Abstract

Aplikasi emergency button menjadi salah satu strategi yang direalisasikan oleh RSUD dr.IskakKabupaten Tulungagung sebagai salah satu sarana komunikasi untuk diintegrasikan dengan call centerdalam program PSC. Aplikasi emergency button berfungsi untuk mempermudah masyarakat memintabantuan atas segala kasus medis maupun non medis. Penelitian ini bertujuan untuk mengetahui danmendeskripsikan terkait strategi peningkatan pelayanan kegawatdaruratan melalui aplikasi emergencybutton public safety center (PSC) 119 di RSUD dr. Iskak Kabupaten Tulungagung. Jenis penelitian iniadalah penelitian deskriptif dengan pendekatan kualitatif. Sedangkan fokus penelitian yang digunakanmenurut Devry (dalam Ibrahim, 2008:79) terdiri atas : self esteem, exceed expectation, recovery, vision,improving, care, dan, empowerment. Teknik analisis data yang dipakai berupa analisis model datainteraktif oleh Miles dan Huberman meliputi : pengumpulan data, reduksi data, penyajian data, danpenarikan kesimpulan. Sedangkan untuk teknik pengumpulan data melalui : wawancara, observasi, dandokumentasi. Hasil penelitian ini menunjukkan bahwa RSUD dr.Iskak Kabupaten Tulungagung telahmengeluarkan berbagai usaha guna menjalankan semua strategi secara maksimal. Self Esteem, pimpinanbeserta manajemen sudah menjalankan perannya dengan baik dan memberikan dukungan besar dalampenlaksanaan aplikasi emergency button. Exceed Expectation, menggunakan SOP lainnya untukmengcover SOP aplikasi emergency button yang belum ada disertai membuat revisi pada SOPpenjemputan pasien.Recovery, memperhatikan dan menyediakan berbagai sarana komplain serta rutinmelakukan monev.Vision, merencanakan pengembangan aplikasi dan implementasinya telahmenggunakan teknologi hardware maupun software. Improving, memperbarui versi aplikasi jugamenambah menu-menu baru dan ditunjang kegiatan kaizen. Care, melakukan serangkaian pelayananprima untuk memberikan kepuasan serta menetapkan tolak ukur sebagai bahan evaluasipelaksanaan.Empowerment, melakukan pemberdayaan internal dan eksternal serta menerapkan rewarddan punishment.Kata Kunci: Pelayanan Publik, Strategi , Aplikasi Emergency Button PSC The emergency button application is one of the strategies realized by the dr.Iskak RegionalGeneral Hospital of Tulungagung Regency as a means of communication to be integrated with the callcenter in the PSC program. Emergency button application functions to make it easier for people to ask forhelp on all medical and non-medical cases. This study aims to determine and describe the related theimprovement strategy of emergency service through emergency button public safety center (PSC) 119application at RSUD dr.Iskak Tulungagung Regency.This type of research is a descriptive study with aqualitative approach. While the focus of research used according to Devry (in Ibrahim, 2008: 79) consistsof: self esteem, exceed expectation, recovery, vision, improving, care, and empowerment. Data analysistechniques used in the form of interactive data model analysis by Miles and Huberman include: datacollection, data reduction, data presentation, and drawing conclusions. As for data collection techniquesthrough: interviews, observation, and documentation. The results of this study indicate that the dr.IskakRegional Hospital of Tulungagung Regency has put out various efforts to carry out all strategies to themaximum. Self Esteem, the leadership and management have carried out their roles well and providedgreat support in the implementation of the emergency button application. Exceed Expectation, using other SOPs to cover SOPs for emergency button applications that do not yet exist accompanied by makingrevisions to SOP pickup patients. Recovery, pay attention and provide various means of complaints androutinely conduct monev. Vision, planning the development of applications and implementation has usedhardware and software technology. Improving, updating the application version also adds new menus andis supported by kaizen.Care activities, conducting a series of excellent services to provide satisfaction aswell as setting benchmarks as evaluation material for implementation. Empowerment, conduct internaland external empowerment and apply reward and punishment.Keywords: Public Service, Strategy, PSC Emergency Button Application
