Abstract

Ngadimulyo’s Tourism Village is a program that aims to develop tourism potential in Ngadimulyo Village. Papringan Ngadiprono Market provides an opportunity for Ngadimulyo Village to develop tourism potential in other hamlets. There were several problems in the process of developing the Ngadimulyo’s Tourism Village, one of which was the corruption case in tourism financial assistance by the Head of the Ngadimulyo Village, the Secretary of the Ngadimulyo Village, the Former Head of the Ngadimulyo Village, and the Head of the Ngadimulyo’s Tourism Village. This problem creates new problems, such as inactive management and tour packages, and several other problems. This research is a qualitative research that aims to produce a development strategy for the Ngadimulyo’s Tourism Village. This research uses the theory of strategic management and tourism village development as a basis for analyzing the internal and external of Ngadimulyo’s Tourism Village. The analysis of the internal and external environment is then identified and evaluated using analytical tools, the SWOT Matrix (Strength, Weakness, Opportunity, Threat) and Bryson's Litmus Test. Based on the results of this research, it shows that there are four strategic issues for developing the Ngadimulyo’s Tourism Village, including: 1) Developing tourism potential outside the Ngadiprono’s Hamlet; 2) Involving other hamlet communities in the management and development of the Ngadimulyo’s Tourism Village; 3) Improving the financial management of Ngadimulyo’s Tourism Village; and 4) Maximizing coordination with government and the private sector to support the development of the Ngadimulyo’s Tourism Village.

Abstract

The pottery education tourism village is an innovation by the village youth that aims to preserve the pottery potential of Rendeng Village. This tourist village was developed by the Rendeng Village Government because the potential for pottery produced by residents is very large to help the community's economy. This study aims to analyze the role of village governments in the development of tourism villages and analyze the supporting and inhibiting factors of the role of village governments. The type of research is descriptive qualitative, with techniques through interviews, observations, and documentation. The results of the study show the role of the Rendeng Village Government as a social animation, namely providing extensive opportunities for BUMDes and Karang Taruna and initiating tourism development programs; mediation and negotiation, namely holding village rembug and socialization; providing support, namely conducting coaching and moral support to citizens; group facilitation, namely building infrastructure; utilization of resources and skills, namely carrying out coaching and training to the community; and the role of organizing, namely monitoring and evaluating village community organizations. This role has not been fully optimized because there are obstacles related to the low level of education of some residents, limited funds, and the absence of village regulations. Researchers provide advice to village governments to conduct coaching and training; seek financial assistance and establish cooperation with outside investors; and immediately create a legal basis related to tourism villages.

Abstract

The Simpang Tujuh Square area is a red zone area for street vendors. Before there was a regent regulation, the area was a yellow zone, so the area was full of street vendors. This study aims to identify and analyze the implementation of street vendor management policies in Simpang Tujuh Square Area, Kudus Regency, and the factors that support or hinder the implementation of street vendor management policies. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, observation, and documentation. The results of the study show that the implementation of the street vendor arrangement policy in the Simpang Tujuh Square area has not been carried out properly. There are some activities whose implementation is not yet good, namely structuring activities and monitoring activities, while street vendor development activities carried out by the Kudus Regency Trade Office have been going well. Based on the results of the analysis of the implementation of the PKL structuring policy, it can be seen that the compliance level of implementing actors in structuring street vendors in the Simpang Tujuh Square area, Kudus Regency, has not been maximized. Regarding the smooth running of routines or activities in the implementation of the PKL structuring policy, there are still obstacles, so there are activities that cannot be carried out. Regarding the expected performance and impact, it shows that the performance in implementing the street vendor arrangement policy in the Simpang Tujuh Square area is shown to be in line with the impacts faced, both negative and positive impacts. Factors that support policy implementation, namely communication, bureaucratic structure, and attitude of implementers, while factors that hinder namely resources and economic environment.

Abstract

Penelitian ini dilatarbelakangi adanya keluhan dan ketidakpuasan terhadap kinerja pegawai dalam melakukan pelayanan kepada masyarakat di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Brebes. Tujuan penelitian ini yaitu (1) Mengetahui dan menganalisis seberapa besar pengaruh disiplin kerja Tenaga Harian Lepas Dinas Kependudukan dan Pencatatan Sipil Kabupaten Brebes, (2) Mengetahui dan menganalisis seberapa besar pengaruh motivasi kerja terhadap kinerja Tenaga Harian Lepas Dinas Kependudukan dan Pencatatan Sipil Kabupaten Brebes, (3) Mengetahui dan menganalisis seberapa besar pengaruh disiplin kerja dan motivasi kerja terhadap kinerja Tenaga Harian Dinas Kependudukan dan Pencatatan Sipil Kabupaten Brebes. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif eksplanatori, dengan 44 sampel. Teknik analisis menggunakan uji validitas, uji reliabilitas, koefisien konkordasi kendall (W), korelasi kendall tau, dan koefisien determinasi. Hasil penelitian menunjukan bahwa (1) Disiplin Kerja terhadap Kinerja Tenaga Harian Lepas memiliki nilai koefisien korelasi sebesar 0,586 dengan nilai R Square sebesar 79,8%; (2) Motivasi Kerja terhadap Kinerja Tenaga Harian Lepas memiliki nilai koefisien korelasi sebesar 0,283 dengan nilai R Square 31,9%; (3) Disiplin Kerja dan Motivasi Kerja terhadap Kinerja Tenaga Harian Lepas memiliki nilai koefisien korelasi sebesar 0,335 dengan nilai R Square sebesar 82,6%. Berdasarkan hasil tersebut disimpulkan bahwa terdapat pengaruh antara Disiplin Kerja dan Motivasi Kerja terhadap Kinerja Tenaga Harian Lepas pada Dinas Kependudukan dam Pencatatan Sipil Kabupaten Brebes. Saran yang diberikan yaitu dengan terus mengoptimalkan dan mempertahankan disiplin dan motivasi secara bersamaan untuk menghasilkan kontribusi pengaruh yang besar tehadap Kinerja Tenaga Harian Lepas Dinas Kependudukan dan Pencatatan Sipil Kabuipaten Brebes.

Abstract

Kartu Identitas Anak (KIA) merupakan instrumen identitas diri anak yang berusia dibawah 17 tahun dan belum menikah yang diterbitkan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten/Kota. Penelitian ini bertujuan menganalisis inovasi pelayanan KIA melalui SI D’nOK serta faktor pendukung dan penghambatnya. Dinas Kependudukan dan Pencatatan Sipil Kota Semarang menciptakan sebuah inovasi pelayanan kependudukan yaitu SI D’nOK. Inovasi SI D’nOK melingkupi berbagai jenis pelayanan administrasi kependudukan termasuk KIA. Penelitian ini membahas inovasi pelayanan KIA melalui SI D’nOK secara online menggunakan teori atribut inovasi untuk menganalisis fenomena penelitian serta faktor pendukung dan penghambat inovasi. Hasil penelitian menunjukkan bahwa inovasi pelayanan KIA melalui SI D’nOK memiliki keuntungan relative yaitu tidak membutuhkan biaya, mudah dan hemat waktu, memiliki kesesuaian yaitu sesuai dengan pelayanan terdahulu, sesuai dengan nilai, norma dan kebutuhan masyarakat, memiliki kerumitan yaitu dalam hal menunggah persyaratan, memiliki ketercobaan yaitu adanya pengujian inovasi serta sosialisasi kepada masyarakat dan memiliki keterlihatan yaitu adanya mekanisme pelayanan yang mudah serta meningkatnya tingkat kepemilikan KIA di masyarakat Kota Semarang. Inovasi pelayanan KIA melalui SI D’nOK memliki faktor pendukung antara lain adanya keinginan untuk merubah diri, adanya kebebasan untuk berekspresi dan tersedianya sarana dan prasarana. Namun, terdapat faktor penghambat yaitu proses unggah persyaratan yang berbelit serta kurangnya sosialisasi terkait inovasi yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kota Semarang.

Abstract

The E-Warong Mandiri Jaya program is a poverty alleviation program in Indonesia through the distribution of food assistance which is carried out electronically and managed by the community independently by utilizing capital from the government. The implementation of the E-Warong program determines the success of increasing community welfare. The problem in this study is shown by the decrease in the number of EWarong customers from year to year and the change in the distribution system to cash which is not in accordance with the concept of the E-Warong program which carries the electronic theme. This study aims to analyze the implementation of the E-Warong Mandiri Jaya program along with its driving and inhibiting factors. Method study that is chosen is descriptive qualitative by collecting data through interviews, observation, and documentation. This research is studied using implementation theory from Charles O. Jones which is reviewed from 3 aspects, namely organizational aspects, interpretation aspects, and application aspects. Based on the results of the research, the implementation of E-Warong Mandiri Jaya has not been successful because there are several inhibiting factors caused by the existence of people who are dissatisfied with the assistance provided so they shop at other stalls, besides that there is a policy issued by the Indonesian Ministry of Social Affairs which causes overlapping directions so that the implementation of EWarong Mandiri Jaya is not optimal

Abstract

Kualitas pelayanan publik pada DPMPTSP Kota Semarang dipengaruhi oleh inovasi Si-Imut dan kinerja aparatur, namun berdasarkan data lapangan yang ditemukan masih terdapat beberapa permasalahan pada inovasi Si-Imut dan kinerja aparatur. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh inovasi Si-Imut dan kinerja aparatur terhadap kualitas pelayanan publik pada DPMPTSP Kota Semarang.

Abstract

This research is motivated by the large number of MSME actors in Blora who do not have business licenses. The purpose of this study was to analyze the performance of the DPMPTSP of Blora Regency in providing licensing services for micro, small and medium enterprises in Blora Regency along with their inhibiting factors. The theory used is the theory of organizational performance by Agus Dwiyanto and the theory of organizational performance by Selim and Woodward. This study uses a qualitative descriptive research method. The results of the study show that the performance of the DPMPTSP of Blora Regency in providing business license services has not gone well. There are performance criteria whose application has not improved, namely service quality criteria, responsiveness criteria, accountability criteria. The criteria that have been implemented quite well are productivity criteria, responsibility criteria, and equity criteria. Then the factors that become obstacles are in the form of a network system, the limited authority of the DPMPTSP relating to other authorities that are outside the authority of the DPMPTSP, human resources employees who have not been able to provide good service to the community. The advice that can be given by researchers is that DPMPTSP must improve the quality of services by various outreach through the media or in person and ball pick-up services so that service procedures become clear, carry out service monitoring and carry out routine evaluations, conduct training for officers on a regular basis, and coordinate with all stakeholders involved so that there is no miscommun
