Abstract

ABSTRACTIn the current era of reform the system of government based on absolute good governance to be applied, especially in the implementation of public services. The implementation of public services no longer aims only to meet statutory or considers administrative matters alone, but about government accountability and promote community. Implementation of good governance should be applied at the One Stop Services (OSS) which is where the licensing services ranging from application stage to the stage of issuance of documents in one place. The purpose of this study is to see how far the application of the principles of good governance in the One Stop Central Java Province. In addition, to determine the factors of success and constraints faced in the implementation of the licensing service towards good governance. This research uses descriptive quantitative and qualitative approaches. The data were obtained from questionnaires, interviews with informants, observation, and documentation. This study uses a case study approach.The conclusion of this study indicate that the quality of the services contained in UPT PTSP Central Java province has been referring to the principles of good governance. There are success factors of the background for good governance are among others the implementation of information technology-based services, the absence of charge, PTSP staff who dared to act decisively reject the fraud, and procurement licensing outlets outside the area of the city of Semarang. In addition there are also constraints encountered include the completion of licensing is not timely, the lack of availability of employees, complexity of licensing online filing, and a lack of security or back up to the front office employee. Advice can be given that is more clarified the timing of licenses, in increased numbers of employees in UPT PTSP, online licensing restyled with in facilitates and shorten, and in perkuatnya security or backing up.Keyword : Evaluation, Public Service, One Stop Services

Abstract

ABSTRACTSince the enactment of Regulation (UU) number 6 year 2014 about Village, each village will be given Rp. 1 billion. This village funds are prioritized for the development and empowerment of village communities. Under supervision of the use of village funds, the government of Banyuwangi through Village and Community Empowerment Office created an integrated village budgeting system by online. This system is called E-Village Budgeting (E-VB). This system is purposefully created for budget transparency, providing convenience in administrative accountability, financial control of the district level, as well as the ease of financial accountability and evaluation.This study is conducted through mixed method between quantitative and qualitative research by using observation data, interviews, documentations and questionnaires to explain in detail the real situation and use triangulation of data sources, methods and theories. Qualitative method is used to explain in detail about the innovation of village financial governance, while quantitative research method is used as supporting to explain the situation in society.Based on the study, the result shows that E-VB application system in accordance with the theory and innovation concept. This system is an innovation designed to facilitate village government's financial governance by utilizing the internet network in every village. The implementation of E-VB system has been successful with less constraints.Based on the researcher’s observation, the problem is servers are often down, especially when many village apparatus are using the E-VB application concurrently. In the future, the Government of Banyuwangi must increase the number of existing servers for the future E-VB application system can be operated more appropriately.Keywords: Innovation of Village Government Financial Governance, E-Village Budgeting

Abstract

BUREAUCRATIC REFORM OF ORGANIZATION IN AN EFFORT TO IMPROVE PUBLIC TRANSPORT SERVICES (CASE STUDIES IN TERMINAL MANGKANG MANAGEMENT)ABSTRACTBureaucratic reform is essentially an effort changes made consciously, to position themselves (bureaucracy) is back, in order to adapt to a dynamic environment dynamics, as well as to improve the performance of the bureaucracy in providing service to the community. The Terminal is the terminal type Mangkang that exists in the city of Semarang and managed by Dishunkominfo Semarang. As a public facility, the terminal should be able to provide a service to the community with the best. However, since the terminal mangkang operated until this time the terminal was still not functioning with optimal in providing service to the community, therefore Dishubkominfo considered the need for reform in UPTD Terminal Mangkang as terminal Manager mangkang in order to improve its performance in managing mangkang terminal in order to provide good service to the community.The purpose of this study is to find anything bureaucracy reform of government especially the uptd terminal mangkang as the management of mangkang terminal . A method of research used is research methodology qualitative. The research was done at the uptd terminal mangkang and terminal mangkang. Instrument research by interviews, observation and study documentation was done with certain sources.The result of this research indicates that there are some effort of reforms, reform efforts done by means of change the organizational structure, change behaviors and habits of employees and providing education and training. The obstacles faced by in reform efforts are poor quality of human resources and lack of budget for education and training.Advice provided to Dishubkominfo Kota Semarang is need of study and research deep relating to the effectiveness of management systems mangkang terminal, there should have been study thoroughly related potential mangkang terminal, there should have been good coordination with other parties in optimizing terminal mangkang, improvement facilities terminal , and perform various innovations such as smartcard , barcode door , and the installation of cctv in the station .Keywords: bureaucratic reform , public transport services , mangkang terminal.
