Abstract

Peningkatan pembangunan desa dipengaruhi oleh perencanaan pembangunan yang dilakukan, salah satunya melalui kegiatan musrenbang desa. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan musrenbang desa serta adanya peningkatan pembangunan di Desa Gayam, Kecamatan Gurah, Kabupaten Kediri. Penelitian ini termasuk dalam penelitian kualitatif deskriptif. Teknik pengumpulan data melalui observasi pengamatan langsung, wawancara tidak terstruktur, serta dokumentasi berupa foto dan informasi tertulis. Subjek penelitian melibatkan 6 orang yang merupakan sekretaris desa, ketua RW 6, dan 4 masyarakat. Ada enam prinsip yang digunakan dalam perencanaan pembangunan desa menurut Ariadi (2019) antara lain: 1) partisipasi, masyarakat aktif dilibatkan dalam pembangunan desa. 2) transparansi, pemerintah desa transparan terhadap informasi pembangunan yang perlu disampaikan kepada masyarakat. 3) selektif, seleksi masalah dilakukan sesuai kebutuhan masyarakat disetiap wilayah. 4) akuntabel, pertanggungjawaban ditunjukkan melalui tahapan yang dilalui mulai perencanaan sampai realisasi anggaran. 5) pemberdayaan, difokuskan pada pemberdayaan masyarakat desa untuk mengembangkan potensi wisata Pancar Wonotirto dan rest area. Serta 6) keberlanjutan, pembangunan dilakukan secara bertahap sehingga manfaat dapat dirasakan masyarakat. Berdasarkan penelitian yang dilakukan diperoleh informasi bahwa kerjasama seluruh elemen yang ada di masyarakat sangat baik. Mulai dari pemerintah desa, lembaga desa, dan masyarakat. Semua pihak memiliki kontribusi dalam pembangunan desa. Untuk mendukung pelaksanaan pembangunan di desa, hubungan antar elemen masyarakat perlu dipertahankan dengan menjaga komunikasi yang baik. Abstract

The rise of this pandemic period has made the government make many policies to prevent the spread of the Covid-19 Virus, one of which is the Work From home (WFO) policy that must be implemented by all employees, both from private companies and government employees. This study aims to determine the effectiveness of employee performance during the Covid-19 pandemic, especially at the Regional Development Planning Agency (BAPPEDA) of East Java Province. This research is a descriptive qualitative research using data collection techniques in the form of observation, interviews and documentation in the form of photos or other supporting documents. The subjects of this study were 5 resource persons who were employees from various fields at the BAPPEDA office of East Java Province. The measurement of employee effectiveness used by researchers uses effectiveness indicators based on Steers (in Putra, 2018) which consists of 4 indicators, namely, 1) productivity, where employees who do WFO experience an increase in productivity but those who work WFH do not experience an increase, 2) Adaptability, where employees experience a little difficulty when they have to work WFH because not all types of work can be done at home, 3) Job satisfaction, where employees are satisfied with the results of their work during the pandemic, and 4) HR capabilities, where the ability and The skills of employees have increased because they are doing work that is not their job. The results of the analysis show that employees have difficulty adapting to work during WFH because the facilities and infrastructure used in their work are only available in the office. The suggestion from the researcher is to create a platform/application that can be accessed both at the office and at home accompanied by certain facilities or features to make the work of employees easier. Abstract

The rapid development of industry, followed by an increasing population, has an impact on changes in land use. Green Open Space (RTH) is land that has an important role in an area. However, green open space in Gresik Regency has not yet reached the standard according to the regulations specified. This study aims to analyze and describe the management of green open space in the Gresik Regency government using a good environmental governance perspective with qualitative descriptive methods and data collection techniques carried out through interviews with various related information sources, direct field observations, literature studies and documentation in the form of photos and information. written. The research subjects involved the Head of the Gardening and Decoration Division, the Head of the Development Section for Decoration Improvement in the Gardening and Decoration Sector at the Environmental Service, 2 staff employees at the Environmental Service and 5 communities. The results of the study show that: 1) the rule of law, guided by the central and regional legal regulations, 2) participation and representation, the private sector and the community play a role in providing green open land in their environment 3) access to information, on local government websites and Instagram, 4) transparency and accountability, access to information through local government websites and accountability for the annual LKPJ, 5) decentralization, not yet strong enough but decision making is still carried out by the Regent, 6) institutions and institutions, does not have its own green open space agency but each part has carried out its duties in accordance with with its main duties and functions, 7) access to justice, complaints are made on the people's online complaint and aspiration service website as well as on the Gresik Regency public green open space which can be accessed by the public. The overall analysis is quite good but there are some aspects that are not optimal, namely decentralization. So there is a need for innovation from the Gresik Regency government. Abstract

Indonesia merupakan negara berkembang dengan diikuti kemajuan pada segala bidang. Sejalan dengan hal itu, pemerintah sebagai penyelenggara layanan publik merespon dengan berupaya mengembangkan kompetensi pegawai. Penelitian ini bertujuan untuk menganalisis penerapan pelatihan kepemimpinan dalam meningkatkan kinerja aparatur sipil negara di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Lamongan dengan metode penelitian kualitatif. Sebab terdapat temuan di lapangan yaitu instansi yang bertanggungjawab dalam pengembangan kompetensi pegawai terdapat dari 21 pejabat eselon hanya 10 pejabat saja yang telah mengikuti diklat kepemimpinan. Fakta ini lantas menjadi sebuah tanda tanya terkait seperti apa kinerja para pegawai di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Lamongan. Subjek dari penelitian ini Sekertaris, Kepala Bidang, Kepala Sub Bidang dan Staf. Sehingga pengumpulan data dilakukan dengan teknik wawancara, observasi, dan dokumentasi lalu diolah dengan teknik triangulasi. Untuk menganalisis peneliti menggunakan teori kompetensi pegawai menurut Spencer dan Spencer (dalam Kalsum 2017:9) yang memuat 5 aspek dengan hasil penelitian sebagai berikut, a) pengetahuan, dengan diklat kepemimpinan mampu membuat rencana kerja dan membagi jobdesk serta menginformasikan kepada staf, b) keterampilan, bahwa diklat kepemimpinan dapat meng-upgrade keterampilan, memotovasi dan mempengaruhi dalam diri mereka, c) konsep diri dan nilai-nilai, dalam diklat kepemimpinan para pejabat struktural digembleng untuk membangun citra diri dan nilai-nilai khususnya untuk menjadi seorang pemimpin yang baik, d) karakteristik pribadi, dengan diklat kepemimpinan pegawai dilatih cara mengendalikan diri agar tetap tenang walaupun dibawah tekanan dan fleksibel dalam menyesuaikan diri menghadapi rekan kerja yang berbeda dan e) motif, dengan diklat kepemimpinan pegawai mempunyai motif yang sama dalam bertindak yaitu melaksanakan tugasnya berdasarkan visi misi dan tujuan instansi. Sehingga, peneliti memberikan saran kepada pemerintah daerah agar menyediakan sarana dan prasarana untuk pengembangan kompetensi pegawai khususnya pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Lamongan. This study aims to analyze the application of leadership training to improve the performance of civilian government agencies of the Ramongan Regency Human Resources Development Agency using qualitative research techniques. Based on findings from the community, the office responsible for employee skill development, only 10 of the 21 rank employees participated in management training. This fact raises a question mark about the performance of Ramongan Regency Human Resources Development Agency staff. This survey covers secretaries, department heads, deputy department heads, and employees. Therefore, data collection was performed using interview, observation, and documentation techniques and processed using triangulation techniques. Analyze researchers using the theory of employee competence by Spencer and Spencer (Kalsum 2017: 9). This includes five aspects of the research results, including notifying employees that b) Skills, and Leadership Training can improve, motivate, and influence skills. , D) Individual characteristics of leadership training train employees to control themselves, stay calm under pressure, and adapt flexibly to different employees. About the agency's vision, mission and goals. Therefore, researchers advise local governments to provide facilities and infrastructure for employee skill development, especially at the Ramongan Regency Human Resources and Human Resources Development Agency. Abstract

National development is an agenda that must be carried out to the village realm to distribute welfare. The application of village development using the concept of a tourism village requires the participation of the community, whose development can be done with Community-Based Tourism (CBT). One of the villages that applies the CBT concept is Ketapanrame Village, located in Trawas District, Mojokerto Regency, East Java. Researchers used descriptive research methods with a qualitative approach and also case studies. This study aims to describe the role of community participants who are members of community-based tourism in the management of the Ketapanrame Tourism Village. This research focuses on two community groups: KUB Taman Ghanjaran, and Pokdarwis Rakasiwi. Data collection techniques were carried out by interview, observation, and documentation. The results of this study are based on participation indicators according to Theresia in Hajar (2018), which consist of: (1) participation in decision making, KUB Taman Ghanjaran has the authority to regulate management and operations independently, while Pokdarwis Rakasiwi is limited to operations only; (2) participation in implementing activities in which the local society contributes business capital in the form of shares, and the communities contribute their energy to managing human resources, tourist attractions, and media promotions; (3) participation in monitoring and evaluation of development, the two community groups regularly hold evaluation meetings and report income to shareholders; and (4) participation in the utilization of development results which the people involved feeling that they get to benefit from getting jobs and dividends. Although community groups actively participate, there are still criticisms regarding parking services at Sumber Gempong Rice Fields Tourism. Therefore, it is necessary to provide assistance and training on hospitality for Pokdarwis Rakasiwi so that community groups can provide the best service in serving visitors. Of the three sub-villages, only Ketapanrame and Sukorame are used as tourist attractions and have management community groups. It is necessary to involve the Slepi community group to avoid social jealousy between sub-villages managing the Ketapanrame Tourism Village.
