Abstract

Peraturan kebijakan merupakan produk hukum di luar bentuk Undang-Undang yang dihasilkan oleh parlemen. Salah satu contoh dari peraturan kebijakan yaitu Instruksi Presiden Nomor 7 Tahun 2014 yang di keluarkan oleh Presiden untuk merealisasikan janjinya pada saat kampanye sebagai calon Presiden demi kepentingan masyarakat. Presiden mempunyai hak eksklusif untuk mengeluarkan Instruksi Presiden Nomor 7 Tahun 2014 akan tetapi seharusnya tetap berlandaskan pada peraturan perundang-undangan. Tujuan penelitian ini adalah menjelaskan Kedudukan Instruksi Presiden Nomor 7 Tahun 2014 berdasarkan hierarki peraturan perundang-undangan di Indonesia dan menjelaskan Implikasi yuridis atas dikeluarkannya Instruksi Presiden Nomor 7 Tahun 2014. Penelitian ini merupakan penelitian normatif. Pendekatan penelitian yang digunakan yaitu pendekatan perundang-undangan, pendekatan konsep, dan pendekatan sejarah. Berdasarkan hasil penelitian yang telah diperoleh, dapat disimpulkan bahwa kedudukan Instruksi Presiden tidak termasuk dalam hierarki peraturan perundang-undangan di Indonesia karena Instruksi merupakan produk dari Peraturan kebijakan yang dipayungi oleh diskresi. Dalam hal implikasi yuridis dari Instruksi Presiden Nomor 7 Tahun 2014 jika terjadi penyimpangan pada obyek hukum maka produk hukum yang dihasilkan menjadi tidak sah. Kata Kunci: Instruksi Presiden, Program Simpanan Keluarga Sejahtera, Program Indonesia Pintar Abstract Policy regulation is a legal product which is not included in the form of parliament regulations. An example of policy regulation is Presidential Instruction Number 7 year 2014 which had been stipulated in order to implement president’s resolutions during the election campaign. A president has an exclusive right to issue a presidential instruction, in this case the Presidential Instruction number 7 year 2014. However, it must still be based on the regulation of laws. The objectives of this study are to explain the position of presidential instruction number 7 year 2014 according to the hierarchy of regulation and laws of Indonesia, also to describe the juridical implication on the issue of presidential instruction number 7 year 2014. This study is a normative research which employed statute, conceptual and historical approaches. According to the results, it can be concluded that position of the presidential instruction is not included in the Indonesia hierarchy of laws since the instruction is a product of policy regulation which housed within a discretionary. In the case of juridical implication of the presidential instruction number 7 year 2014, the results showed that if there is any irregularity in the legal object, thus the legal product will be invalid. Abstract

Self-medication is a therapeutic process that involves everything from recognizing symptoms to selecting and using medications. Common or mild illnesses, such as mild fever, mild stomach ache, and diarrhea, are usually treated through self- medication. Diarrhea is a condition involving abnormal or unusual stool production, characterized by an increase in body fluid volume and bowel movement frequency of three times or more. If self-medication is performed improperly, there is a risk of further symptoms arising from the improper use of medications, which can lead to fatal consequences such as death. The purpose of this study is to determine the relationship between mothers' knowledge levels and self-medication behavior for diarrhea in infants at the Laras Hati Sewon Clinic. This study uses an observational method with a descriptive analytical approach and a cross-sectional design, employing simple random sampling as the sampling technique. The sample consisted of 30respondents. The results showed that 77% of mothers at Laras Hati Sewon Primary Clinic had a “good” level of knowledge, 20% had a ‘fair’ level, and 3% had a “poor” level. The level of self-medication behavior among mothers was found to be 64% in the “good” category, 23% in the ‘adequate’ category, and 13% in the “poor” category. The results of the chi-square test analysis showed that there is a relationship between higher education and professional background of mothers, which makes them more effective in managing diarrhea, thereby influencing self-medication behavior in infants, with a p-value < 0.005
