Abstract

ABSTRAK Kota Semarang merupakan salah satu kota dengan jumlah kasus kekerasan pada anak yang cukup banyak, untuk menanggulangi hal tersebut maka pemerintah Kota Semarang menjalanan kebijakan perlindungan anak dari tindak kekerasan. Tujuan dari Penelitian ini adalah mengevaluasi dan mendeskripsikan bagaimana pelaksanaan kebijakan tersebut dan kendala yang dihadapi dengan memperhatikan aspek-aspek: kelembagaan, pembiayaan, penyelenggaraan perlindungan, kerjasama dan kemitraan, pembinaan dan pengawasan. Penelitian ini menggunakan pendekatan kualitatif-deskriptif. Teknik penentuan informan yang digunakan adalah teknik purposive sampling dan snowball sampling dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis dan interpretasi data menggunakan teknik analisis data penelitian kualitatif dengan teknik validitas data triangulasi sumber. Hasil dari penelitian menunjukan bahwa pelaksanaan kebijakan perlindungan anak dari tindak kekerasan di Kota Semarang sudah dilakukan dengan baik namun masih kurang optimal karena adanya beberapa kendala diantaranya kurangnya sumberdaya manusia, keterbatasan anggaran, partisipasi masyarkat yang masih kurang, stigma negatif dari masyarakat, sulitnya mendapatkan sekolah bagi korban kekerasan, dan pengawasan yang tidak periodik. Saran yang dapat diberikan adalah: penambahan jumlah anggota lembaga, pemerintah harus lebih tegas terhadap perusahaan untuk melakukan CSR, perlu adanya kegiatan pencegahan diluar pendidikan formal, perlu adanya peningkatan kegiatan pemantauan, perlu adanya tindakan kooperatif dari pihak sekolah, dan peningkatan kegiatan sosialisasi.

Abstract

ABSTRACT Semarang is one of the cities with a higher number of children's violence cases, to cope with this, the government of Semarang implementing the policy of child protection from violent acts. The purpose of this research is to evaluate and to describe how the policy is being held and the constraints faced with considering the indicators: institutional, financing, protection, cooperation and Partnerships, coaching and supervision. This research uses a qualitative descriptive approach. The informant determination techniques used are purposive sampling techniques and snowball sampling with data collection techniques through observation, interviews, and documentation. Analysis and interpretation of data using qualitative research data analysis techniques with the validity technique of source triangulation data. Results of the study showed that the implementation of child protection policy from violence in the city of Semarang has been done well but still less optimal because of some constraints including lack of human resources, Budget constraints, still less community participation, negative stigma from society, the difficulty of getting a school for violent victims, and not periodic supervision. The advice that can be given is: the addition of the number of members of the Board, the government must be more strict to the company to conduct CSR, need to prevent activities outside of formal education, need an increase in monitoring activities, need to A cooperative action from the school, and an increase in socialization activities.

Abstract

In the framework of the intellectual life of the nation, as mandated in the preamble of the Indonesia Constitution on 1945 in the fourth paragraph. The Government of the Province of Central Java has published Regulations about a Arrangement the Library, that is an activity planning, management, preservation, development, coaching and supervision of the Library. The policy was formulated to solved existing problems one of them a low interest of reading society. The purpose of the research was to find out how the Implementation of the Arrangement the Library in the District of Kendal and to know of factors support and obstacle of implementation. The method used in this research was qualitative-descriptive. Based on the results of research in the Office of Library and Regional Archives in The District Of Kendal as the main executor of Kendal government in the sector of library. That the Implementation policy of Arrangement the Library in the District of Kendal on 2014 have not been implemented maximally. Because there are still some targets achievement RPJMD library sector at Kendal in 2010-2015 has not been reached. Target performance indicators on the RPJMD yet achieved one of them is the level of library visitors. In the implementation of this policy there are still obstacles such as communications that has not been going well, limited human resources, facilities and infrastructures supporting the Library is still limited. The result of this research can be concluded that the implementation of arrangement the library in the Districtof Kendal in 2014 has not been implemented maximally. Suggestion from researcher is the Office of Library and the archive area of Kendal as implementers are expected to further improves communication in socialization of the Library and the interests of reading to the general public. Then the addition of budget to the section of Library for the procurement of non-permanent employees (npe) to fill a shortage of librarians and Library technical personnel, as well as improving infrastructure facilities of the Library.

Abstract

The city is an area that has various problems if doesn’t not managed properly. Along the time and the development of technology, Smart City comes to offer improvements to urban problems. Not only big cities in the world, Semarang as one of the big cities in Indonesia also enlivened the existence of Smart City in Indonesia. The implementation of Smart City which has high complexity must be supported by a strong regulation. Based on those needs, the Government of Semarang City formulated a Semarang Smart City policy. The problem that arises is what is the role of the actor in policy formulation of Semarang Smart City? The purpose of this study was to determine the role of actors in the Semarang Smart City policy formulation. This study uses a qualitative approach, a type of descriptive research. The results showed that there were 28 actors involved which consisted of three elements, state, private, and society. There 24 state actors, 4 private actors, and no society actor were involved. The three actors (state, private, and society) have different roles, causing a relationship between the three policy actors. The relationship between policy actors has an impact on the emergence of power and interest among policy actors and the value orientation adopted by each policy actor. Policy formulation encountered obstacles, like a lack of private and society participation which create an impression of the dominance of the role of the state. Researchers recommend the Semarang City’s Government to increase the involvement of private and society elements. In addition, a synergistic strategy between policy actors is needed so that policy formulation takes place properly.

Abstract

Pemuda memiliki peran strategis dalam perubahan yang fundamental dalam pembentukan karakter bangsa Indonesia melalui program Peningkatan Upaya Penumbuhan Kewirausahaan dan Kecakapan Hidup Pemuda. Maka, perlu peranan negara dalam memberdayakan pemuda pemuda Indonesia. Berdasarkan data yang diperoleh dari Sakernas Agustus 2011-2013 Jawa Tengah, TPT di Kabupaten Batang mengalami fluktuasi dimana TPT pada tahun 2012 sebesar 5,90% dari 5,91% pada tahun 2011 dan 6,98% pada tahun 2013. Tujuan dari penelitian ini adalah untuk mendeskripsikan bagaimana proses implementasi program Peningkatan Upaya Penumbuhan Kewirausahaan dan Kecakapan Hidup Pemuda di Kabupaten Batang. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif tipe deskriptif. Adapun penentuan informan dalam penelitian ini menggunakan teknik snowballing. Selanjutnya teknik pengumpulan data yang diterapkan ialah wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa Implementasi Program Peningkatan Upaya Penumbuhan Kewirausahaan dan Kecakapan Hidup Pemuda (PUPKKHP) dalam Rangka Mengentaskan Pengangguran Pemuda di Kabupaten Batang masih belum maksimal. Dari ketiga tahapan dalam proses implementasi program ini masih terdapat hambatan-hambatan. Maka dapat disimpulkan bahwa adanya program ini belum mampu mencapai tujuan yang diharapkan yaitu mengurangi pengangguran pemuda sebab belum adanya solusi dalam hal permodalan dan bimbingan secara praktik benar-benar dilapangan serta tidak maksimalnya anggaran yang mempengaruhi ketersediaan waktu serta fasilitas pelatihan yang mana juga diakibatkan dari tidak dijabarkannya program secara langsung oleh Disdikpora 2 sendiri. Disarankan agar ada sistem pinjaman modal, bimbingan saat merintis usaha, dan membuat sitem sewa alat.

Abstract

Program of street children handling in Semarang city is based on the mayor’s decree no. 462/133 of 2002 which is about the formation of the coordinating social problem’s team. Street children handling program in this research through cooperation with Pelangi shelter. The purpose of the program is to preventing the child to stop doing the activity in the street. The evaluation models are used is the Single Program After-Only by Finterbusch and Motz. Evaluation of this program to see the result on street children handling programs will be viewed using criteria-criteria evaluation of policies according to Dunn are: effectiveness, efficiency, sufficiency, alignment, responsiveness, and accuracy. The barriers program that is viewed with achievement of each program according to the evaluation criteria of the policy by Dunn. Street children handling program result by Social, Youth and Sport Services of Semarang City through Pelangi shelter where in this criteria evaluation, there are still five criterias judged not good, based on the effectiveness, efficiency, sufficiency, alignment, and responsiveness. On the accuracy activities is considered good. Barriers to programs such as lack of commitment from the Social, Youth and Sport Services of Semarang city and the Pelangi shelter making activity stalled in the middle of the road. Lack of mentoring and controlling is also a barrier to factor in this program.Overall many judgment that haven’t been good on these evaluation criteria, then program which have run not been expressed successfully. Recommendations of this program, such as strengthening strategy and commitment of program implementor, assessment in detail on the balance between the time required and the volume of the service recipient, and continued assistance who receive benefits from the program.

Abstract

Tourism is one of the construction sector which is currently being promoted by the government into the background of this research. The problem that arises: Implementation of promotion policy of the government tourism potential Pemalang Objective To describe the implementation of the research for policy promotion of tourism potential in Pemalang. Efforts to address concerns and purpose of the study conducted using qualitative approach in addressing the issues contained in the Department of Culture and Tourism Pemalang. The results showed forms of promotion done by the Department of Tourism and Culture Pemalang include: promotion in the form Personal selling is done through exhibitions and events. Inhibiting factors include the readiness of the development gap between the attractions with incessant promotion that has been conducted by the Department of Tourism and Culture and related parties does not occur effectively. Advised the Department of Tourism and Culture Pemalang optimize all forms of promotion of tourism in the district of Pemalang district so as to attract visitors significantly through the cooperation of the tourism business.

Abstract

This research entitled “Analysis of The Effect of Leadership and Competence of Human Resources on Employees Job Performance in Inspektorat Jenderal Kementerian Pendidikan dan Kebudayaan”. This research is based on fact that employees job performance in Inspektorat Jenderal Kementerian Pendidikan dan Kepegawaian have several problems such as late for attendance, procrastination completion of the work, and the other factors. The purpose of this research is to find out the effect of leadership and competence of human resources in Inspektorat Jenderal Kementerian Pendidikan dan Kebudayaan. Employee job performance is the result of an employee in a particular period. Employee job performance is influenced by several factors such as individual factors, leadership factors, team factors, and system factors. This research is focusing on individual factor that include competence of human resources and leadership factor that include leadership that applied by the leader. This research methodology uses a quantitative approach. The research sample is amount 100 respondents. Method of collecting data in this research by using a questionnaire given to the entire sample in this research. This questionnaire using likert-type scale and through the stages of validity, reliability test, cross tabulation analysis, correlation analysis kendall, coefficient determination test, and kendall concordance test as data processing method. Based on this research, leadership and competence of human resources have an effect on employee job performance in Inspektorat Jenderal Kementerian Pendidikan dan Kebudayaan. This results is proved by coefficient determination test that shows leadership and competence of human resources have an effect ammount 47,20% on employee job performance. However, there are several indivators of leadership and competence of human resourch need to be improved to increase the performance of both the leadership and employees.

Abstract

Kasus HIV/AIDS di Kota Semarang setiap tahunnya terus mengalami peningkatan yang cukup signifikan. Kota Semarang sebagai ibukota Provinsi Jawa Tengah menempati posisi yang tertinggi dibanding kota-kota lainnya di Provinsi Jawa Tengah. Peningkatan kasus HIV/AIDS yang cukup signifikan tersebut, memerlukan penanganan yang sistematis, komprehensif, partisipatif, dan berkesinambungan. Atas dasar pemikiran tersebut, Pemerintah Kota Semarang kemudian mengeluarkan kebijakan tentang Penanggulangan HIV/AIDS di Kota Semarang. Masalah yang muncul adalah terkait sejauh mana keterlibatan aktor dalam proses implementasi kebijakan penanggulangan HIV/AIDS di Kota Semarang. Tujuan dari penelitian ini adalah untuk mengetahui karakteristik lembaga dan penguasa; kekuasaan, kepentingan, dan strategi aktor; serta kepatuhan dan daya tanggap dari aktor yang terlibat dalam proses implementasi kebijakan penanggulangan HIV/AIDS di Kota Semarang. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa karakteristik lembaga / stakeholder yang dimiliki oleh aktor-aktor yang terlibat mendukung adanya pelaksanaan program-program penanggulangan HIV/AIDS, meski demikian beberapa aktor masih memiliki pengetahuan yang rendah terkait kebijakan penanggulangan HIV/AIDS di Kota Semarang. Adapun aktor yang memiliki pengetahuan yang rendah adalah Dinas Sosial, ODHA, dan masyarakat. Hal ini kemudian menyebabkan tingkat kepatuhan yang dimiliki oleh beberapa aktor tersebut dikatakan rendah, seperti contohnya Dinas Sosial dan ODHA. Meskipun demikian daya tanggap yang dimiliki oleh masing-masing aktor dapat terbilang cukup baik. Disamping itu, dalam penelitian ini beberapa aktor juga telah diklasifikasikan ke dalam beberapa tipe menurut kekuasaan dan kepentingan yang dimilikinya. Beberapa tipe aktor tersebut antara lain Key Player, Subject, Context Setter, dan Crowd. Aktor yang tergolong dalam Key Player adalah Dinas Kesehatan dan Komisi Penanggulangan AIDS, aktor yang tergolong Subject yaitu Tenaga Kesehatan, LSM, dan ODHA, aktor yang tergolong Context Setter adalah Dinas Sosial, dan aktor yang tergolong Crowd adalah Masyarakat.

Abstract

Ngaliyan Sub-district has an emergency handling of Maternal Mortality Rate (MMR), it is also has red zone of MMR in Semarang city for the last 3 years. The problem became background why researcher conducts this research. The aim of this research was analyzing health services quality for pregnant women in Community Health Centers (Puskesmas) Ngaliyan. Not only that, this research also aimed at describing and analyzing obstacle factors of health services quality for pregnant women in Community Health Centers Ngaliyan. This research was using services quality theory by Zeithmal, it uses some criteria such as Tangible, Reliability, Responsiveness, Assurance, and Empathy. Qualitative research was used in this study as well. Interview, observation, and documentation were used to collect the data. The informants were selected purposively. The result of this research shows that Tangible, Reliability, and Empathy criteria have not fully done well. The obstacle factor of health services quality for pregnant women are number crisis and competence of existing human resources, un-efficient services, a passive and undisciplined society. Some recommendations are given as follows; implementation steps of human resource development in effective ways, alignment of relations between the government with UPTD Community Health Centers (Puskesmas) Ngaliyan, and the last socialization and education about the needs to oversee the performance of UPTD to the community.
