Abstract

This study departs from the general perception that some legislative candidates understand when campaigning in general elections promising to provide economic welfare to the community. The problem is how to bring economic welfare to the community when the governmental function is the executive's authority. This study aims to answer how the construction of ethnic minority politicians (ethnic Chinese) against the concept of legislative power. Through qualitative research methods, this study will answer research questions using deductive and interpretive data analysis. Data obtained through literature studies and interviews. The results of the research conducted show that Chinese ethnicity has constructed legislative power as a theoretical concept in the modern era but at the level of activity has a variant of skills in articulating.

Abstract

Policy development of marine and coastal communities that are uniformly regarded as one of the causes of the failure of poverty alleviation programs. Up to this moment, fishing community empowerment programs in Kampung Laut no one has managed to lift the quality of life for sustainable fishing. Therefore, this research shows that people in Kampung Laut has the characters tend to be hard, lazy and not work hard. When the silting caused by sedimentation exist, it is not easy to find other business alternatives because of the existence of these three bad characteristics. Even worse, Kampung Laut communities have gambling habit. These characteristics really need the presence of community leaders such as formal leaders, religion, customs, youth entrepreneurship and motivator to lead and mobilize the community together to move forward. In addition, community empowerment programs should be coordinated across sectors, either by department or governmental agency or community organization. Development program should also make the most of the existing economic potential, and involving both men and women fishers of Kampung Laut.

Abstract

Model develoment masyarakat sangat strategis dan penting melalui pengembangan kelembagaan dan pemberdayaan Koperasi (koperasi masyarakat ekonomi) dan usaha mikro, kecil dan menengah (UMKM) untuk desa. Menggunakan metode kualitatif teknik pengumpulan data melalui wawancara, observasi dan dokumentasi, serta purposive sampling untuk penentuan informan penelitian di lokasi penelitian di enam desa seperti Bakulon, Bokol, Gambarsari, Jetis, Toyareka, dan Karangtengah, Kecamatan Kemangkon Purbalingga Kabupaten. Hasil penelitian menunjukkan bahwa program pengembangan Koperasi (koperasi masyarakat ekonomi) dan usaha mikro, kecil dan menengah (UMKM) telah menjadi model pengembangan masyarakat sebagai strategi  konstruktif (membangun) dan solusi (problem solving) dan transformatif (potensi  pengolahan dan sumber daya) untuk mencapai masyarakat pembangunan pedesaan bisa lebih adil dan makmur berdasarkan kearifan lokal
