Abstract

ABSTRACTKonser Salam Dua Jari are supported by hundreds of musicians and creative economist toSupport Jokowi-Jk as a presidential-vice presidential candidate, managed to emerge as one of thephenomenon in 2014 due to the presidential election and won the attention over various layers ofcommunity in Indonesia. The problem that arises is how people, especially swing voters,addressing the concert? Is Konser Salam Dua Jari able to provide its own sign or just ends upbeing a regular music concert? Is Konser Salam Dua Jari can explain to what extent the bargainingposition of music in the 2014 presidential election?The aim of research is to explain the position of Konser Salam Dua Jari in the eyes offloating voters and explain the position of music in 2014 presidential election. Where an effort toaddress concerns and objectives of research will be done by using the theory of Simulacra thatfocuses on practical sign to build a simulation.This research is a descriptive research which uses a qualitative approach. This researchusing critical discourse analysis approach by Pecheux. The analytical method used is theframework discourse which Sara Mills proposed by observing the position of the subject-objectposition and their reader-writer position.The results showed that Konser Salam Dua Jari able to give a sign of the magnitude ofpublic support to Jokowi. This means also that Konser Salam Dua Jari is not only a regular musicconcert, it is also supported by news in various online media. Music can also be said to be able toshow its strength as a medium of political campaigns.Key Words: Konser Salam Dua Jari, Political Campaign, Simulation; Counterfeit

Abstract

HANDLING OF SLUMS BY IMPROVING THE QUALITY OF FACILITY AND INFRASTRUCTURE IN PANCURAN SALATIGA CITYWAHYU NUGROHO(POLITICAL AND GOVERNMENT DEPARTMENT OF SOCIAL AND POLITICAL SCIENCE FACULTY, DIPONEGORO UNIVERSITY, SEMARANG)ABSTRACTPancuran is an Settlement area in Salatiga city which includes in dirty settlement criteria. The citizen compactness makes high habitation necessary but it is not balanced with enough land availability, in the end there are so many empty spaces which is built. Incorrect land utilization which is followed by improper supporting housing infrastructure leads to problem which is more difficult to be handled.The type of this research is descriptive analysis through qualitative approach which was meant to present description about situation or phenomenon in research specifically. Data resources were from primary data and secondary data. Informant determining was done by purposive sampling technique at Dirty Settlement in Pancuran. Data collecting, researcher used 3 (three) methods were interview method, observation and documents study.Result of this research shows that government has had some programs to solve dirty settlement problem in Pancuran. Tose programs are house renovation, build IPAL Piping Communal, build Rwhall and infrastructure renovation. Obstacles which is faced by the overnment are land unavailability, low income, society behaviour, land ownership and land status, and lack of traction on law enforcement.In implementing proram, socialization which was done had run well and got an active response from society but unfortunately, nowadays those activities has stopped. Meanwhile, lack of coordination with society had happened because they were seemed blaming each other.Suggestions for the government are they should not only mantain settlement physically but they have to be able to give awareness to society about rules loyality and the importance to keep environment.Kata Kunci: Slums, Problem Solving, Effectivness

Abstract

Ruang Terbuka Hijau merupakan suatu kebutuhan setiap wilayah daerah, dimana ketentuannya diatur di dalam Undang-Undang Nomor 26 Tahun 2007 tentang Penataan Ruang. Setiap daerah kabupaten/kota diharapkan dapat memenuhi prosentase luasan RTH yakni 30% yang terbagi menjadi 20% publik dan 10% privat. Kabupaten Tegal, menurut data yang ada, luasan RTH yang dimiliki sama sekali belum mencapai 30%. Maka penelitian ini dimaksudkan untuk menelaah lebih dalam terkait regulasi pemerintah Kabupaten Tegal terkait dengan pengadaan Ruang Terbuka Hijau, yakni melalui Perda Nomor 10 Tahun 2012 tentang Rencana Tata Ruang Wilayah Kabupaten Tegal Tahun 2012-2032. Penelitian ini dilakukan dengan menggunakan metode kualitatif jenis desktiptif, dengan menggunakan data dan dokumen yang ada, serta penggalian informasi dari informan sektor pemerintah dan masyarakat sipil, yang nantinya akan menjelaskan detail mengenai keadaan sesungguhnya. Serta menggunakan Triangulasi jenis Triangulasai Sumber Data untuk membandingkan data dokumen dengan hasil wawancara mendalam yang dilakukan. Dari segala proses penelitian yang telah dilakukan, dapat diketahui bahwa belum adanya konsistensi kebijakan dan kurangnya kepatuhan terhadap zonasi Ruang Terbuka Hijau yang tersebar di seluruh kecamatan, serta implementasi yang dianggap kurang optimal (peran aktor dan sasaran kebijakan), serta indikator yang menjadi penentu keberhasilan yang belum sepenuhnya diperhatikan. Kata Kunci: Ruang Terbuka Hijau, Kebijakan, Implementasi.

Abstract

Green Open Space is a need for each region of the area, where the provisions stipulated in the Act No. 26 of 2007 on Spatial Planning. Each district / city is expected to meet the percentage of green space area that is 30% which is divided into 20% public and 10% private. Tegal regency, according to existing data, which is owned green space area have not reached 30%. So this study is intended to examine more deeply linked Tegal regency government regulations relating to the procurement of green open space, through Regulation No. 10 Year 2012 on Spatial Planning Tegal Year 2012-2032.This research was conducted using qualitative methods descriptive type, using existing data and documents, as well as extracting information from the government sector and civil society, who will explain the detail of the real state. As well as using triangulation types Triangulasai Source Data to compare the data document with the results of indepth interviews.Of all the research that has been done, it can be seen that the lack of policy consistency and a lack of compliance with the zoning of green open space scattered throughout the district, as well as the implementation of which is considered less than optimal (the role of actor and policy targets), and an indicator that determines success have not been fully considered. Keywords: Green Open Space, Policy, Implementation.
