Abstract: Top-down approaches are more likely to represent the interests of elite decision makers in determining the decisions of the development program to be implemented. Therefore, the alternative development movement emerged as a form of criticism of the top-down pattern of development. This development movement emphasizes the active involvement of the community in the development process by placing the community as the main center of development purpose. Since then, various concepts have emerged about development such as participation, community empowerment, capacity building, participatory budgeting, and so on. As time changes, the concepts of participation begin to change toward a new concept called engagement. This paper tries to contribute ideas about community engagement in community development and the ideas are expected to be used by community leaders to build community commitment in carrying out development in accordance with their needs and appropriately addressing their problems.
