Abstract

This research stemmed from the fact that the implementation of learning forstudents in the regency school in Klaten still less than optimal. After two yearsrunning since the policy was set, not all school organized learning about thedisaster. Scholls for children with disabilities in the sub district of Klatennumbered 12, nevertheles there was only one which carried out the learningabout the disaster, that was the YAAT School for disabilities. There wasambarrasing reality that the disabilities should be put attention, but in fact therewere neglected. This research used the collaboration of the theories of MerileeS. Grindle, GC Edward III and Van Meter-Van Horn for explaining the policyimplementation. Based on this theoretical collaboration there were eihgtindicators. The mentioned indicators were: policy content, policy context,policy output, communication, resources, implementator’s attitude,bureaucratic structure, and external factor. Based om case study at disabilityschool type A at YAAT indicated that the disability shools were not theprioritized target group. Learning about disaster were able to be accomplshedat YAAT since there were pushing synergic other factors; i.e. social as well aseconomic factors. Other supporting factors were policy context, disposition,communication, organizational structure, resources, and implementators’understanding toward the content and policy output.Key words: policy content; policy context; policy output; communication; resources;disposition; bureaucratic structure; external factor.

Abstract

One of the problems currently being faced is the problem of increasing numbers of people living with HIV/AIDS (Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome). Surakarta Regional Regulation No. 12 of 2014 concerning the Prevention and Management of HIV/AIDS in the City of Surakarta is the first step for the Surakarta City Government to address the problem of the number of new HIV/AIDS cases in the City of Surakarta which are still emerging. The Surakarta City Health Service is the implementing element for government affairs in the health sector. This research aims to describe the implementation of Surakarta City Regional Regulation No. 12 of 2014 concerning the Prevention and Management of HIV/AIDS in the Surakarta City Health Service. In this research, researchers used qualitative descriptive methods. Data collection methods in this research were carried out by means of observation, interviews and documentation. And using Edward III's theory (1980) with indicators of communication, resources, disposition, bureaucratic structure. The results of the research show that the implementation of Surakarta Regional Regulation Number 12 of 2014 concerning the Prevention and Control of HIV/AIDS in the Surakarta City Health Service is seen from four indicators, namely communication indicators have been implemented well and clearly, disposition indicators have been implemented well, bureaucratic structure indicators have been implemented. in accordance with the SOP and resource indicators are quite good but the results of interviews in the facilities section are inadequate. Therefore, it is necessary to improve facilities to facilitate HIV/AIDS prevention and control activities.

Abstract

This research aims to analyze collaboration strategies in educational services and identify the challenges and implications of implementing collaborative governance at the District Education and Culture Regional Coordinator Office (Korwilcambidik) in Bener District, Purworejo Regency. The research method used is descriptive qualitative, with data collection techniques including interviews, observation, and document study. The research findings indicate that cross-sector collaboration between government, educational institutions, and the community serves as an adaptive strategy for improving the effectiveness of public services in the field of education. Although the collaboration has been successful, there are still obstacles such as the lack of a formal legal basis, low levels of trust between agencies, and differences in interests and limited resources. Factors such as collaborative leadership, open communication, and community participation play an important role in maintaining the sustainability of cross-sectoral cooperation. This research concludes that the implementation of collaborative governance in the education sector has the potential to become an effective, transparent, and sustainable model of government governance if supported by institutional commitment and a trust-based work culture.
