Abstract

Undang-undang sapu jagat atau undang-undang omnibus (Omnibus bill atau omnibus law) adalah istilah untuk menyebut suatu undang-undang yang bersentuhan dengan berbagai macam topik dan dimaksudkan untuk mengamandemen, memangkas dan/atau mencabut sejumlah undang-undang lain. Konsep undang-undang itu umumnya ditemukan dalam sistem hukum umum (common law) seperti Amerika Serikat, dan jarang ditemui dalam sistem hukum sipil (civil law) seperti di Indonesia, karena ukuran dan cakupannya yang luas, perdebatan dan pengawasan terhadap perancangan undang-undang sapu jagat umumnya dibatasi. Dalam sejarahnya, undang-undang sapu jagat adakalanya digunakan untuk melahirkan amandemen yang kontroversial. Oleh sebab itu, beberapa kalangan menilai undang-undang sapu jagat bertentangan dengan demokrasi. Omnibus berasal dari Bahasa Latin, yang artinya “untuk semuanya”.

Abstract

A verdict by a panel of judges in a criminal case is a verdict from a panel of judges which is the final decision after a case goes through the trial process in a court of indictment, exception, response, interlocutory verdict, evidence, witnesses, charges, pledoi and finally the verdict at the court of first instance and contains sanctions and or fines for the Defendant. The decision of the panel of judges is compelling, meaning that if there is a party that does not comply, the judge can order the party concerned to comply with it with his own awareness or coercion. The judge's decision has legal consequences for the parties involved. Legal consequences are actions taken to obtain an effect the defendant wants and which is regulated by law. This action is called a legal action. So in other words, legal consequences are the result of a legal action, in the form of: the birth of a sanction due to an action that is against the law. In the case of narcotics abuse, there are many considerations made by the panel of judges because narcotics are already an extraordinary crime, such as corruption, serious human rights crimes and terrorism. Abstract

Corruption has many negative impacts on social life. These negative impacts include slowing economic growth, lowering the image of the government, reducing the effectiveness of resource mobilization and allocation, hampering poverty alleviation, and hindering sustainable development and development. Political corruption has an impact on the decline of democracy and damage to the political climate, thereby reducing the ability of democracy to improve the welfare of society. The poorer a country is, the more easily it is damaged by corruption because corruption in poor countries tends to undermine property rights, undermine the rule of law, and disrupt incentives for investment.

Abstract

The abstract of this study shows that land certificates have a very important role in resolving civil disputes in Indonesia. As a valid legal evidence, land certificates provide legal certainty for legitimate owners. However, there are a number of challenges in its implementation, such as the issuance of duplicate certificates, low public awareness of the importance of land registration, and administrative problems that often trigger disputes. The Complete Systematic Land Registration Program (PTSL) has had a positive impact by accelerating the issuance of certificates, but its implementation is still limited to several regions. Therefore, improvements are needed in the land administration system, public education regarding land registration, and stricter supervision of certificate issuance. Stricter law enforcement and strengthening of land policies are also needed to prevent land disputes in the future.

Abstract

This article examines the dynamics of legal professional ethics in the context of advancements in information technology. In the modern legal system, the use of technologies such as e-courts, cloud-based storage, and AI integration introduces new consequences for the practices and ethical standards of the legal profession. This paper highlights these challenges and proposes a reorientation of the legal ethics approach based on technological adaptation. The research is normative, employing a conceptual approach to the values of legal professional ethics, particularly in the practices of advocates and paralegals, and analyzes relevant literature and legal frameworks.

Abstract

Law is a fundamental instrument in creating order and justice within society. In its implementation, the law should be applied objectively, independently, and free from any form of intervention. However, in judicial practice, deviations are often found in the form of the practice of trading court decisions, which undermines the principle of justice. This phenomenon not only damages the integrity of the judiciary but also weakens public trust in the legal system. This article aims to examine the ethics of the judicial profession as the main pillar of law enforcement, reveal legal facts related to the practice of trading court decisions in the courts, and explain the patterns and background of this practice. Furthermore, the article discusses the negative impacts caused and effective strategies to eradicate the practice of trading court decisions in order to uphold the supremacy of a fair and clean rule of law. This writing is expected to contribute to promoting judicial reform and increasing awareness of the importance of integrity within the judiciary profession.

Abstract

Conflicts between community organizations (ormas) and retired military/police personnel in several cases have led to legal violations, including hate speech, incitement, and physical violence. This article aims to analyze the aspects of constitutional law and criminal law related to these conflicts, as well as the state's responsibility in ensuring public order. The research employs a qualitative method with a statutory and case study approach. The analysis shows that weak law enforcement against community organizations and related actors reflects the state's inconsistency in upholding the principles of the rule of law. The state has a constitutional obligation to ensure that freedom of association is not misused for political interests and violence.

Abstract

This article examines the strategic role of information technology in strengthening legal ethics enforcement amid Indonesia’s ongoing efforts to combat corruption. In the digital era, addressing corruption can no longer rely solely on repressive legal mechanisms but requires a transparent, accountable, and participatory system. Using a normative-qualitative approach, this study explores how digital innovations such as e-procurement, whistleblowing systems, the JAGA platform developed by the Corruption Eradication Commission (KPK), and blockchain technology have become crucial tools in promoting openness and public accountability. However, the effectiveness of these technologies depends greatly on adaptive regulations and active public engagement. Collaboration between legal frameworks, technological systems, and a culture of civic reporting forms the foundation for a more robust and responsive legal ethics system. The article concludes that the success of legal ethics enforcement in the digital age can only be achieved through continuous synergy between innovation, regulation, and citizen participation.
