Abstract

The Covid-19 pandemic, which has become a global disaster in the past one year and has not yet found a bright spot on when this pandemic will end, has resulted in unstable mobility of the country, one of which is in Indonesia. As a country with a high enough number of exposure, the government has issued an appeal or written regulation as an effort to prevent the spread of Covid-19. Various layers of society or the smallest sphere of government such as KarangRejo village have taken many actions in handling covid-19, by using the principle of collaborative governance, the government can run programs in the prevention or handling of covid-19 thoroughly because of the involvement of various sectors that work together to overcome the impact of the outbreak. covid-19. The method used in this research is qualitative descriptive by collecting primary and secondary data and through the process of observation and interviews so that it can be seen how programs and policies in handling the covid-19 outbreak in KarangRejo village when viewed from a collaborative governance perspective, which will be further discussed. in this collaborative governance perspective analysis journal of the handling of the covid-19 outbreak.Keywords: Collaborative Governance, Covid-19, GovermentPandemi covid-19 yang telah menjadi musibah global dalam jangka waktu satu tahun terakhir dan belum menemukan titik terang mengenai kapan pandemi ini berakhir, sehingga mengakibatkan mobilitas negara berjalan kurang stabil salah satunya di Indonesia. Sebagai negara dengan jumlah terpapar yang cukup tinggi mengakibatkan pemerintah mengeluarkan himbauan ataupun peraturan tertulis sebagai bentuk upaya pencegahan penyebaran covid-19. Berbagai lapisan masyarakat ataupun lingkup terkecil pemerintahan seperti desa Karang Rejo yang melakukan banyak tindakan dalam penanganan covid-19, dengan menggunakan prinsip collaborative governance pemerintah dapat menjalankan program dalam pencegahan ataupun penanganan covid-19 dengan menyeluruh karna terlibatnya berbagai sektor yang berkerjasama untuk menanggulangi dampak dari wabah covid-19. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan mengumpulkan data primer dan sekunder serta melalui proses observasi dan wawancara sehingga dapat diketahui bagaimana program dan kebijakan daalam penanganan wabah covid-19 di desa Karang Rejo jika dilihat dari perspektif collaborative governance , yang akan lebih jauh dibahas dalam jurnal analisa penanganan wabah covid-19 dalam perspektif collaborative governance ini.Kata Kunci : Collaborative Governance, Covid-19, Pemerintah

Abstract

This activity generally aims to empower the community through the optimization of the local resource potential of the maritime area in Desa Semare, Kecamatan Kraton Kabupaten Pasuruan, which is carried out in collaboration involving the university through Kuliah Kerja Nyata Tematik Kemaritiman in 2018. This activity uses Participatory Rural Appraisal ( PRA) to establish a synergic relationship between unity with the community in terms of efforts to solve problems that occur in the field. During this activity, there were two programs implemented, namely priority programs and supporting programs. The priority program is a program that is considered an urgent need to be carried out in accordance with the capacity of the KKN-T Kemaritiman participant group. Support programs are carried out as an effort to socialize with the lives of the surrounding community. It is hoped that this activity can run sustainably as part of an effort to optimize local potential with the use of appropriate technology which leads to improved community welfare.

Abstract

The Pasuruan Regency Government has issued Local Regulation Number 6 of 2021 concerning persons with disabilities, which is basically issued to fulfill the rights of persons with disabilities. The implementation of the regional regulation has not run optimally, especially in the aspect of employment accessibility for persons with disabilities in private companies and regionally-owned companies. This research aims to find out about the evaluation of the policy implementation of Pasuruan Regency regional regulation number 6 of 2021 concerning persons with disabilities in employment rights in Pasuruan Regency. The research method used in this research is a descriptive qualitative method. With data collection techniques, namely observation, interviews , documentation. The results of this study indicate that the implementation of regional regulation number 6 of 2021 concerning persons with disabilities in Pasuruan Regency is still not optimal, the ratio of the number of disabilities to companies receiving disability labor is only around 0.01%. The lack of enforcement of sanctions and the absence of regular supervision of companies, as well as the lack of socialization related to disability rights awareness to companies are obstacle factors.

Abstract

This theoretical analysis explores the role of ethics in public decision-making, focusing on the values of integrity and public service. It examines how ethical frameworks specifically deontological ethics, virtue ethics, and care ethics inform and guide the conduct of public officials. The study highlights the challenges faced by public administrators in aligning moral obligations with political pressures and institutional constraints. Through a philosophical lens, the paper discusses the implications of ethical decision making on public trust and institutional legitimacy. The findings underscore the necessity for integrating ethical principles into public administration to foster accountability, transparency, and public confidence. The analysis concludes by emphasizing the importance of ethical education and institutional mechanisms in supporting ethical conduct among public officials.

Abstract

Penelitian ini bertujuan untuk menganalisis kesiapan Puskesmas Nongkojajar dalam mengimplementasikan kebijakan Badan Layanan Umum Daerah (BLUD) sebagai Unit Organisasi Bersifat Fungsional (UOBF). Latar belakang penelitian ini berangkat dari tuntutan masyarakat terhadap pelayanan kesehatan publik yang efisien, akuntabel, dan berorientasi pada mutu tanpa mengutamakan profit. Adapun fokus penelitian diarahkan pada pemenuhan tiga kategori persyaratan yang ditentukan oleh regulasi, yaitu persyaratan administratif, substantif, dan teknis. Pendekatan yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Analisis dilakukan menggunakan teori implementasi kebijakan Pressman dan Wildavsky yang mencakup enam aspek: kualitas kebijakan, sumber daya, koordinasi dan komunikasi, kepemimpinan, birokrasi, serta lingkungan eksternal. Hasil penelitian menunjukkan bahwa Puskesmas Nongkojajar telah memenuhi sebagian besar persyaratan administratif dan substantif. Namun, dari sisi teknis dan sumber daya, masih terdapat hambatan seperti terbatasnya SDM akuntansi, kurangnya partisipasi pelatihan oleh tim percepatan BLUD, serta keterbatasan sarana dan prasarana akibat kerusakan fisik. Kendala tersebut berdampak pada efektivitas pelayanan dan kesiapan institusi dalam bertransformasi menjadi BLUD. Rekomendasi dari penelitian ini mencakup penguatan kapasitas internal, peningkatan infrastruktur, serta pengembangan sistem pendukung manajerial agar transisi menuju BLUD dapat dilakukan secara optimal.

Abstract

This study explores the role of public ethics in supporting bureaucratic reform within the Social Service Office of Pasuruan Regency,Indonesia. Grounded in a qualitative case study approach, data were collected through interviews, focus group discussions, and document analysis to uncover how ethical values are internalized and implemented within local governance structures. The findings reveal five critical themes: asymmetrical power dynamics, moral hazard in service delivery, adverse selection in program implementation, institutional governance gaps, and stakeholder exclusion. These issues highlight a disconnect between reformpolicies and daily bureaucratic practices. While ethical codes and reform strategies exist, their enforcement remains inconsistent, often limiting the transformative potential of bureaucratic reform. The study argues that embedding ethics into institutional culture is essential for achieving sustainable, transparent, and inclusive governance, as envisioned in Sustainable Development Goal 16. Recommendations emphasize the need for ethical leadership, participatory governance, and stronger accountability mechanisms. The study concludes that ethical reform is not merely a complementary component of bureaucratic change but a fundamental pillar for building trusted and sustainable public institutions.
