Abstract

The religious sentiment that occurred at the end of 2017 seemed to have an impact on the political dynamics in Indonesia, and continued in the next political year, one of which was the party of democracy in Central Java. At that time the 2018 Central Java Pilgub was motivated by a political map that tended to be nationalist-religious and scrambled for votes among the Muslim community. Santri is one of the elements of the Muslim social class. Bothsides are from among the santri, namely Taj Yasin and Ida Fauziyah. The researchers were trying todo research on santri and were aiming to determine the level of participation and voting behavior of santri in Demak Regency in the 2018 Central Java’s governor election. This study used a quantitative method with a descriptive type of research.. The research was located in Demak Regency with cluster random sampling technique to determine the samples, and 96 respondents were taken as samples. Then the research data collection uses a questionnaire and literature study instrument. The results showed that the level of participation of santri in Demak Regency in the 2018 Central Java election was low. Abstentions are still high. Then psychologically the santri in Demak Regency are mostly classified as the "negative partisans" type of voters, that is, there is a negative correlation between feeling like the party and the candidates they choose in the 2018 Central Java governor election. Abstract

This research aims to know the implementation of the system policy file without promotion and driving factor as well as a barrier in the implementation of the system policy file without promotion in the BKD of Central Java. The current Government of many utilize the internet in order to better provide services effectively and efficiently, one of which is the promotion of service performed in the province of Central Java. The application utilizes in practice, it is very exciting to be examined because it is a new thing and in the effective value. This type of research is descriptive qualitative data collection techniques with techniques of observation, i.e. the research done by doing a direct observation of the subject as well as in-depth interviews with interviews as well as being supported by primary and secondary data obtained during the research. The subject of research is the BKD Of Central Java. From the results of research show that the system policy file without any promotion is a new policy that provides convenience for civil servants in management of the promotion, due to the system of CIVIL SERVANTS (PNS) no longer need to bother in taking care of the file promotion because all of the files have been uploaded and only stayed there proposed. In addition it is also time saving, faster, as well as facilitate PNS as the object that was awarded the promotion. Then to pendorongnya factor is the availability of human resources, budget, as well as ancillary equipment such as computers and the internet. Penghambatnya factor is the lack of awareness of PNS to supplement and update the information personnel. A summary of this research is that the promotion without file does not completely without a file because the PNS still prompted for the file. Abstract

This research concerns about the merchants’ resistance that happened after the revitalization of Pasar Ir. Soekarno-Sukoharjo which is located at Jalan Jenderal Sudirman no. 53 Sukoharjo Regency. This study becomes the first study of this locus because most of the research on this locus only examines the aspects of revitalization implementation. Resistance aspect becomes an interesting thing to be studied in this research because in revitalization, it tends to prioritize the aspect of the market’s physical improvement. Meanwhile, on the other hand revitalization done gives less attention to social aspects so that a resistance from the traders emerges. Thus, this study is intended to examine further the case related to Merchants’ Resistance During Post Revitalization of Ir. Soekarno Market in Sukoharjo Regency This study is based on the key questions that emphasize its substance of the policy-making actors and actors who reject the research locus. Specifically, to keep this research in the theoretical corridor, the authors conduct the research by referring to the question "How is the merchants’ resistance during the post revitalization of Ir. Soekarno market, what causes it to happen, and how is the resolution done?". In order to answer the questions, the researcher uses qualitative descriptive analytic research method using observation data, in-depth interview, documentation study, visual data, and online data. Qualitative research is chosen because this research method does not emphasize generalization but more focused on one case, so that the researcher can capture the phenomenon as a whole proper to the real condition.Based on the result of the research, it is found that in the context of post-revitalization in Ir. Soekarno market there are merchants’ resistance really found in the form of refusing to occupy the kiosks and los that have been provided. According to the facts in the field, that the main cause of the merchants’ resistance occured is because of the demands of economic needs. The resolution against the merchant resistance that has been done has not been successful because in reality, there are still many kiosks and los being emptied. The resolution undertaken is considered to be less paying attention to the advice of the merchanst as the main actor of the resolution.Keywords: Resistance, Merchant, Post Market Revitalization

Abstract

Analisis pemerintahan dalam pelayanan publik dengan sistem informasi desa dan kawasan pemalang (SIDEKEM) studi kasus di Kecamatan Ulujami Kabupaten Pemalang memiliki tujuan untuk menjelaskan alasan keberhasilan Kecamatan Ulujami dalam menerapkan sistem SIDEKEM, hambatan Kecamatan Ulujami untuk menerapkan sistem SIDEKEM dalam pelayanan di kantor desanya, peran PUSPINDES terhadap keberhasilan tersebut dan yang terakhir respon yang dirasakan masyarakat pengguna layanan di Kecamatan Ulujami terkait penerapan sistem SIDEKEM tersebut.Metode yang digunakan dalam penelitian ini adalah Metode Penelitian Campuran dengan Strategi Embedded Concurrent, dimana pengumpulan data kualitatif dan kuantitatif dilakukan dalam satu waktu. Dalam memperoleh data, peneliti melakukan wawancara pada Dinas Pemberdayaan Masyarakat dan Pemerintahan Desa Kabupaten Pemalang, Pusat Pemberdayaan Informasi dan Desa (PUSPINDES) Kabupaten Pemalang, kantor Kecamatan Ulujami serta menyebar kuesioner kepada masyarakat di wilayah Kecamatan Ulujami. Peneliti juga menggunaka data sekunder dari data dokumen tentang SIDEKEM dan sumber kepustakaan lain seperti buku dan jurnal.Penerapan SIDEKEM membawa perubahan pada kinerja pemerintah dan berdampak bagi masyarakat. Adanya sistem SIDEKEM tidak hanya bertujuan untuk meningkatkan kualitas pelayanan kantor desa di Kecamatan Ulujami namun juga memudahkan masyarakat untuk mendapatkan kebutuhan surat menyurat dari kantor desa karena sudah berbasis teknologi. Akan tetapi kendala utama penerapan sistem SIDEKEM adalah kemampuan sumber daya manusia dalam menggunakan sistem SIDEKEM di pelayanan kantor desa dalam hal ini adalah perangkat desa sehingga menyebabkan masih terhambatnya proses pelayanan, serta ketidakdisiplinan perangkat desa dalam mengikuti pelatihan yang diselenggarakan PUSPINDES, kemudian dilihat dari respon masyarakat sebagai pengguna pelayanan kantor desa di Kecamatan Ulujami mengenai sistem SIDEKEM, sistem SIDEKEM mampu memberikan dampak positif meskipun sebagian besar masyarakat menyatakan “tidak tahu” terkait sudah berlakunya sistem SIDEKEM dalam pelayanan di kantor desa, dan masyarakat tidak merasakan perbedaan yang signifikan karena pada dasarnya perubahan sangat terasa masih di pemerintahan desanya saja.

The data in this study are primary data and secondary data which were obtained from data collection using questionnaires and literature studies.The results showed that the level of participation of santri in Demak Regency in the 2018 Central Java’s governor election was low. The number of abstention is still high. Moreover, the behavior of selecting santri in Demak Regency in the 2018 Central Java’s governor election tended to be rational, most of them made their choices based on the candidate's vision and mission, performance, and track record. There were no influence of money politics on their political attitudes. Abstract

AbstrackThe applicaion of the principle – principle of good governance to improve theperformance of the public service to become one of the main things to establish goodgovernance in serving the community. The role of employee performance becomevery important because in serving the public employees government be in theforefront in the creation of good governance. Performance employee in the service ofcapital investment and integrated service of Klaten as public servants in the licenceare expected to serve the community in accordance with the rules of the order.Research methods used in this study is the method mix approach technique ofdata collection through the Questionnaire and interviews, the study document. Therespondent in this study was the head of licensing, complaints and capital investment.The research results showed that the application of the pronciple – principleof good governance is in compliance and performance measurement officer in theservice of capital investment and integrated sevice of klaten regency entered in thecriteria of good, the highest indicator is on the level of service and procedures claritylowest indicator exist at the level of the reasonableness of the cost. Overallcommunity satisfaction index against the performance of employees in the service ofcapital investment and licensing integrarted klaten regency that is GOOD.Recommendations which could be awarded against the application of theprinciple – prinple of good governance in inproving the performance of publicservice aparatur in klaten regency is DPMPT SP the service of carrying out the workand response ablity training work periodically for employees with the perpose of theemission and vision of the department could be reached and serve the community inaccordance with the existing.Key Words: Good Governance, Performance Measurement, DPMPTSP, Klaten

Abstract

ABSTRACTProgram of active standby village and active standby urban village are development from active standby program that is launched by The Ministry of Health Republic of Indonesia. The core idea of this project is empowering society so they want and be able to solving health problem. The aims of this research is to describe the difference in successful implementation of active standby village and urban village program in Nyalembeng and Gambuhan Village, Pulosari Sub-district, Pemalang Regency of the year 2015. Beside that, this research also aims to identify any factors that causing difference in successful implementation active standby village and urban village program in Nyalembeng and Gambuhan Village in 2015.The method of the research that be used is qualitative approach with collecting data technic consist of observation, interview, and documentation. Informants in this research are Head of Section of Health Promotion and Health Care Insurance of Public Health Pemalang Health Department, Head of Nyalembeng and Gambuhan Village, Midwife of Nyalembeng and Gambuhan Village, Head of FKD (Village Health Forum) Nyalembeng and Gambuhan Village, Health Cadre of Nyalembeng and Gambuhan Village, and also society of Nyalembeng and Gambuhan Village.The result of the research showed that the implementation of active standby village and urban village program in Nyalembeng Village of the year 2015 have been running optimally. The implementation that have been optimally running was supported by existing resources whom have already adequate to supporting the implementation of active standby village and urban village program in Nyalembeng Village. While, the implementation of active standby village and urban village program in Gambuhan Village have not optimally running yet caused by less adequate resources which hamper the implementation of active standby village and urban village program in Gambuhan Village.Keywords: Active Standby Village, Comparison, Implementation

Abstract

On December 9, 2015, for the first time, the Government holds simultaneous region headelection in 264 regions, one of all is Semarang. The most important thing in the election ofMayor and Vice Mayor is participation from all local citizens who already have voting rightsincluding the voters with a disability.This research aims to know the forms and factors that influenced the politicalparticipation of person with disability in Semarang on the Mayor and Vice Mayor election ofSemarang in 2015. The method used in this research is a combination quantitative research andqualitative research method, with the techniques of data collection is questionnaires andinterviews. To determine the sample is used accidental sampling, and to determine the subject ofresearch is used purposive sampling. The result showed that there were some forms of politicalparticipation of person with disability are joining the campaign, supporting a particularcandidate and became a participatory supervisor. Meanwhile, the factors that affect the politicalparticipation of person with disability, including data entry, socialization, facilities andaccessibility.The recommendations that can be done by KPU Kota Semarang is doing socializationseparately, present an interpreter when socialization, and ensure the tools for disability on theballot. The recommendation can be done by the family of the person with disability is not hidingtheir family members with a disability. And the recommendation that can be done by LocalGovernment is improving the database of disability.Keywords: Political participation, Person with Disability, Mayor election

Abstract

Dalam rangka peningkatan persepsi dan partisipasi masyarakat dalam pembangunan diperlukan suatu pendekatan atau metode, untuk meningkatkan peran serta masyarakat dalam proses pembangunan yang bersumber dari masyarakat itu sendiri. Pembangunan desa dimaksudkan untu membantu dan mengacu masyarakat desa membangun berbagai sarana dan prasarana desa yang diperlukan, langkah atau kebijakan yang akan diambil oleh pemerintah dalam melaksanakan pembangunan perlu diletakan dalam suatu kesatuan dengan daerah penyelenggaan pembangunan desa tidak terlepas dari kesadaran setiap penduduk yang tinggal di Desa tersebut, partisipasi dari masyarakat merupakan suatu syarat yang dapat menjamin keberhasilan pembangunan yang pada hakikatnya pembangunan desa adalah susatu proses modernisasi yang mengantarkan masyarakat, Bangsa dan Negara Indonesia kearah penghidupan yang lebih baik di masa depan. Dalam mewujudkan pembangunan di desa khususnya pembangunan di desa secara swadaya, partisipasi atas kemauan sendiri lebih di butuhkan dari pada partisipasi masyarakat desa secara swadaya. Penelitian ini dilaksanakan di desa Tanjungrejo dan desa Plangitan.Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif dengan pendekatan kuantitatif kualitatif yang dilakukan dengan menyebar angket dan wawancara mendalam serta observasi langsung di lapangan agar di dapatkan gambaran secara langsung tentang keadaan yang ada di lapangan atau tempat penelitian tersebut. Hasil penelitian yang diperoleh menyatakan bahwa secara umum persepsi dan partisipasi masyarakat Desa Tanjungrejo dan desa Plangitan dalam pelaksanaan program pembangunan yang ada di desanya sudah tergolong baik. Namun demikian masih terdapat faktor-faktor yang menjadi hambatan partisipasi dari masyarakat Desa Tanjungrejo dan desa Plangitan seperti persepsi yang negative terhadap pembangunan desa, kekecewaaan terhadap program yang tidak berjalan, dan hasil pembangunan yang kurang memuaskan.Kata kunci : Persepsi, Partisipasi, Pembangunan Infrastruktur Desa.

Abstract

Perum Perhutani sebagai BUMN yang mengelola hutan negara memiliki tanggung jawab sosial kemasyarakatan (corporate social responsibility). Sebagai bentuk tanggung jawab sosial, Perum Perhutani membuat Sistem Pengelolaan Sumber Daya Hutan Bersama Masyarakat (PHBM). Sistem ini merupakan upaya pemberdayaan masyarakat desa hutan sebagai mitra sehingga masyarakat dapat mandiri dan sejahtera. Lembaga Masyarakat Desa Hutan (LMDH) Aman Sentosa dan LMDH Wonosari Lestari adalah LMDH turut bekerjsama dalam PHBM dengan Perum Perhutani KPH Pati. Pada Tahun 2016, hasil evaluasi menunjukkan LMDH Aman Sentosa berada pada kategori LMDH mandiri sedangkan LMDH Wonosari Lestari berada pada kategori LMDH muda. Adapun tujuan dari penelitian ini adalah untuk mengetahui implementasi pemberdayaan PHBM di kedua LMDH tersebut dan mengetahui faktor pendorong dan penghambat implementasi pemberdayaan tersebut.Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data yaitu wawancara dan studi dokumen. Informan pada penelitian ini adalah Staff Divisi PHBM Perum Perhutani KPH Pati, Ketua LMDH Aman Sentosa, Ketua LMDH Wonosari Lestari, Sekretaris LMDH Aman Sentosa, sert Sekretaris LMDH Wonosari Lestari.Hasil peneltian menunjukan bahwa implementasi pemberdayaan yang dilakukan melalui Sistem PHBM di LMDH Aman Sentosa sudah mencakup pemberdayaan bina manusia, bina kelembagaan, bina usaha, serta bina lingkungan. Faktor yang mendorong serta menghambat implementasi pemberdayaan di LMDH Aman Sentosa dan LMDH Wonosari Lestari adalah komunikasi, sumber daya, stuktur organisasi, dan disposisi. Rekomendasi yang dapat diberikan untuk Perum Perhutani meninjau kembali peraturan yang mengatur proporsi sharing tanaman kehutanan. Rekomendasi yang dapat diberikan untuk Perum Perhutani Perum Perhutani KPH Pati adalah agar lebih banyak melakukan sosialisasi serta intensif menarik pihak ketiga. Kata Kunci: Sistem Pengelolaan Sumber Daya Hutan Bersama Masyarakat (PHBM), Implementasi Pemberdayaan
