Abstract

Batik is one of many small and medium enterprises (SMEs) which is being developed in Semarang City. However, location becomes the weakness of the batik industry in Semarang City. The scattered location of batik craftpersons makes public did not concern to the existence of batik Semarang. Therefore, FEDEP (Forum Economic Development and Employement Promotion) of Semarang City has formed a Semarang’s Batik Craftperson Group since 2006. The existence of this group has triggered the social capital among the craftperson, so they can interact and cooperate to improve their business productivity. This study aims to explain how the characteristics of social capital on Batik Craftperson Group in Semarang City. The method used sequential mix method with data unit is 31 members of Semarang’s Batik Craftperson Group. Trust, norms, and networks have their own characteristics to improve the business through interactions and communications. These three components also play a role in group management to make strategies, allocations, cooperations, and group activities. The characteristics of social capital on Batik Craftperson Group is expected to prove that so many factors that can develop SMEs, not only location but also the social capital of its business actors.

Abstract

Entrepreneurs in cities are prone to direct market change and urban growth in a country. Those who do not possess strong business network and strategic alliance are likely out of the game immediately. Building community entrepreneurship thus becomes critical to provide collective business network and learning, particularly for smaller entrepreneurs and new entrants, through the mobilization of social capital. This paper aims to examine how urban community institutionalizes the embedded stock of social capital in the neighborhood to cultivate sound entrepreneurial ambience parallel with the individual pursuit of profit maximization. The multiple strategies of incorporating traditional and informal inherited values into the contemporary dynamics of market and urban growth are quite successful to sustain the continuation of home-based industry in the neighborhood. The case study approach was undertaken to observe the re-emergence of local batik industry in Kampung Laweyan of Surakarta Municipality, Indonesia. The result demonstrates that social cohesion safeguarding is the key to encourage collective entrepreneurial skills development in the community albeit it does not affect much the building of stronger inter-firm cooperation.

Abstract

Locations for industrial development in Indonesia often determined by spatial allocation policies than the needs of industrial players. This creates a gap between the industrial spatial allocation stated in regulation and location needs of industrial actors. That indicated by the rejection of offerings location by industrial actors. The industry is a business activity and its location chosen in the most favourable place and influenced by the location factors. However, industrial location decisions not only emphasizes to the preferences of the perpetrators but also influenced by strategies and policies within the larger organizational environment of central and local governments. A quantitative approach used in this study to assess the location preferences of local-based industries (IBPL) in Banyumas Regency, Central Java Province, Indonesia. The objective is to evaluate the local spatial regulation of industrial allocation zones so that the gap can be reduced. The study findings revealed that IBPL site preferences related to the local content of industrial characteristics and industrial scales. Medium and large IBPLs indicated to clustered; their location preferences tend to close to the supplier industries and located in the main of roads. The spatial distribution of small-scales IBPL sites show the symptoms of spontaneous location. It influenced by factor of local potential accessibility of labor. There are ten location factors affecting IBPL site selection and lean to show the dependence element of traditional industry characteristics. The most influential location factors are accessibility to the local potencies and accessibility to the business networks.

Abstract

Industrialization in the region contributes to a prime mover for the economy so that each region competes to provide the most favorable location for the development of the export-oriented main industry. The problem of choosing the location of an industrial estate in Belitung Regency is not ready for infrastructure, RTRW, and industrial regulation. The research question is whether the location has set by the local government in accordance with normative standards/regulations. The purpose of this study is to identify the suitability of the location of Industrial Zone in Belitung Regency. Weighting is used to identify the location and factor analysis used to obtain the main variable in the development of the industrial estate. The findings are the determination of the location of Industrial Zone in Belitung Regency in accordance and fulfill technical standards as regulation, which have determined.  The main variable that influences the development of industrial estate in Belitung Regency is land, location, regulation, management, infrastructure, external support, and accessibility factor.

Abstract

Sejak tahun 2008, Pemerintah Kabupaten Klaten secara resmi mempromosikan industri batik lokal melalui Surat Edaran Bupati Klaten No. 025/575/08 tentang Uji Coba Penggunaan Pakaian Dinas Lurik/Batik Khas Daerah. Kebijakan ini ditindaklanjuti dengan Surat Keputusan Kepala BAPPEDA Kabupaten Klaten No. 050/08/09/2012 tentang Pembentukan 11 Klaster di Kabupaten Klaten, termasuk klaster batik. Selanjutnya, Bupati Klaten mengeluarkan Surat Keputusan No. 065/1154/2013 tentang Pakaian Dinas di Lingkungan Pemerintah Kabupaten Klaten yang mewajibkan PNS Daerah mengenakan pakaian batik dua kali seminggu. Secara formal, ketiga kebijakan ini menjadi payung hukum untuk memajukan pengembangan industri batik Klaten. Pada kenyataannya, industri batik Klaten hingga kini belum memiliki arah pengembangan yang jelas dan terukur, dan relasi di antara pemangku kepentingan terkait kurang terkoordinasi harmonis. Kelembagaan vertikal yang ada didominasi kepentingan pemerintah daerah yang berorientasi proyek jangka pendek. Sementara itu, kelembagaan horizontal pada tataran akar rumput belum berhasil memadukan usaha batik dari hulu ke hilir secara bersama-sama. Penelitian ini bertujuan untuk menginvestigasi kesenjangan antara kebijakan dan kebutuhan aktual pengembangan industri batik lokal. Metode penelitian campuran dengan strategi sekuensial eksplanasi digunakan dalam penelitian ini untuk menganalisis tren perkembangan industri batik lokal dan karakteristik kelembagaan yang terbentuk. Luaran penelitian menunjukkan bahwa kebijakan pemerintah daerah cenderung mengejar brand image batik Klaten sebagai produk unggulan dan media kampanye pariwisata daerah. Sebaliknya, pengusaha dan pengrajin batik lokal masih berkutat dengan masalah inefisiensi dan keberlanjutan produksi di dalam iklim persaingan yang tidak kondusif dan kerjasama antarindustri yang rendah. Peran aktor eksternal nonpemerintah diperlukan untuk menjembatani konflik kepentingan yang terjadi seraya meminimalkan intervensi pemerintah daerah yang berlebihan.
