Abstract

Critical attention toward migrant worker issues in the regional level grows in accordance with the universalization of human rights principle. There is no exception in Southeast Asia, where the level of interstate labour migration shows an increasing trend. Cases of exploitation and violence on migrant workers in recipient countries clearly indicate the existence of basic “humanity threat”, which intimidate migrant workers, on social, economic and political structures. Legal protection initiatives have been conducted by international regimes, especially through the Convention on the Protection of the Rights of all Migrant Workers and Members of their Families (1990). However, in ASEAN level, strong interests from each state member has caused difficulties in the ratification of the ASEAN Instrument of the Protection of the Rights of Migrant Workers. Why do most ASEAN countries refuse to ratify the instrument? What is the role of ASEAN in this initiative? This paper examines how far ASEAN countries will protect their workers, which further test their commitment on ASEAN Social Cultural Community 2025’s goal of increasing the quality of people’s life through people-centred and people-oriented cooperation. This paper applies qualitative approach with descriptive analysis method by exploring and understanding the meaning of primary and secondary data. This paper further argues that national interests of recipient countries are the main factor in preventing the ratification of the Instrument of the Protection of the Rights of Migrant Workers in ASEAN. Initiator nations like Indonesia and the Philippines must keep trying to approach other ASEAN state members to encourage creating National Law and standardizing the National Policy for migrant workers as one centralized Customary Law through the Regional Agreement. Centralization will ensure that protection to all migrant workers can be shouldered through risk-sharing practice by all ASEAN state members.

Abstract

Ruang udara nasional negara-negara anggota ASEAN telah ditetapkan menjadi langit terbuka bagi penerbangan diantara sejak tahun 2010. Penerapan kebijakan open sky tersebut tidak seluruhnya dapat dilakukan serempak karena terkait dengan masalah regulasi, penyiapan dan kesiapan infrastruktur karena terkait dengan kondisi ekonomi masing-masing negara dan teknis penerbangan. Kebijakan open sky walau sarat dengan masalah regulasi dan kerjasama internasional dalam bidang bisnis dan ekonomi tetap harus diterapkan. Hal tersebut terkait dengan globalisasi dan peningkatan kesejahteraan regional di Asia Tenggara. Saat ini masalah tersebut dilakukan melalui perjanjian bilateral dan multilateral diantara negara-diantara anggota, termasuk Indonesia, Malaysia dan Vietnam. Praktik penerapan kebijakan open sky terbukti dapat mengembangkan industri penerbangan. Permasalahan ini diteliti dengan menerapkan metodologi penelitian analisis deskriptif dan yuridis normatif. Untuk membahas permasalahan diterapkan teori kedaulatan, teori kebijakan publik dan teori kerjasama internasional agar permasalahan terungkap dengan tuntas. Kata kunci: ASEAN, open sky, industri penerbangan Abstract The national air space of the countries members of ASEAN had been set to be open skies for flights between them since the year 2010. The application of the open sky policy is not entirely can be performed synchronously because of regulatory issues, related to the preparation and readiness infrastructure because economic conditions associated with each country and technical flight. The open sky policy although laden with regulatory issues and international cooperation in the field of business and economy should still be applied. It is associated with globalization and increased regional prosperity in Southeast Asia. Currently the issue is done through bilateral and multilateral agreements between the countries among the members, including Indonesia, Malaysia and Viet Nam. Practice of application of the open sky policy proved to be able to develop the aviation industry. This issue was examined by applying research methodology descriptive and normative juridical analysis. The problem is discussed by implementing the theory of sovereignty, public policy and the theory of international cooperation so that the problems unfold completely. Abstract

The emergence of the Indo-Pacific terminology since 2007 until 2013, which is still growing stronger up until now, has created a new “tension” dynamic among various actors in the region. The term Indo-Pacific at least reflects the exisiting new geopolitics transformation discourse in the regions between Indian and Pacific Oceans. With its strategic position, Indonesia is also active in the development of Indo-Pacific’s discourse and diplomacy. Considering the broad geographical area coverage of the Indo-Pacific concept and various state-actors including involvement of their power distribution and structure, comprehensive and critical analysis of Indo-Pacific phenomenon observation are therefore required. What is the purpose of Indonesia through its Indo-Pacific diplomatic action? Are there any current urgent needs which warrant involvement in these broad geopolitical issues? Does Indo-Pacific answer the needs of Indonesia and ASEAN in the middle of their various multilateral agendas? This paper would like to elaborate on the importance of Indonesia’s or ASEAN’s involvement in the Indo-Pacific by considering real situations, real needs and obstacles to be faced, especially in regards to politics-security challenges. Keywords: Indo-Pacific Phenomenon, Indonesia Diplomacy Abstrak Kemunculan terminologi Indo-Pasifik sejak tahun 2007 hingga 2013 yang menguat hingga sekarang telah menciptakan dinamika “ketegangan” baru antar berbagai aktor kawasan. Istilah Indo-Pasifik setidaknya mencerminkan adanya diskursus transformasi geopolitik baru di kawasan antara lautan Hindia dan Pasifik tersebut. Tidak ketinggalan Indonesia dengan posisi strategisnya juga terlibat aktif dalam pengembangan diskursus dan diplomasi Indo-Pasifik. Menimbang luasnya cakupan area geografis konsep Indo-Pasifik dan banyaknya aktor negara termasuk distribusi power dan struktur yang akan terlibat, maka diperlukan analisis komprehensif kritis dalam melihat fenomena Indo-Pasifik. Apa sebenarnya tujuan Indonesia melalui aksi diplomasi Indo-Pasifik? Apakah ada kebutuhan yang sangat mendesak saat ini untuk terlibat dalam isu geopolitik yang sangat luas ini? Apakah Indo-Pasifik menjawab kebutuhan Indonesia dan ASEAN di tengah agenda multilateral yang sudah sedemikian banyak? Paper ini ingin melihat urgensi keterlibatan Indonesia/ASEAN dalam Indo-Pasifik dengan mempertimbangkan situasi dan kebutuhan nyata serta kendala yang akan dihadapi terutama terkait tantangan dimensi politik-keamanan (security). Abstract

Renewable energy (solar energy, wind, ocean, geothermal, bio-energy) is believed to be a “game-changer” in energy relations between countries and completely change the landscape of international relations. Fossil energy – which will soon become extinct – will inevitably be replaced by renewable energy and this energy transition will be an interesting phenomenon from a global geopolitical perspective. Fossil energy-producing countries, especially coal, oil, and natural gas, will be displaced by renewable energy-producing countries where the accompanying characteristics will change established patterns of strategy and cooperation. As a vast archipelagic country with enormous renewable energy potential, Indonesia – along with other major powers such as the United States, Europe, Russia, China, Japan, India, and OPEC countries – should be able to undertake utilization and mitigation strategies in this major transition. The emergence of the global energy game that will lead to a renewable energy regime is a big momentum that will shape the future of energy geopolitics. Is Indonesia in the right direction and strategy in the context of this energy transition? How can Indonesia's energy strategy and policies position Indonesia internationally and make it a "winner" and not a "loser"? This paper will examine the development of renewable energy in Indonesia, Indonesia's position in the international world and its potential as an international actor.

Abstract

Penelitian ini mengkaji perkembangan kebijakan energi terbarukan di ASEAN dengan studi kasus Indonesia, Vietnam, dan Laos. Menggunakan metode kualitatif deskriptif analisis, studi ini bertujuan untuk memahami strategi dan implementasi kebijakan energi terbarukan di ketiga negara tersebut dalam konteks target ASEAN. Selain itu, konsep ketahanan energi juga dibahas dalam tulisan ini. Hasil penelitian menunjukkan bahwa ASEAN menargetkan 23% energi terbarukan dalam bauran energi regional pada 2025. Indonesia menetapkan target 23% energi baru terbarukan pada 2025 dan 31% pada 2050 melalui Kebijakan Energi Nasional. Vietnam menargetkan 32% listrik dari sumber terbarukan pada 2030 dan 43% pada 2050. Sementara Laos menargetkan 30% energi terbarukan dari total konsumsi energi pada 2025. Meskipun menunjukan komitmen yang kuat, ketiga negara masih menghadapi berbagai tantangan dalam implementasi. Namun, dengan adanya artikulasi kebijakan yang jelas, negara-negara ini terus berupaya untuk merealisasikan target energi terbarukan mereka dan berkontribusi pada upaya global mitigasi perubahan iklim. Abstract

Sektor kelautan dan perikanan merupakan sektor yang tidak lepas dalam membantu meningkatnya perekonomian Negara. Sektor ini pula menjadi salah satu sektor yang terkena dampak saat pandemi Covid-19. Salah satu daerah yang masih terkena dampak pasca pandemi Covid-19 adalah masyarakat nelayan Marunda sebagai salah satu daerah pesisir laut di Kecamatan Cilincing, Jakarta Utara. Munculnya beberapa kendala di sektor ini memunculkan upaya pendampingan dari Tim Abdimas Task Force 13 Revengers untuk mengatasi kendala-kendala tersebut, melalui observasi berkala, pendekatan berlanjut dengan masyarakat setempat hingga interview untuk menganalisa situasi dan mengidentifikasi masalah yang muncul mengawali pendampingan yang dilakukan mulai dari pembuatan alat tangkap ikan sederhana berupa jaring gillnet, pemasaran dan penjualan hingga pengelolaan ikan mulai dari pembukaan tempat pelelangan ikan yang dapat dihadiri oleh seluruh nelayan hingga pengelolaan ikan asap dengan harga jual yang lebih tinggi, peningkatan potensi wisata pemancingan Marunda dengan cara promotion mix baik secara online maupun offline, serta mengoptimalkan koperasi nelayan melalui sosialisasi kepada para nelayan dan mencanangkan beberapa kegiatan di bawah naungan koperasi nelayan untuk masyarakat di dalam maupun di luar wilayah Marunda dengan harapan dapat meningkatkan potensi nelayan di sektor perikanan pasca pandemi dan seterusnya.
