Abstract

This paper describes a research finding on the dynamics of water management in decentralization era using a case study in Tajuk Village, Semarang Regency. The case study shows the change of water management system in the village. Water-based conflict was often happened due to inequity of water distribution to the community. Water management changes when Pamsimas (Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat) program enters the village, a program established by central government in cooperation with local government as an implementation of decentralization. In the beginning, the program invites pro and con among villagers. The pro side argues that the program can solve community’s problem on the inequity of water distribution, while the conside argues that the public should not pay to water which is their own asset. Finally, the program was implemented when all community members were convinced that they themselves who will manage and decide the price of water in the village.Kata kunci: pengelolaan sumber daya air, konflik, desentralisasi,  Pamsimas

Abstract

National parks can be sensitive state-property areas since the surrounding communities generally need the parks' resources for their livelihood. This paper focuses on inequality and transaction costs in PAMSIMAS (Community-Based Water Supply and Sanitation), a water sector program in Indonesia’s rural and peri-urban areas. The method used is a case study of PAMSIMAS in Tajuk, a village adjacent to Mount Merbabu National Park in Semarang Regency, Central Java. The data were gathered from documentary studies, in-depth interviews, and observations, and were analyzed using transaction cost economics and institutional analysis. This study found that the rules of PAMSIMAS, especially water pricing mechanisms, enhanced water availability but could not diminish the uncertainty of water access and transaction costs born by water users. Inequalities of endowment, power, and information among the hamlets affected how PAMSIMAS was run. Mobilization of water resources is related to property rights, which should be well-defined. Still, there was an overlapping property institution of Mount Merbabu National Park forest and its water resources; thus, the water user groups had to bear different transaction costs. The study provides suggestions for providing broader 'rules of the game' in rural water management, recognizing local conditions and prospects, acknowledging community rights to resources, and developing inclusive community participation.JEL Classification D23; P48; Q15

Abstract

Purpose: The purpose of this research is to investigate the effect of social capital and organizational flexibility toward organizational resilience, with the mediating role of leader – member exchange (LMX) in higher education institutions in Salatiga, Central Java, Indonesia. Research methodology: This research will be conducted in Salatiga by taking a total number of lecturers at three higher education organizations in Salatiga, the samples were taken 245 lecturers and educational personnel. This study used purposive_sampling as a sampling technique, and the analysis instrument is path_analysis with Partial Least Square (PLS) using SmartPLS. Results: The direct effect indicates that social capital and organizational flexibility positively influence organizational resilience, and LMX mediates the relation between_social_capital_and_organizational flexibility towards organizational resilience_in higher education institutions in Salatiga. Limitations: The limitation of this study, is that this study only took lecturers and educational personnel as research samples, while to determine organizational resilience, it required the involvement of all organizational components, besides that the exogenous variables selected were limited to individual and organizational variables. Contribution:  The results of this study contribute to the field of management, especially human resource management, specifically this research provides input to increase organizational resilience through the development and the activity to manage social_capital_and_organizational flexibility, involving the role of leader-member in the organization.

Abstract

Penelitian ini merupakan eksperimen untuk mengembangkan model ketahanan UMKM melalui peran digitalisasi dan praktek sumber daya manusia dengan kemampuan bersaing sebagai pemediasi. Oleh karena itu responden yang digunakan dalam penelitian ini adalah UMKM yang tergabung dalam paguyuban kampung singkong yang berada di Salatiga. Data dikumpulkan dari 42 anggota UMKM Kampung Singkong menggunakan kuesioner. Alat analisis yang digunakan adalah path analysis, dan hasil penelitian ini mengungkapkan bahwa digitalisasi dan praktek SDM memiliki hubungan yang signifikan dan positif terhadap resiliensi UMKM. Kedua, kemampuan bersaing sebagai konstruk mediasi, sepenuhnya memediasi hubungan antara digitalisasi dan praktek sumber daya manusia terhadap ketahanan UMKM Kampung Singkong. Akhirnya penelitian ini menawarkan bukti empiris tentang bagaimana mengembangkan ketahanan UMKM di Salatiga, dimana digitalisasi dan praktek sumber daya manusia merupakan variabel penting untuk dapat membangun ketahanan atau resiliensi UMKM Kampung Singkong dalam menghadapi perubahan dunia usaha yang dinamis, selama UMKM Kampung Singkong tersebut tidak melupakan kemampuan bersaing sebagai variabel mediasinya
