Abstract

In some developed countries, public transportation is the main choice for mobility, on the other hand, in Indonesia, most people still use private transportation, causing congestion. This condition indicates that the community has not fully utilized public transportation modes in carrying out activities. Public Value is a dialogue that is generated between the government in hearing a problem and to become a joint solution in improving an existing service based on the experience of the community and the needs of the community in using Trans Semarang. Using field observations and literature studies with a qualitative approach. Using public value theory, it was found that the reason for the lack of users and the increase in private vehicles was based on the poor experience of the community in using Trans Semarang and the unfulfillment of public value in services. Semarang as the basis for improvement and improvement of existing services.

Abstract

The COVID-19 pandemic needs to be overcome with the government's firmness in reducing the number of cases and reducing the expansion of the impact. Semarang in handling this outbreak implement the Restrictions on Community Activities through Semarang Mayor Regulation Number 28 of 2020. This policy limits people's activities outside the home, including in traditional markets. Close interactions between traders and buyers in traditional markets makes the transmission of COVID-19 cannot be avoided. A poor compliance with health protocol makes traditional markets need special attention in this policy implementation. This research aims to determine the level of target compliance and to figure factors that affect the target compliance with Semarang Mayor Regulation Number 28 of 2020 in Karangayu market. This study used a descriptive research method with a qualitative approach. The result showed that both Karangayu market’s traders and buyers are quiet comply with the policy. Furthermore, through the analysis of target compliance factors suggested by Weaver, this study indicates six factors of target compliance such as (1) lack of information, (2) the absence of insentives and insufficient sanction, (3) problem of monitoring, (4) the ability to fulfill resources, (5) the lack of autonomy, and (6) attitude and beliefs.

Abstract

According to UU 26/2007 of Spatial Planning, the percentage of green open space in the city area is at least 30% of the total area of the city consisting of 20% public green open space and 10% private green open space. Until early 2021, the percentage of public green open space in Magelang City has only reached 16% of total area of Magelang City. This is because there are still limited human resources and finances. The government of Magelang City still dominates in the management of public green open space and doesn’ t empower other stakeholders. To accelerate the achievement of the target of public green open space in Magelang City need collaboration between government with private and civil society. The collaboration of them in the process of formulating, implementing, and evaluating public policies is known as collaborative governance. The objectives of this study are (1) to identify the stakeholders in the Public Green Open Space Policy in Magelang City, (2) to analyse the role of each stakeholders in the Public Green Open Space Policy in Magelang City, (3) to analyse Collaborative Governance in the Public Green Open Space Policy in Magelang City. In this study, the researcher used a qualitative descriptive approach with Collaborative Governance theory by Ansell and Gash. The result of this study indicate that (1) the stakeholders of Public Green Open Space in Magelang City are DPUPR, DLH, Bank Jateng, Bank Magelang, HK Mustika Gold, and civil society, (2) DPUPR has role as a policy maker and coordinator; DLH acts as implementer; private as facilitator; and civil society as users of Public Green Open Space, (3) collaborative governance in the Public Green Open Space in Magelang City has not gone well, collaboration between the government and the private is only carried out for a certain period of time and there is not sustainable collaboration.

Abstract

The purpose of this study was to determine: (1) results that cause the service quality of the BPJS Ketenagakerjaan subdivision Semarang Pemuda to be less than optimal; (2) what factors influence the less than optimal service quality of the BPJS Ketenagakerjaan subdivision Semarang Pemuda. This study uses a quantitative approach with an associative type of research. The population in this study were visitors to the BPJS Ketenagakerjaan subdivision Semarang Pemuda, with a total sample of 50 visitors. Data analysis techniques to determine respondents' perceptions of communication, competence, and service quality use frequency distribution tables, while to determine the magnitude of the influence of communication and competence on service quality using crosstab analysis, Kendall tau rank correlation coefficient, Kendall concordation coefficient, and determination coefficient with assistance SPSS IBM 25. The results of this study indicate the following: (1) there is a significant and positive relationship and influence between communication variables and service quality with a significance value of 0.000 (0.000 5.99). Communication and competence also have a positive influence on service quality by 0.720 or 72%.

Abstract

One indicator of the success of development in the health sector is the decline in maternal mortality. The problem of the quality of health in mothers can be overcome by the existence of Integrated Antenatal Services. In line with the Minister of Health Regulation No. 97 of 2014 that all pregnant women must receive integrated, comprehensive and quality antenatal care. In its implementation, for the last five years at the Tlogosari Wetan Health Center, there are still findings of death in pregnant women. This condition indicates that the integrated antenatal care has not been carried out optimally by the Tlogosari Wetan Health Center. Successful implementation requires the carrying capacity of the resources needed to achieve the success of a program, otherwise it will be an obstacle if the availability is not optimal. The aims of this study were to: (1) analyze the implementation of integrated antenatal care at the Tlogosari Wetan Health Center and (2) analyze the obstacles to the carrying capacity of integrated antenatal services at the Tlogosari Wetan Health Center. This study uses a qualitative descriptive approach and uses the Shabeer Cheema Implementation Theory with a focus on carrying capacity. The research technique used purposive The results of this study indicate that the implementation of integrated antenatal care at the Tlogosari Wetan Health Center has not been optimal. The inhibiting factors for integrated antenatal support are (1) incompatibility of services in accordance with SOPs, (2) lack of health resources for midwives and the quality of training that is not evenly distributed, (3) integrated antenatal funding that is not optimal, and (4) medical equipment Inadequate ultrasound equipment in antenatal care. Several efforts are needed, such as reviewing the implementation SOP, equitable distribution and integrated antenatal training, improving financial management, procurement of health equipment and improvement of puskesmas infrastructure.
