Abstract

ABSTRACTKonser Salam Dua Jari are supported by hundreds of musicians and creative economist toSupport Jokowi-Jk as a presidential-vice presidential candidate, managed to emerge as one of thephenomenon in 2014 due to the presidential election and won the attention over various layers ofcommunity in Indonesia. The problem that arises is how people, especially swing voters,addressing the concert? Is Konser Salam Dua Jari able to provide its own sign or just ends upbeing a regular music concert? Is Konser Salam Dua Jari can explain to what extent the bargainingposition of music in the 2014 presidential election?The aim of research is to explain the position of Konser Salam Dua Jari in the eyes offloating voters and explain the position of music in 2014 presidential election. Where an effort toaddress concerns and objectives of research will be done by using the theory of Simulacra thatfocuses on practical sign to build a simulation.This research is a descriptive research which uses a qualitative approach. This researchusing critical discourse analysis approach by Pecheux. The analytical method used is theframework discourse which Sara Mills proposed by observing the position of the subject-objectposition and their reader-writer position.The results showed that Konser Salam Dua Jari able to give a sign of the magnitude ofpublic support to Jokowi. This means also that Konser Salam Dua Jari is not only a regular musicconcert, it is also supported by news in various online media. Abstract

AbstrakSkripsi ini membahas tentang Kerjasama LSM dan Masyarakat dalam upaya menekan angka anak putus sekolah melalui anak dampingan di Kelurahan Tandang.Penelitian ini didorong oleh adanya LSM yang bekerjasama dengan masyarakat dalam hal perlindungan anak termasuk pendidikan. Penelitian ini bertujuan untuk menjelaskan kerjasama yang terjalin antara YKKS dengan Masyarakat serta program-program apa saja yang dilakukan oleh YKKS dan kendala apa saja yang dihadapi dalam upaya menekan angka anak putus sekolah. Penulis menggunakan teori Kemitraan dan Pemberdayaan untuk mengkaji hubungan kerjasama dan dampak kerjasama terhadap masyarakat. Metode Penelitian yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif untuk mengetahui kerjasama yang terjalin dan program-program apa yang dilakukan dengan anak dampingan. Hasil penelitian ini menunjukkan bahwa dalam menjalankan program yang dilakukan oleh KKS, selalu melibatkan2masyarakat. Anak dampingan merupakan anak yang didampingi oleh KKS dan berhak untuk menerima manfaat dari program KKS. Terdapat beberapa faktor yang mempengaruhi anak putus sekolah di Kelurahan Tandang dan temuan yang didapatkan dalam berlangsungnya kerjasama tersebut.Kata Kunci : Kerjasama, Pemberdayaan Masyarakat, Anak putus sekolah

Abstract

ABSTRACTStudy of the role of Central Java Information Commissions in encouragingdisclosure of information in Central Java, has purpose to explain the role ofCentral Java Information Commission in encouraging disclosure of informastionas on UU KIP and Additionally described obstacle and proponent factors KI rolein encouraging the achievement of a disclosure in central Java province.In the implementation of the study authors using agency theory, agencytheory which describes the relationship between the donor authority / principal(KI Prov Central Java) to those who run errands / agent (public board) bound bythe Nexus of Contract. This study used qualitative methods, with data collectiontechniques such as interviews as the primary data and documents as secondarydata. In determining the informants using purposive sampling technique, in whichmembers of KI Central Java Province as an informant.In carrying out its role KI Prov Central Java continue to emphasize to thepublic board that is to have a professional Official Information andDocumentation (PPID), where PPID is the people who are assigned specifically tobe PPID instead of an employee that already exist given the dual position intoPPID, found also the group that uses the public information for his own benefit sothat people can not get the necessary information, and also the elements PPIDconducting information asymmetry, where PPID is not doing a deal that is setexample is PPID non-reporting services annual information and does not provideinformation on people for no apparent reason.Finally, although in encouraging disclosure of information in Central JavaKI got a lot of obstacles, but KI continues to strive as much as possible, one ofthem by utilizing the existing civil society so that they continue to force publicbodies to be more transparent. Abstract

ABSTRAKSI Dewasa ini masyarakat luas sudah mulai mengetahui peran penting hutan mangrove. Namun, kerusakan mulai menguasai kelestarian hutan mangrove. Permasalahan kerusakan mangrove ini sangat dihindari oleh Kelompok Prenjak, salah satu civil society yang bergerak di bidang lingkungan hidup di Kota Semarang melalui program eco edukasi wisata desa Tapak, Tugurejo. Dalam penelitian ini, peneliti berfokus pada bagaimana hubungan kemitraan Dinas Lingkungan Hidup Kota Semarang dengan Kelompok Prenjak dalam Pengelolaan Eco Edukasi Wisata Desa Tapak Kota Semarang tahun 2016. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif.Hasil penelitian menunjukan bahwa dalam pola kemitraan antara Dinas Lingkungan Hidup Kota Semarang dan Kelompok Prenjak dalam Pengelolaan eco edukasi wisata Tapak mengalami fluktuatif . Namun, penurunan hubungan kemitraan lebih mendominasi. Dimulai dari tidak adanya komunikasi yang baik sehingga tidak lagi muncul rasa saling percaya, tidak adanya pernjanjian MOU, sarana dan prasana yang kurang memadai, dan tidak adanya peraturan konflik. Permasalahan utama yang menjadi faktor penghambat program eco edukasi wisata Tapak belum berkembang secara optimal, adalah tidak adanya keberpihakan pemerintah Kota Semarang, kaitannya dengan kepemilikan lahan Tugurejo yang telah dijual dan dalam program reklamasi dengan jangka waktu 40 tahun oleh investor.Rekomendasi yang bisa dilakukan untuk tetap mampu mengembangkan pengelolaan eco edukasi wisata Tapak adalah pemkot Semarang dan Prenjak memiliki niat baik untuk membuat ruang terbuka hijau, pembebasan lahan Tapak dan Prenjak melakukan proses lobby, membangun networking ke berbagai pihak dan menyampaikan konsep eco edukasi wisata ke ranah umum.Kata Kunci : Mangrove, Civil Society, Kemitraan

Abstract

INSTITUTIONAL RELATIONS BETWEEN THE EXECUTIVE AND THE LEGISLATIVE OF PREPARATION PROCESS AND ESTABLISHMENT OF THE SEMARANG BUDGET 2016ABSTRACTOne key to governance become effective and efficient is a good budget management. An agency relationship between the executive and legislative in the preparation and adoption of the budgeting will create a scheme for a fluency of governance mechanisms in the region. But in reality, the determination of the budget does not always go without a hitch. Sometimes found differentiation of opinion regarding the decision to be assigned. Political aspects of the budget is more dominating than the bottom up aspects, participatory, and technocratic also important in planning and budgeting.The purpose of this study was to describe the form of institutional relations and on what basis the executive and legislative considerations in the process of preparation and adoption of Semarang city budget in 2016. The method used is a qualitative research method. The research instrument with interviews and documentation study conducted on certain sources.Results of research's found that in the planning process in the city of Semarang is often merely a formality. Authorities were mostly interested in the discussion budgeting phase, because at this budgeting phase more concerned about the cost calculation. The Executive do opportunistic behavior for the superiority of its information while the legislative use superiority powers of its advantages. Rationale used is that the regulation and the priority needs of the community. However the priority making, they found an executive opportunistic behavior on the formulation of programs and legislative behavior is not fully aligned to the constituents.Keyword: Agency Theory, Rational Choice, Budgeting.

Abstract

ABSTRACTIONThis research is done to know perception from the participants Keluarga Harapan Program (PKH) at Kemurang Kulon Village, Tanjung, Brebes 2015 toward program’s benefits. Through understanding the knowledge of program’s benefits, opinions about Keluarga Harapan Program, and evaluation of the Keluarga Harapan Program. This study used a uantitative approach with quantitative descriptive type. These data were obtained through a questionnaire toward the population of Participants Keluarga Harapan Program 2015. Respondents were selected by proportional stratified random sampling technique of proportional calculation with total number of 79 respondents. Furthermore, the data analysis was performed by using SPSS 17.0.The resuls of study showed that the majority of the respondents are giving the perception about Program’s Benefits in sufficient category. Abstract

ABSTRACT This essay entitled "Implementation of the Civil Service Police Unit Performance In Enforcing Violations Local Regulation in Blora". Under the auspices of Drs. Priyono S, M.Si as a mentor I and Drs. Ghulam, S.Sos.M.Si as a mentor II. In this study, the authors brought the performance issue of satuan kerja perangkat daerah (SKPD) with a research focus onSatuan Polisi Pamong Praja (Satpol PP) in Blora, as well as the subject matter defined in this study were: 1). How well the Satuan Polisi Pamong Praja carry out their duties in enforcing peace and order in Blora? 2). How well the Satuan Polisi Pamong Praja in Blora carry out their duties without discrimination? 3. How good Satuan Polisi Pamong Prajaperformance to follow up the enforcement that have been carried out in accordance enforcement of legislation in Blora?This study aims to determine; 1) To determine the Satuan Polisi Pamong Praja performance carrying out their duties in enforcing peace and order in Blora; 2). To determine the Satuan Polisi Pamong Praja performance in Blora carrying out their duties without discrimination; and 3). To determine Satuan Polisi Pamong Praja performance on following up the enforcement that have been carried out in accordance enforcement of legislation in Blora. This research was conducted in the Office of the Satuan Polisi Pamong Praja in Blora. In this study, the theory used by the authors is the theory of performance appraisal belongs to Agus Dwiyanto (2006) which consists of the following five indicators of productivity, cauldron bags of service, responsiveness, responsibility and accountability. The method used in this research is descriptive quantitative method. The researcher’s technique used in data collection were questionnaires, interviews, observation and documentation. This study uses a sampling technique with area proportional random sampling method which is mean the data collection method takes a sample proportionately and randomly in each area with a population sample of 100 respondents. The data have been analyzed by using qualitative analysis. The results of this study showed that the Satuan Polisi Pamong Praja performance carrying out their duties in enforcing peace and order in Blora poorly because only reached 63,71%. This means that the performance of the Satuan Polisi Pamong Praja does not run well. It is known that there are three indicators have no good results, namely productivity, responsibility and accountability, while there are two indicators that get good results and thereare quality of service and responsiveness. This means that according to the performance of the Satuan Polisi Pamong Praja in Blora carrying out their duties without discrimination. As for the performance of Satuan Polisi Pamong Praja to follow up the enforcement that have been carried out in accordance of legislation enforcement in Blora, there are some things that must be addressed to improve the services performance and the quality of human resources, competencies and motivation, improved infrastructure, and further enhance the quality of the relationship of coordination with investigators Indonesian National Police (INP) and related agencies, and should always work in accordance with the rules and operational guidelines applicable, should also be more likely to disseminate to the public so that people know the role and function of Satuan Polisi Pamong Praja. Key Word : Performance, Satuan Polisi Pamong Praja, Local regulation violation

Abstract

This Reasearch discusses about how the realization of partnership that held by the City Government of Bandung and PT Telkom to build the Smart City program and any program as result from the partnership. This partnership is carried out by the Government of Bandung as a government effort to implement the principles of good governance at the local level by involving the business sector in regional development. The results showed that PT.Telkom is the one who takes a lead in the creation of programs of Smart City because of the resources they have are the most widely used than resources owned by the Government of Bandung. In regards to a form of partnership that was used is Build Operation and Transfer in the sense that PT.Telkom responsible for building facilities and infrastructures needed after creating such facilities operated and given ownership to the government as a grant, PT.Telkom was using CSR money to funded it. At the level of program implementation involves many government agencies in accordance with the program generated and therefore needs a decent supervision of the main actors of the partnership. in fact the Government of Bandung surveillance mechanism is so weak that the risk of poor performance of the program is still very possible. However this partnership has resulted programs of innovative public services as a support service improvements. It is expected that the government could improve the oversight function so that the continuity of the program can be guaranteed.Keywords: Partnership, Smart city, Public service
