Abstract

Artikel ini membahas tentang bagaimana aktifitas diplomasi terdemokratisasi oleh meningkatnya partisipasi publik di dalamnya. Konsep citizen diplomacy berkembang seiring meningkatnya partisipasiwarga biasa dalam aktifitas diplomasi. Dalam kenyatannya, aktifitas citizen diplomacy sulit dipisahkan dari aktifitas diplomasi publik dimana negara memang dengan sengaja melibatkan aktor non-negara untuk meningkatkan kredibilitas dilomasi pemerintah. Sebagian besar definisi citizen diplomacy juga masih melihat partisipasi warga biasa memang dilakukan dalam rangka mendukung diplomasi negaranya. Artikel ini secara khusus membahas tipologi citizen diplomat dari Paul Sharp yang sangat membantu dalam mengidentifikasi aktor-aktor dalam citizen diplomacy dan berbagai bentuk partisipasinya. Melalui tipologi tersebut Sharp menawarkan pengertian yang lebih luas dimana citizen diplomacy dilihat sebagai partisipasi warga biasa dalam interaksi global baik yang bersifat internasional maupun transnasional. Kesimpulannya, secara umum citizen diplomacy sebagai metode penyelenggaraan hubungan internasional memiliki tiga karakteristik: adanya partisipasi warga biasa dalam interaksi global; bersifat komplementer terhadap dplomasi berbasis-negara; dan mensyaratkan adanya kesadaran global pada para pelakunya.

Abstract

The repatriation of Indonesian migrants from Syria in April 2023 reminded us to the repatriation wave of Indonesian migrant from Syria after the country was torn by internal conflict since 2011.  Indonesian Government has conducted series of diplomatic efforts to ensure the safety of its citizen in Syria.  Indonesian Government was decided to stop sending its workers to Syria since 2011.  Indonesia also categorized Syria as one of rescticted destinations for its migrant workers since 2015.  Then why are there Indonesian migrants in Syria after those restrictions was applied?  This fact indicates that there was illegal procedure available that enabled the workers to migrate to Syria amids the restrictions which out of sight of the government monitor.  This paper addressed two issues: Indonesian diplomacy as a respon to the conflict in Suriah; and the problems faced by Indonesian Migrant Workers (IMW) because of the conflict in Syria.  This paper identified two problems faced by IWM in Syria after the conflict: security threats caused by the conflict that contributes to the occurrence of illegal migration to Syria; and labour issues that wosened by intensity of illegal migration during the conflict.

Abstract

Since 2015 the United States has been a signatory of the historic nuclear agreement with Iran known formally as the Joint Comprehensive Plan of Action (JCPOA), which was also agreed by other P5+1 countries. JCPOA is the achievement of the U.S. and other P5+1 countries' negotiations with Iran regarding the limitation of Iran's nuclear program. JCPOA is also known to be the vital instrument to reduce Iran's capabilities regarding its aggressive behavior and malign activities, creating destabilization in the Middle East. However, in 2018 the United States government decided to withdraw its participation from the JCPOA. As we know, this decision had an impact on Iran's behavior, which several times violated the contents of the JCPOA agreement even though they did not leave the agreement. We are also witnessing the impact of this decision increase the conflict between the US and Iran in recent years. This research aims to explain the rationale of the U.S. decision to withdraw from the JCPOA nuclear agreement with Iran in 2018. This research using the foreign policy decision-making framework model by Charles W. Kegley and Gregory A. Raymond. This concept focuses on explaining factors of foreign policy decision-making in three sources of analysis and the process of foreign policy-making based on rational choice.

Abstract

Ireland’s long-standing position as one of EU’s most vocal members of Palestinian rights and statehood took a huge leap when it decided to recognize the state of Palestine on May 2024. However, Ireland is far from being considered an enemy of Israel, as both countries share diplomatic and economic ties for decades. Despite economic threats from Israel and limited support in Europe, Ireland firmly stood by its decision along with Norway and Spain. To understand this decision, Charles W. Kegley & Shannon L. Blanton has laid out a useful framework to analyse inputs contributing to a transnational actor’s foreign policy, which are: global conditions, its internal characteristics, and actor leadership. Using this framework, this article argues that leadership, particularly by Simon Harris and his party, Fine Gael was the key driver, grounded in past policy, diplomatic coordination, and the context of the 2024 early elections. This study concludes that several inputs contribute to this decision, namely; a global uproar against Israel’s military aggression in Gaza post October 7th, an ever-strong pro-Palestine tide in the Irish public, its small-state characteristics, and Simon Harris’ recent ascension to power.
