher. This research is focused on making a quality monitoring system for the lecturing process that involves students as the party verifying the lecturing process. This verification process will use media in the form of email and electronic messages in the form of chat in the chat application. When a teacher enters the lecturing process data, which consists of the material presented and the students who are taking part in the lecture, a message to verify the lecturing process will be sent via email and chat to students. Students can verify whether the course is in accordance with the course syllabus plan. By checking the conformity charged to the learning participants, a better level of trust will be obtained in order to improve the quality of learning

Abstract

This study proposes the development of an intelligent academic notification system by integrating Robotic Process Automation (RPA) and Reinforcement Learning (RL) to improve the effectiveness of delivering information to students and parents. RPA is utilized to automate the process of sending notifications across various channels, such as email and WhatsApp, ensuring fast, consistent, and hands-free message distribution. RL is implemented to determine the optimal communication channel based on delivery history, message status (sent, failed, read), and the cost associated with each channel. Each student is represented as a state, while the selection of a communication channel becomes an action evaluated using Q-learning. The system learns from recipient behavior and updates the Q-table to enhance the accuracy of channel selection for future notifications. Additionally, the system applies an automatic escalation mechanism to parents as the deadline approaches. The result of this research is a smart notification system that can be implemented within academic information systems to enhance operational efficiency and student engagement.
