Abstract

Abstract: Top-down approaches are more likely to represent the interests of elite decision makers in determining the decisions of the development program to be implemented. Therefore, the alternative development movement emerged as a form of criticism of the top-down pattern of development. This development movement emphasizes the active involvement of the community in the development process by placing the community as the main center of development purpose. Since then, various concepts have emerged about development such as participation, community empowerment, capacity building, participatory budgeting, and so on. As time changes, the concepts of participation begin to change toward a new concept called engagement. This paper tries to contribute ideas about community engagement in community development and the ideas are expected to be used by community leaders to build community commitment in carrying out development in accordance with their needs and appropriately addressing their problems.

Abstract

Political transformation has led to public management reform in Indonesia. Theoretically, the aim of public management reform is to make a systematic adjustment for public sector organizations to be more adaptive and responsive to the dynamics of the current political situation, especially the needs and demands of citizens and market participants. To strengthen the implementation of public management reforms we need to explore more varied ideas through academic discussions. Therefore, this paper aims to analyze the adaptation of the seven basic values of New Public Service (NPS) in the practice of public management reform. This paper uses an exploratory method intended to obtain a valid understanding of the NPS and its translation into the practice of Indonesian public management reform. The results of this paper show that to carry out public management reforms we need three high-performance functioning components: citizen empowerment, the professionalization of bureaucracy and strategic leadership.   Transformasi politik telah mendorong terjadinya reformasi manajemen publik di Indonesia. Secara teoritik, tujuan reformasi manajemen publik adalah untuk membuat penyesuaian sistematis bagi organisasi sektor publik agar lebih adaptif dan responsif terhadap dinamika situasi politik saat ini, terutama kebutuhan dan tuntutan warganegara dan pelaku pasar. Untuk memperkuat pelaksanaan reformasi manajemen publik kita perlu untuk menggali ide yang lebih variatif melalui diskusi akademis. Oleh karena itu, paper ini bertujuan untuk menganalisis tentang adaptasi tujuh nilai dasar New Public Service (NPS) dalam praktik reformasi manajemen public. Tulisan ini menggunakan metode eksplorasi yang dimaksudkan untuk mendapatkan pemahaman yang valid tentang NPS serta penerjermahannya ke dalam praktik reformasi manajemen publik Indonesia. Hasil dari makalah ini menunjukkan bahwa untuk melakukan reformasi manajemen publik kita memerlukan tiga komponen yang berfungsi dengan kinerja tinggi yaitu: pemberdayaan warga negara, profesionalisasi birokrasi dan kepemimpinan strategis.

Abstract

The decentralization policy in Indonesia puts the local government as the main actor to bring their community to achieve their common purpose and goal. Thus, the local government needs to be empowered so they will have a capacity to make a significant breakthrough in their decisions and actions. In line with that need, the Indonesia central government issues a law called local innovation to develop the performance of government operation and enable the acceleration of people wealth improvement. The purpose of local innovation law is also to protect local government innovation and increase in number of local government innovations. Besides the law instrument, the attention from central government by recognizing the innovative program that has been done by local government is also very important. Therefore, the Ministry of Administrative Reform provides an award for local government innovation as an incentive for local government creative efforts.This study is conducted to explore the valid concept of public sector innovation. Furthermore, this paper will provide a reflective analysis of the three innovative programs initiated by the local government in Surabaya City based on the perspective of typologies of public sector innovation. An exploratory approach is utilized in this paper to gain valid understanding about the concept of public sector innovation and its typologies in the local level.The result of this study shows that innovation and public sector innovation is a set of academic concepts which related with newness and change and it has a serious intent to improve the quality of input, product and its impact on the customer needs. Moreover, the three innovative programs of Surabaya City local government are fulfilled four criteria of the typologies of public sector innovation, which are the creation of new service, process innovation, administrative innovation, and conceptual innovation.
