Abstract

Local wisdom that exists in the community is a culture of social institutions that occurs through an educational process, as in West Java Province. The potential for the development of tourism education for fisheries resource conservation through local wisdom approaches continues to be carried out by local governments. This research aims to analyze the relevance of local wisdom to fisheries resource conservation tourism education. The research method used is quantitative description and used primary and secondary data. Research time was carried out February - June 2020 and using purposive sampling 30 respondents using a questionnaire. The analytical tool used validity, reliability, and Spearman's rank correlation coefficient. Based on the research results, West Java Province has a conservation management area based on local wisdom, in Kuningan and Tasikmalaya Regency. Local wisdom that is formed the community through an educational process carried out by collaborating natural tourism with social, economic and environmental aspects. The factors form local wisdom of tourism education fishery resource conservation, that is internal variables of society, which includes beliefs, attitudes and myths as well as external variables that include binding customary norms and policies of local governments to protect and manage conservation of fisheries resources.

Abstract

Pemanfaatan sumber daya perairan umum perlu diatur dengan kelembagaan pengelolaan yang efektif yang dapat menjamin manfaat bagi pelaku usaha dan kelestarian sumber daya yang ada. Penelitian ini bertujuan untuk mengkaji strategi adaptif pengelolaan perairan umum berbasis kelembagaan lokal, yang diharapkan dapat secara efektif menjawab tantangan pengelolaan sumber daya perairan umum. Penelitian ini menggunakan metode participatory action research  kemudian dideskriptifkan secara kuantitatif yang didukung oleh data primer dan sekunder yang diperoleh melalui Focused Group Disscusion (FGD) dan survei. Hasil penelitian menunjukkan bahwa di waduk Cirata telah diterapkan kelembagaaan lokal yaitu Masyarakat Peduli Cirata (MPC) yang melibatkan segenap stakeholders yaitu masyarakat pengguna perairan umum di Waduk Cirata, Dinas Kelautan dan perikanan Provinsi Jawa Barat, Badan Pengelola Waduk Cirata (BPWC) dan pembudidaya ikan KJA. Dari kasus kelembagaan di Waduk Cirata ini, dapat dipetik sejumlah pelajaran yang dapat diterapkan untuk kasus serupa di tempat lain. Pelajaran terpenting adalah terkait dengan penerapan strategi adaptif. Komponen utama dari strategi adaptif yang menopang efektivitas kelembagaan pada kasus Waduk Cirata adalah pemanfaatan dan kontrol tepat guna yang dilandasi kesepahamaan di antara stakeholders tentang fungsi potensial dari waduk dan interaksinya dengan lingkungan. Implementasi operasional dari strategi ini adalah: (1) memperbolehkan berlangsungnya perikanan budidaya karamba jaring apung (KJA), namun di sisi lain menerapkan kontrol dan dievaluasi untuk menjaga keseimbangan ekosistemnya dengan melibatkan kelompok MPC, (2) mendorong pengembangan wisata pemancingan (recreational fishing), tetapi melakukan langkah-langkah untuk pengendalian tangkapan sehingga tidak merusak keberlanjutan sumber daya ikan endemik, (3) pemanfaatan gulma eceng gondok yang dipadukan sekaligus dengan upaya pembersihan jalur transportasi air. Title: Studi Kasus di Perairan Umum Waduk Cirata Kab Cianjur, Jawa Barat) Adaptive Management Strategy Based on Local Institution  of The Aquatic Resource (A Case Study at The Cirata Reservoir  of Cianjur Regency, West JavaUtilization of open water resources needs to be regulated with effective management institution that can guarantee the benefits for the users and its sustainability. This research aims to examine and formulate adaptive strategies for the management of open water based on local institutions, which are expected to effectively answer the challenges of open water resource management. This research used participatory action research method approach and quantitatively described with primary and secondary data collected from Focused Group Disscusion (FGD) and surveys. Results showed that there are local established institution named Cirata Community Care (MPC) which involves all relevant stakeholders, they are common users, West Java Province Marine and Fisheries Service Office, Cirata Reservoir Management Agency (BPWC), and fisheries community. The case study of Cirata Reservoir resulted in a number of lesson learned that applicable to similar cases elsewhere. The most important one is its adaptive strategies. Main component of adaptive strategies to support the effectiveness of its local institution is the appropriate use and control mechanisms, i.e., those that are based on a common understanding among stakeholders regarding prospective functions of the reservoir and their interactions with environment. The implementation of this strategy covers the following actions : (1) to allow the floating net cage aquaculture as well as to control and evaluate its operation in order to maintain the balance of its ecosystem by involving MPC group; (2) to encourage the development of recreational fishing as well as to control the catch in order to sustain the endemic fish resources, and; (3) to use combined water hyacinth weeds as well as to clean water transport pathway altogether.
