Abstract

Building projects continue to experience persistent cost overruns, quality inconsistency, and schedule slippage, indicating a lack of integrated managerial mechanisms that translate control practices into sustainable performance outcomes. An integrated monitoring model is empirically tested using SEM–PLS based on survey data from 263 construction practitioners, triangulated with operational project records including Earned Value Management, S-curve analysis, and BIM 4D/5D outputs. The results demonstrate that DES exerts a strong influence on cost and quality performance, COM is the dominant driver of quality stability with indirect cost effects, and SCH is the primary determinant of time performance. The framework contributes by linking managerial control practices to measurable sustainability outcomes, offering a practical project-control architecture particularly relevant for developing-country construction contexts.

Abstract

Objective: To develop and evaluate an integrated performance monitoring model based on Earned Value Management (EVM) and Building Information Modeling (BIM) to improve time, cost, and quality efficiency in building construction projects. Method: A quantitative case study approach was applied using data from 204 building construction projects in Indonesia. The analysis employed Earned Value Analysis (EVA), correlation analysis, and multiple linear regression, with support from SPSS and BIM-based simulation tools. Results: The findings show that 50% of projects achieved a Cost Performance Index (CPI) between 1.0 and 1.1, while 60% recorded a Schedule Performance Index (SPI) between 0.9 and 1.1. In addition, 75% of projects met quality standards as measured by the Quality Performance Index (QPI). The integrated model significantly improves the early detection of project deviations and enhances the efficiency of corrective actions. Novelty: Integration of Earned Value Management (EVM) and Building Information Modeling (BIM) into a unified performance monitoring framework that enables real-time, data-driven decision-making for cost, time, and quality control in construction projects under external uncertainty conditions. This integrated framework also provides practical contributions to SDG 9 (Industry, Innovation and Infrastructure) by supporting innovative, resilient, and efficient infrastructure project management through digital performance monitoring.

Abstract

Building the 864-unit housing complex was a significant construction undertaking. Within an implementation period of 18 months and a project area of approximately 34 hectares, this project demanded efficient management to control the time and budget that had been set. To achieve this goal, it is necessary to implement effective planning, organization, management and resource allocation processes. This process aims to break down project management into simpler tasks or activities, provide time estimates for each task, and continuously monitor their progress. Although conventional planning tools such as Primavera and Msproject can provide a time representation of the tasks to be performed, they are not yet able to provide spatial or geographic monitoring of these tasks within the scope of the project. By integrating Geographic Information Systems (GIS), this project can gain additional benefits. GIS allows identifying data about the progress of construction tasks, and then presenting them in the form of maps. This not only visualizes overall progress graphically and geographically, but also makes it easy to extract useful summaries to support project decision making. With GIS, construction project monitoring not only becomes more efficient, but also more up-to-date and relevant to the scope of the project involving various dispersed structures. It is hoped that GIS integration can improve project management control and optimize the final results of the construction of the 864 housing complexes.
