Abstract

Dampak dari meningkatnya jumlah penduduk di Indonesia adalah kebutuhan pangan juga akan meningkat sehingga pemerintah melakukan kebijakan mengembangkan lahan pertanian (ekstensifikasi lahan) dengan membuka lahan yang sebagian besar masih berhutan antara lain di Kabupaten Merauke. Upaya pengembangan lahan pertanian tersebut terdapat permasalahan yang perlu dicermati sebagai berikut; 1. Implementasi kebijakan pengembangan lahan implementasi kebijakan pertanian; 2. Respons pemilik tanah terhadap pengembangan lahan pertanian pada tanahnya; dan 3. Proses peralihan hak atas tanah dari pemilik tanah kepada pelaksana pengembangan lahan pertanian.Penelitian dilakukan dengan pendekatan kualitatif dengan pengumpulan data melalui survey primer dan sekunder. Hasil penelitian menunjukan bahwa pelaksanaan kebijakan pengembangan lahan pertanian mengabaikan peraturan terkait dengan pembukaan lahan, peraturan lingkungan hidup dan izin operasional pengembangan budidaya tanaman pangan. Pelaksanaan pengembangan lahan pertanian dihadapkan pada terbatasnya sumber daya manusia, sumber daya  air dan kondisi tanah. Jumlah petani yang mengerjakan lahan yang telah dibuka tidak seimbang dengan luasan lahan sehingga produktivitas padi per hektar menjadi rendah. Sebagian lahan di Kabupaten Merauke telah diberikan izin pemanfaatan lahan skala luas kepada puluhan badan usaha swasta sebagai target luas sejuta hektar masih jauh dari kenyataan. Pemilik tanah pada umumnya menerima kebijakan pengembangan lahan disebabkan adanya manfaat ekonomi yang diperoleh.

Abstract

This study aims to describe and analyze the implementation of Regent Regulation No. 8/2017 on the Performance Appraisal Team for Job Promotion in Mamberamo Raya Regency. and to analyze the supporting and inhibiting factors that influence it. The research method used is descriptive - qualitative by conducting direct observation, in-depth interviews, and documentation study. The data analysis process includes data collection, data reduction, data presentation, and drawing conclusions. The results showed that the implementation of the Mamberamo Raya Regent Regulation No. 08 of 2017 concerning the Performance Appraisal Team in Promotion of Position in the Mamberamo Raya Regency government has been going well. From the aspect of communication and information dissemination, coordination between institutions has been carried out. In the aspect of resources, it has sufficient quality and quantity to meet existing needs. Then the office facility environment is adequate to support performance. The disposition runs quite well based on the SOP and planning for allocating special budgets and the Bureaucratic Structure of the division based on the SOP and the authority and responsibility given according to the main tasks and functions of each field. Then, the supporting factor is that there are so many ASNs that meet the criteria for promotion. While the inhibiting factor is the problem of delay or lack of dissemination of information regarding selection for promotion to ASN, so that many ASN do not know about it.

Abstract

This article aims to analyze public participation in the payment of motor vehicle taxes in the city of Jayapura. Then the supporting and inhibiting factors in community participation in the implementation of motor vehicle tax payment policies in the city of Jayapura. As well as analyzing the efforts made in increasing community participation in the implementation of PKB policies in the city of Jayapura. The research method is descriptive research using a qualitative approach. The phenomenon observed in this research is how the implementation of Regional Regulation No. 7 of 2016 in increasing public participation in the implementation of motor vehicle tax payment policies in the city of Jayapura. The results showed that . All officers and employees follow the rules or legal basis of the police and their main duties and functions (duties, principals and functions) according to applicable regulations. However, in collecting motor vehicle taxes there are problems, but all of them must be normally resolved by the UPPD Samsat Kota Jayapura office. Supporting factors include supporting factors internally and externally from the support of the community and other relevant stakeholders. while the inhibiting factors are the level of compliance of the policy target groups, both supporting resources and HR personnel owned. Then, the efforts that need to be done are Optimizing socialization, Optimizing advertising / promotions, Maximizing services, Revitalizing traffic orderly areas, Conducting raids, Increasing infrastructure support, and Providing officer allowances.

Abstract

This study examines the challenges in the digitization of personnel services within the management system of the State Civil Apparatus in Keerom Regency. This study identifies several key barriers, including limited digital infrastructure, insufficient internet connectivity, a lack of technological devices, low competency among civil servants in utilizing information and communication technology, as well as cultural resistance to digital transformation. A descriptive qualitative approach is employed through the methods of field observation, in-depth interviews, and analysis of policy documents. The research findings indicate that the efforts for digitalization are not evenly distributed across all work units, as the digital system remains centralized in the main personnel unit, while the supporting units still rely on manual processes. Furthermore, the lack of standardized application processes and data results in low efficiency and accountability in services. This study presents strategic steps to address the identified issues, including the enhancement of infrastructure, the improvement of digital competencies among civil servants through ongoing training, and the encouragement of a workplace culture that embraces digital technology. The results of this study contribute to the development of a model for accelerating the digitalization of civil servants at the regional level to enhance the quality of public services that are responsive, integrated, and sustainable. The significance of this study lies in its localized focus on a 3T (frontier, outermost, underdeveloped) region, providing a nuanced understanding of digital transformation challenges often overlooked in centralized policy-making.
