Abstract

This research is based on the main problem, namely: accessibility of the Bandung Cicaheum terminal is not optimal. This is thought to be caused by terminal management not yet being implemented. The approach used in this research is terminal management to the accessibility of case study passengers at the Cicaheum terminal. The research method used in this study uses qualitative methods with a case study. On this study, the researcher emphasizes more on investigations to understand social problems, based on respondents' detailed views of the problem. The results showed that the dimension of terminal management had not been carried out especially the planning dimension. The change of authority mandates that type A terminals that serve between cities and provinces become the authority of the central government. It has been three years since the mandate of the Law has been carried out over the function of authority, especially the elements of Personnel, Funding, Facilities and Infrastructure, and Documents (P3D). Research findings since the 2019 Budget Year Bandung City Government through the Department of Transportation has no longer allocated the Cicaheum terminal budget. Likewise, accessibility dimension, especially the intensity factor (density) of land use which is no longer suitable with the current conditions.

Abstract

Abstrak Korupsi di Indonesia sudah hampir menjadi bahagian dari kehidupan masayrakat dan menyusup dalam sistem penyelenggaraan pemerintahan. Ketidakmampuan pemerintah daerah meningkatkan pelayanan kepada masyarakat sekitarnya diperparah lagi dengan merebaknya fenomena korupsi di daerah. Fenomena inilah yang sejak lama menjadi kekhawatiran banyak kalangan berkaitan dengan implementasi otonomi daerah yaitu bergesernya praktik korupsi dari pusat ke daerah. Rumusan masalah dalam artikel ini yaitu mengapa otonomi daerah membentuk perilaku koruptif kepala daerah di Indonesia. Sedangkan untuk tujuan dibuat artikel ini adalah menjelaskan dan menguraikan kepada khalayak mengenai otonomi daerah pembentuk intensi perilaku koruptif kepala daerah. Metode yang digunakan pada penelitian ini, yaitu metode penelitian kualitatif.Teknik pengolahan data dalam penelitian ini, penulis meneliti dengan menggunakan penelitian studi literatur dimana mengumpulkan data-datanya dengan mencari dan menganalisis di berbagai buku, jurnal, media, dan sumber-sumber lainnya. Komisi Pemberantasan Korupsi (KPK) mencatat ada 114 kepala daerah terjerat kasus rasuah sejak 2004 hingga 2019. Rinciannya, 73 orang atau 64% berstatus bupati, 25 orang atau 24% berstatus wali kota, dan 16 orang atau 22% merupakan gubernur. Kata Kunci: Otonomi Daerah, Korupsi, Kepala Daerah Abstract Corruption in Indonesia has almost become a part of people's lives and has infiltrated the government administration system. The inability of local governments to improve services to the surrounding community is exacerbated by the widespread phenomenon of corruption in the regions. This phenomenon has long been related to the implementation of regional autonomy, namely the shifting of corrupt practices from the center to the regions. The formulation of the problem in this article is why regional autonomy shapes the corrupt behavior of regional heads in Indonesia. Meanwhile, the purpose of this article is to explain and describe to the public the regional autonomy that shapes the intensity of the corrupt behavior of regional heads. The method used in this study, namely qualitative research. Data processing techniques in this study, researchers research using literature study research which collects data by searching and analyzing in various books, journals, media, and other sources. The Corruption Eradication Commission (KPK) noted that there were 114 regional heads entangled in rasuah cases from 2004 to 2019. In details, 73 people or 64% were regents, 25 people or 24% were mayors of city cases, and 16 people or 22% were governors. Keywords: Regional Autonomy, Corruption, District head

Abstract

Child protection has been an effort to guarantee and protect children to be able to live, grow and develop with their rights and dignity. However, nowadays there are many incidents of neglecting children, wrong parenting patterns, trafficking, and sexual, physical, and then psychological violence into common problems requiring various parts. Therefore, to follow up, the government must deal with it by collaborating with various stakeholders. This study aims to analyze how the collaboration built by the government and other stakeholders in the prevention and realization of Child-Friendly Cities. The method used in this research is a qualitative approach and a descriptive method. The techniques collection data used in this observation that was in-depth structured interviews with resource persons, and a literature study. The results of this study indicate that the application of strengthening child protection in the city of Bandung between the government and the other stakeholders has shown conformity with the concept of Collaborative Governance although there are some shortcomings in was implementation.
