Abstract

 Documents are one of the important factors in measuring the level of achievement of organized activities in government. The development of science and technology currently causes changes in all aspects of life, as well as in administrative activities. At present many parties are utilizing electronic media in document management. Using electronic media in document management will facilitate data management.This research is an exploratory research with a system approach in the form of Soft System Methodology (SSM) which is an approach to solve complex unstructured problem situations. The analysis used is to use 7 (seven) stages in Soft System Methodology (SSM).From the results of the study it can be concluded that the management of documents to improve administrative services leadership can be done through the use of an input system for documents or letters electronically so as to streamline time, Lack of understanding of JFU in existing technology so that it is a bit difficult to implement the existing system, Lack of understanding of the manuscript service so that there is often a lack of understanding of correspondence. Requirement of protocol training for all protocols so that they can understand their respective duties and functions and Standard Operating Procedures that have not been optimal for managing incoming and outgoing letters and the absence of Standard Operating Procedures for the Secretary of the Regent.

Abstract

The problems in this study are: (1) How is the effectiveness of the implementation of the Regional Government Work Plan policy in Metro City?, (2) What are the factors that influence the effectiveness of the Regional Government Work Plan policy implementation in Metro City? This study uses a descriptive research method with a qualitative approach. It aims to find out the facts, symptoms or certain phenomena descriptively with data collection techniques in the form of document review and interviews using interview guide research instruments to several predetermined informants.The results showed that the implementation of the Regional Government Work Plan policy in Metro City was quite effective in terms of the right policy, the right implementation, the right target, the right environment and the right process. The supporting factors for the effectiveness of implementing the Regional Government Work Plan policies in Metro City come from communication and bureaucratic structure, and the inhibiting factors come from resources and dispositions in implementing the Regional Government Work Plans in Metro City.

Abstract

The National Agrarian Program is the government's commitment in providing services in the area of land devoted to the economically disadvantaged to medium term, so that the cost of the service is subsidized by the government. Given that sudsidi given by the government basically derived from the people, then the government has a moral obligation to provide the best service to the community. The purpose of this study are: (1) To analyze the implementation of the National Agrarian Program in Central Lampung Regency (2) For the effective implementation of the National Agrarian Program in Central Lampung Regency This study uses a type of qualitative research, with research informants that is representative of the District Land Office in Central Lampung and community representatives. Data were collected by interview, documentation and observation. Data were then analyzed qualitatively. The results showed: 1) Implementation of the National Agrarian Program in Central Lampung Regency implemented with activity data collection and processing of physical, data collection and processing juridical and bookkeeping rights, issuance of Certificates to provide legal certainty and protection to the rights holder on a field ground, data presentation physical and juridical, as well as storing a list of public and documents, namely as a means of proving the right, by identification and stored at the land Office (2) the effectiveness of implementation of National Agrarian Program in Central Lampung regency in the category quite effective , because there are still obstacles in the implementation viz. the frequent occurrence of refutation or objections from other parties to the land registration process carried out by the applicant, the applicant is difficult in completing the requirements for registration of land for the first time, and low public awareness of the law in the field of land. Besides the fact that the difference between physical and juridical documents, data from the history of the land is not complete, the deed chronology broken or lost and their land disputes and the absence of boundary markers in the measurement of ground by officers as well as the registration fee borne by the landowner.

Abstract

The problems in this study are: (1) There are still a lot of each Regional Apparatus Organization (OPD) that does not pay enough attention in submitting their performance data reports when it comes to the drafting team. (2) Data for filling in Key Performance Indicators (IKK) from each Regional Apparatus Organization (OPD) still contains data that is not filled in or does not match.This study uses a descriptive research method with a qualitative approach. This aims to determine the events or facts, phenomena that occur during descriptive research with data collection techniques in the form of interviews, observation and documentation using research instruments as interview guides to several informants who have been determined and the main data source in this study using Snowball Sampling.The results showed that the implementation of the compilation of regional government administration reports (LPPD) in the implementation of development in the city of Metro has been running based on the stipulated government regulations. The supporting factors for the Implementation of Regional Government Administration Report Preparation (LPPD) in the Implementation of Development in Metro City come from communication and resources, and the inhibiting factors come from the disposition and structure of the bureaucracy.

Abstract

The impact of service standards and operating practices on elderly BLT recipients' satisfaction (the study was conducted on BLT Recipient Elderly in Menggala District, Tulang Bawang Regency). Every public service organization, in theory, places a strong emphasis on the satisfaction of the community's and consumers' own expectations for service quality and service procedures. The primary focus of this study is on service quality and operational procedures in an effort to determine how they affect community happiness, which in this case refers to the elderly getting BLT. Data gathering methods for this study's quantitative approach include surveys, written materials, and questionnaires. Tulang Bawang Regency's Menggala District served as the site of the research. A Likert scale is used in this investigation. In this study, a sample of 72 samples was produced from a population of 253 elderly BLT recipients by utilizing the Slovin formula to calculate the number of samples with a tolerance value of 10%. The Community Satisfaction Index (IKM) for service quality was 4.14 with a conversion of 82.8 in the "Good" category for this study's statistical analysis, while IKM Service Procedures was 3.9 with a conversion of 78 in the "Good" category. According to the study's findings, the X variables, service quality (X1) and service procedure (X2), significantly influence the Y variable, elderly satisfaction (Y).

Abstract

Intelkam Polri dalam perkembangan keamanan dan ketertiban masyarakat mempunyai peran yang sangat krusial. melalui peran teknologi intelijen yang dimiliki, diharapkan dapat mendeteksi secara dini potensi-potensi konflik di tengah masyarakat seawal mungkin sehingga dapat ditangkal untuk berkembang menjadi konflik yang meluas. Penelitian ini dilakukan dengan menggunakan metode kualitatif dengan teknik pengumpulan data berupa interview terhadap para pihak yang bersentuhan langsung dengan penggunaan teknologi intelijen. Hasil penelitian menunjukkan bahwa hambatan dalam optimalisasi peran Teknologi Intelijen oleh Ditintelkam Polda Lampung dalam rangka deteksi dini potensi konflik sosial di Provinsi  Lampung antara lain, berasal dari manusia (man) yaitu hambatan dalam mengikuti perkembangan teknologi Informasi; uang (money) yaitu kurangnya dukungan anggaran untuk pengadaan/peningkatan alat-alat khusus (Alsus) Teknologi Intelijen; kemudian hambatan sarana (materials) yaitu perlunya pembaruan peralatan dan software pendukung; dan terakhir metode (methods) yaitu perlunya pedoman baku deteksi dini konflik sosial di wilayah Lampung, belum terciptanya sistem informasi berbasis aplikasi serta belum optimalnya pemberdayaan media pemberitaan. Kemudian optimalisasi peran Teknologi Intelijen oleh Ditintelkam Polda Lampung dalam rangka deteksi dini potensi konflik sosial di Provinsi Lampung lebih mengedepankan pemanfaat peralatan khusus (Alsus) Intelijen serta teknologi informasi yang berkembang.
